开展安全质量标准化工作实施方案

为了贯彻落实国家和省住建厅关于开展建筑施工安全质量标准化工作的有关意见～推动我公司建筑施工安全生产水平稳步提高～促进我公司可持续发展～结合我公司实际～制定本实施方案。

一、工作指导思想

深入贯彻实施《安全生产法》、《湖南省建设工程质量和安全生产管理条例》、《施工企业安全生产评价标准》,JGJ/T77-2010,、等法律法规文件通知精神～坚持“安全第一、预防为主、综合治理”的方针～坚持标本兼治～重在治本～强化我司建筑施工安全质量标准化的基础工作。通过推行安全质量标准化工作～进一步规范安全生产行为～改善安全生产条件～提升安全管理水平～从而通过怀化市安全质量标准认证中心认证～实现本质安全～避免安全生产事故的发生。

二、达到的标准

公司作为房屋建筑施工总承包二级企业～根据怀化市住房和城乡建设局《怀化市建筑施工企业安全质量标准化认证实施办法,试行,》文件精神～在推行建筑施工安全质量标准化工作上要坚持高标准、严要求～按照建筑施工安全质量标准化企业要求开展工作～顺利通过怀化市安全认证中心的安全认证。

三、工作目标计划

为确保我司的建筑施工安全质量标准化认证工作能够通过市级安全认证～根据怀化市住房和城乡建设局《怀化市建筑施工企业安全质量标准化认证实施办法,试行,》文件精神要求～结合我司实际～制定如下工作实施进度方案: 1(时间工作内容

2012年9月13日成立安全质量标准化工作领导小组,

2. 进行安全质量标准化工作宣传教育、员工培训～转变观念。

2012年9月下旬确定安全质量标准化工作开展计划,

3. 组织和动员全司建筑施工项目参加安全质量标准化工作。

2012年10月25日～召开全司安全质量标准化工作会议～安全标准化领导小

组进行培训和学习。

2012年11月上旬组织全司范围内的在建项目质安大检查～检查严格依据《施

工企业安全生产评价标准》和《建筑施工安全检查标准》进行～对全司在建项目安全质量标准化实施水平和项目的管理现状进行摸底统计调查～并按检查评分表形成各在建项目的检查记录,

4. 确定管理薄弱环节～确定改进目标方案,

2012年12月底完成编写制定收集整理安全质量标准化管理型文件,

5. 完成企业自我考核评价报告,

2013年3月中旬～根据本工作实施方案要求和《施工企业安全生产评价标准》开展企业自我考核评价～并形成企业自我考核评价报告,

6. 2013年5月底前对所有在建项目按已实施的管理办法进行分析总结～督促

施工现场安全质量标准达标,

2013年上半年开始对在检查中存在问题的项目进行复查～完成公司施工现场安全质量标准化验收达标,

7. 2013年9月底完成所有资料的收集整理～2013年10月初～形成申报资料

交市安全认证中心～提请认证验收。

四、成立安全质量标准化工作领导小组

组长:孙本君

副组长:孙敏孙阳

成员:杜玉琴周振周建成李分田郑祎刘慧文江琼

领导小组下设安全质量标准化工作办公室～办公室设在质安部。

1.领导小组组长为安全标准化工作第一负责人～全面负责实施安全标准化达标工作,

2.领导小组副组长负责对安全标准化采用PDCA,计划、实施、检查、改进,动态循环的管理模式～监督检查各部门安全标准化工作的实施情况,

3.领导小组成员负责贯彻落实公司安全生产方针、目标及总经理安全承诺,

4.下设的办公室负责对安全标准化相关规定的宣传教育～根据领导部署监督检查各职能部门工作任务～做到全员、全过程、全方位、全天候参与,

5.领导小组全面执行安全标准化职责～负责对各部门、单位安全标准化进行验收、考核、考评,

6.通过推行安全生产标准化～实现管理长效机制～使公司的安全生产管理迈上新台阶。

五、完善安全生产管理制度

按照《建筑施工企业安全生产评价标准》和《建筑施工安全检查标准》要求～由质安部负责建立健全各项安全生产规章制度～并督查各在建项目建立健全项目的安全生产规章制度和各岗位的安全技术操作规程。

六、依法培训各类人员～做到持证上岗。

根据安全质量标准化认证办法的要求～由公司生产经营部和劳务公司分别对总公司各类管理人员、岗位职工进行安全培训～加强日常安全教育～并加强对新从业人员三级安全教育和和其他人员的安全教育～确保培训效果。

七、严格生产设施、设备管理

1、建立安全生产设施台帐。

、编制安全设施、设备检修计划定期检修。 2

3、垂直提升等特种设备定期检验～证件备全～并要有书面记录备查。

4、建立关键装置及重点部位的巡检制度～尤其是认真做好塔吊、施工电梯等设备加节、安拆关键施工节点的旁站和交验工作～不得走过场。

5、建立生产设施安全拆除和报废制度。

八、建立安全检测监控系统～提高应急处理能力

1、制定特种设备、重点施工部位安全管理制度～保证制度能够得到贯彻实

2、建立特种设备、重点施工部位档案及安全检查书面报告制度～明确公司各

职能部门项目部监控职责～定期、定点巡查监督。

3、质安生产基本情况汇报内容包括:?.施工进度,?.是否有质量安全事故发生,?.各级行政部门是否有去工地进行检查～有无下发整改通知、停工通知、不良行为告知书等处罚通知。项目部是否按要求进行整改～整改情况进展怎么样,做到公司与项目部在安全生产管理方面互动。

九、严格现场管理、规范作业现场安全生产行为

1、对深基坑、高边坡、外脚手架、高大支模系统、临时用电、垂直运输设

备、登高作业、动火等较大或重大危险源进行风险辨识～制定控制措施～严格许可制度～严格审批登记。上述作业人员～配备、使用安全防护用品～岗位配备监护人员。

2、在较大或重大危险源处张贴或悬挂安全警示标志和告知牌,在可能产生严重职业危害作业岗位的醒目位置设置警示标志和警示说明～告知产生职业危害的种类、后果、预防及应急救治措施等内容,在检修、施工、吊装、安拆等作业现场设置警戒区域和警示标志。

十、及时排查治理安全生产隐患

1、在上级部门安全检查、公司自查及安全评价中提出的安全问题～公司项目

部要及时进行整改并建立台帐～在短时间难以整改安全隐患要制定切实可行的整改措施～定整改责任人、整改措施、整改期限～加强监控和防范～确保不发生事故～并迅速按整改措施整改到位～消除隐患。

2、建立安全生产隐患排查和整改、安全技术改造工作责任制～依法保证安全

生产所必需的资金投入。建立安全文明施工措施费专项资金提取、使用台帐～做到计划、财务、现场工程三统一。

十一、加强对危险源的控制

按照《湖南省建筑施工安全重大危险源识别和控制管理暂行办法[2006]》的规定～对施工现场的重大危险源进行全面识别和监控。对危险源进行登记建档～定责任人、定预防措施、定期监控、检验和评估～确保现场的安全生产平稳运行。

十二、完善事故应急救援体系～提高应急管理能力

1、按公司既有的建设工程应急救援预案实施,

2、按规定定期组织应急救援培训和演练,

十三、加大安全投入

加大安全投入是推行安全质量标准化工作的基础～是搞好安全生产的重要保障。安全投入分两个层面:一是公司要确保执行质量安全标准化工作和安全认证工作必需经费～包括购买相关标准、学习资料、人员培训、观摩学习以及交通保障、制作定型安全防护用品及标识牌等,同时在承揽项目和投标活动中～应明确把安全防护文明施工措施费作为不可竞争费用～不以减免该费用而作为承揽工程的筹码。第二个层面就是项目部按照规定将安全防护文明施工措施费使用到位。公司也将严格按照安全防护文明施工措施费审批程序实行严格监管～如果项目部对该费用克扣或使用不到位造成项目不达标～公司将强制扣除该费用并投入项目安全防护直至达标。

十四、建立奖罚机制

项目达标验收是执行标准化管理工作的基础～因此按照公司规定应该通过达标验收的项目均应在规定的时间内通过达标验收～未通过达标验收影响企业安全认证的项目～项

目部除承担相应损失外～另罚款50万元。对于实现创建省安全质量标准示范

工程和省安全质量标准化示范工地的项目～公司将依据规定对项目部进行奖励。

十五、搞好宣传交流工作

公司将采取形式多样～内容丰富的宣传～着力营造标准化工作的氛围～发挥典型示范作用～组织现场观摩和学习交流活动。

实施建筑施工安全质量标准化工作是国家对建筑施工加强安全生产工作提出的一项具体要求～对此公司领导高度重视～有关各部门必须密切配合～加强合作～确保按期、按要求完成安全质量标准化认证工作。
