应用型农业科研院所科研管理工作的分析研究

摘要：近年来，应用型农业科研院所的科研和服务工作取得了一定的成效，但也存在一些不足。文章分析了应用型农业科研

院所的定位、发展现状及存在的问题，从有利于科研与服务协同发展的角度出发，建议应用型农业科研院所科研管理工作应以市场需求为导向，定位为服务区域农业，提升科研成果水平和加大成果转化力度，全面引入质量管理的同时加强科研管理队伍建设，以期使应用型农业科研院所更好地适应科技体制改革及为我国农业发展提供科技支撑。关键词：应用型农业科研院所；科研管理；科技服务；区域农业

Abstract:In recent years,the scientific research and service work of applied agricultural research institutes has made some progress,but there are also some shortcomings.Based on the research and analysis of the orientation,development status and problems of applied agricultural scientific research institutes,and from the point of view of beneficial to the coordinated development of scientific research and service,it is suggested that the scientific research management of applied agricultural research institutes should be guided by market demand,designated as serving regional agriculture,improve the level of scientific research achievements and the transformation of achievements,and at the same time strengthen the construction of scientific research management team while introducing quality management in an all-round way.This will make the applied agricultural scientific research institutes better adapt to the reform of the scientific and technological system and provide scientific and technological support for the agricultural development of our country.

党的十九大报告指出，要加快建设创新型国家，加强应用基础研究，深化科技体制改革，建立以企业为主体、市场为导向、产学研深度融合的技术创新体系，促进科技成果转化，这为应用型农业研究院所的定位和发展指明了方向。国家科技体制改革也赋予应用型农业科研院所科学研究和技术服务两大基本职能，农业科研管理伴随着农业科学研究的开展而产生，伴随着农业科学研究的发展而发展，并且随着农业科研的深入而不断细化、完善[1-2]。进入“十三五”以来，随着农业科技体制改革的不断深入，应用型农业科研院所的科研管理工作也发生了显著的变化[3-4]。

1应用型农业科研院所的定位

基础应用研究是指为获得新知识而进行的创造

性研究，主要针对某一特定的实际目的或目标，它是基础研究在实践中的运用，是对基础研究的发展和深化[5]。我国多数省或直辖市级农科院的研究所都属于基础应用型科研单位，肩负着农业科研和农技推广应用的双重职责。对于应用型农业科研院所来说，科研是根本也是服务农业的基础。随着我国农业结构调整及供给侧结构性改革的深入，农业生产对实用技术的需求量不断增长，应用研究在农业科研院所中所占的分量越来越重。因此，应用型农业
