一、国内访问学者通过学习和工作，接触和了解本学科的学术前沿动态，加深基础理论，拓宽知识面，提高学术水平，为回原单位后发挥学术带头人或学术骨干的作用打下基础。 二、国内访问学者必须具备坚实的基础理论和专业知识，有较强的独立从事教学和科研工作的能力，并具有一定的实践经验，一般应是副教授。 三、接受国内访问学者的单位应有博士导师或学术造诣较深的教授担任指导教师，科研工作开展较好，在实验设备、图书资料等方面有较好的条件，一般应是有博士学位授予权的学科点或国家投资重点建设的实验室。 四、国内访问学者在导师指导下，以参加科研为主，协助指导研究生、参加编写教材或其他教学工作，导师全面负责培养工作。期限一般为半年至一年。 五、申请接受访问学者的单位，应将接受的学科、条件、课题内容、指导教师，以及对接受对象的具体要求等报国家教委教师管理办公室审核同意后，在《中国教育报》上刊登。在本人申请，单位推荐的基础上，经访问学者本人和指导教师协商之后，由接受学校确定。 六、接受学校应按不低于博士研究生的标准提供学习、工作条件，尽可能地创造良好的学习环境。选送单位也要尽可能地给予访问学者各方面的支持和帮助。 七、访问学者报到后，应在导师指导下，根据选派学校原定课
