When TV programs report wars or disasters (such as a flood, an earthquake or a sudden accident), the editors rarely use the most horrifying pictures of dead or wounded victims because they don't want to upset their viewers. But the men and women whose jobs are to record those scenes —the TV cameramen —have no such choice. It is their duty to witness the horrors of the war and record them, no matter how gruesome and unpleasant they may be. Consequently, it is one of the most dangerous, exposed and emotionally taxing job that the world offers.
Today ,the demand for their work is rising . The explosion of satellite broadcasting and 24 hour news in recent years has created an almost insatiable(=always wanting more) demand for TV information. But major broadcasters and the TV news agencies —such as Reuters and WTN —have never had enough staff to meet the worldwide demand for up-to-date pictures,so increasingly they turn to “freelance”(=doing work without being employed) TV cameramen.
These freelance cameramen are independent operators tied to no particular organization. They will work for any company which hires them for just a few hours or for several weeks in a
war zone . But if a freelance cameraman is injured in the course of the job, the TV company is not responsible for him. The freelancer must survive on his own.
“TV will always need hard, vivid moving pictures which are fresh, but these companies feel uncomfortable with large numbers of employees on their books,”explains Nike Growing ,once foreign editor for Britain's Channel 4 news and now a BBC news presenter.
“By hiring freelancers, they can buy in the skills they need only when they need them.It also enables them to contract out the risk, ”(=arrange for other people to take the risk) he said.

关注选课走班制：来自一线的实践与思考案例 2014-05-28 12:44:05 来源：中国教育新闻网—中国教育报作者：朱建民石杏元任学宝“选课走班”已经不只是一个理念问题，许多学校开始了探索性的实践。本期话题，我们试图从学校、学科及一些关键点上提供一些实践案例，希望能为一线学校提供些许现实路径。 “五二八五”课程实施体系为走班奠基 当前，单一、同质化、固化的教学系统与不断丰富的课程种类和课程资源及多元化、个性化的学生发展需求之间的矛盾日益凸显。尤其是相对固定的行政班授课制，已经不能满足学生的个性发展需求，影响了课程实施的质量，不利于学生的自主选择、自主发展。所以，在课程资源足够丰富和教学环境得以满足的条件下，以“选课走班”为核心的学校教育教学系统的建设势在必行。 我校以培养“五有”人才为育人目标，即培养具有中国情怀和传统文化底蕴，具有国际视野和多元文化理解力，具有正义感和责任心，具有适应社会的能力，具有探究意识和实践能力的创新型人才。为实现“五有”人才的育人目标，学校建立了“五二八五”课程实施体系。第一个“五”是指建立“五制”教育教学实施与管理体系，即走班制、学部制、导师制、学分制、学长制；“二”是指共同基础通修课程和兴趣素质拓展选修（专修）课程两大课程类别；“八”是指八个课程领域，包括语言与文学、数学、自然科学与技术、创新素养、人文社会科学、艺术与美学、体育与健康、德育与综合实践活动；第二个“五”是指实施“五证”教育，即学生毕业时可同时获得高中毕业证书、诚信证书、志愿者经历证书、才艺证书、体育健身技能证书。我们提倡学生自主选择、自主发展、自我超越，争取为每一个学生“全面扎实、个性发展”打牢基础，在赢得高考的同时，也为学生在“后高考”时期的可持续发展和未来的终身发展种下希望的种子，奠定一生的基础。在此课程及实施体系基础上，我们开始对选课走班制进行了一些思考与实践。 构建可选择的课程体系 “选课走班”不是简单的分层教学，而是建立在丰富多元的、可选择的课程基础之上。这里包含了教师真实的指导和真诚的尊重，是对学生学会选择和承担责任的人生教育。把开发阶梯式、组合式的学科学习课程作为重点，每个学科设置多个层次和不同发展方向的课程，为不同的学生铺设学科学业修习的路径和阶梯。 按需分层是让学生选课的基本出发点。比如，我们的高中英语课（必修和选修）按照学生发展需求进行了选课走班教学的实践。英语课分为A、B、C三层，A层以英语应用和英语思维能力提升为主要目标，B层兼顾英语应用能力与基础能力、应试能力，C层重点在英语基础能力和应试成绩的提升。实行一年来的调查结果显示，学生的学习积极性、满意度非常高，收获也非常多。在艺术课程的全覆盖走班选课模式下，我们开设了大整合、大迁移、大贯通的艺术主题课程：“艺术在身边”的体验欣赏课程，因“生”施教的兴趣特长发展课程，“因地制宜”的艺术素养课程等，都深受学生喜欢。学校国际部按发展方向分层走班、小班化教学的实践，也取得了很好的效果。 对应两类课程，学生选课的方式主要有两种。在共同基础普修课程中，一般采用导师指导、学生自主选择的方式，一般不设门槛，要求学生在规定时间内必须作出选择，完成修习。在兴趣素质拓展选修课程中，一般采用导师推荐、双向选择的方式，即学生已经具备了一定学习基础或特殊潜质和兴趣，才可以选择，任课教师可以对选课的学生进行考核选拔。
