篇一：上海自由贸易区的现状及问题研究

摘要

当前，世界经济秩序的主要特征是经济全球化和区域经济一体化趋势并存。国家赋予了上海自由贸易区先行先试的重大历史使命，以发展成为中国第一家国际自由贸易区为目标，带动上海乃至整个中国经济的发展。在这样的历史机遇下，建设上海由贸易区将对全国的经济发展战略产生重大影响。

上海自由贸易区的大胆尝试是进一步实现改革开放的重要手段和方式，但我国现行的相关政策还不能满足上海自由贸易区的发展要求。本文以自由贸易区的政策为切入点，详尽介绍了世界自由贸易区政策的发展特点，对世界成功自由贸易区的发展政策、制度进行详细的梳理和总结，针对我国上海自由贸易区政策方面存在的不足，从上海发展自由贸易区的角度，对其所需政策进行了深入的研究，同时与其作对比找出上海自由贸易区的问题。进而提出既适合我国国情又高效可行的政策建议。

At present, the main feature of the world economic order is the coexistence of the economic globalization

and regional economic integration. The state has entitled the Shanghai Free Trade Area of the great historical mission pilot, to become China's first international Free Trade Zone as the goal, driving Shanghai and China's economic development. There is going to be a significant impact on the country's economic development strategy in this historic opportunity of building Shanghai Free Trade Zone.

The established of Shanghai Free Trade Zone is an important means and method to achieve further reform and opening up. However, China's current policies still can not meet the development requirements of Shanghai Free Trade Zone. In this paper, it introduces the characteristics of the world's Free Trade Zone development policy in detail, summarized the policies of the successful Free Trade Zones in the world, and analyses the systems. By comparing the world’s successful models and Shanghai Free Trade Zone, we can find out the potential problems and some shortcomings with the current policy and system. And so that we can put forward some recommendations which are more efficient, feasible and reasonable with our national

condition.
