建设单位:某某铜业有限公司(以下简称“某某公司”)

某某公司位于某某省某某市某某县,是某某某某集团公司的全资子公司。公司地处某某市某某县,与广东、浙江等地的距离很近,广东是全国的废铜集散地,废铜资源十分丰富,公司回收废铜,原料供应充足,广东是我公司的主要原材料供应基地,已经和广东的众多客户建立了良好的合作关系。公司的产品销售渠道主要是发往某某、浙江等地的电线电缆厂,与山东、广东、某某、天津等地的客户也建立了良好的销售关系,产品销售在市场占有很大的比例,生产的铜杆产品很多用于国家重点工程项目,市场前景广阔。

刷设备300多台(套),现已具备百亿元的年生产能力。主要为国内大型电线电缆厂配套生产各种规格铜杆、铜线、铝杆、铝线、合金铜导体等有色金属材料,同时为国内大型白酒企业设计、生产各类中高档酒包装。

集团非常注重品牌建设,注册有“某某”、“西施梦”等商标,对旗下各企业实行整体规划设计,并借助多种媒体和路牌对集团品牌进行集中宣传,借此扩大品牌的知名度和美誉度。集团一直坚持“天地人和、立信百年”、“诚信、合作、创造和谐”、“以人品创造产品、用人格体现价值”的企业宗旨,依法经营,坚持有色线材、轻工包装与工商地产三大主业并驾齐驱。集团旗下各企业生产规模不断扩大,营业收入连年攀升。2006年集团营业收入达65亿元,被某某省经贸委、省中小企业局等部委认定为某某省民企百强,荣列中国有色金属工业30强。2007年,集团营业收入近百亿元,再次雄居某某省民企百强榜,并跻身中国制造业500强。位于某某宜兴经济开发区、规划总面积1500亩的现代化高科技产业园区——赛龙科技园即将崛起,位于某某铜业科技园、年产25万元吨合金铜导体的高科技项目投产在际,位于湖南永州、规划总面积3000亩的循环经济工业园也已开工建设。

西班牙拉法格公司(La Farga Lacambra,S.A)成立于1981年,位于巴塞罗那市郊,前身是一家自1808年就从事炼铜的历史悠久企业;1986年开发了世界上第一家利用再生废铜(紫杂铜,)为原料,通过Cosmelt火法精炼技术和连铸连轧工艺生产出个有高纯度、高导电、优异拉伸性能适合在多头担丝机上直接拉丝的铜杆生产专利技术;1987年与意大利康梯钮斯-普洛佩兹公司合资经营,向全世界销售利用再生废铜为原料进行连铸连轧生产高导电铜杆的技术和设备,目前已经销售了29条同类生产线。西班牙拉法格公司目前年产30万吨包括铜杆、铜管、火车接触导线、焊接用铜线和各种铜线缆产品,是一家利用再生金属生产铜及铜合金杆线、管棒材的综合性铜加工厂,具有利用再生金属(紫杂铜)生产上述铜加工材的专有技术和生产经营经验。

1.2编制依据和研究范围

1.2.1编制依据

(1)某某铜业有限公司项目申请报告;

(2)某某铜业有限公司委托中国瑞林工程技术有限公司的委托书;

(3)建设单位提供的关于公司的背景资料和建设场地的基本情况,以及利用的进口技术和设备等有关资料。

1.2.2研究范围

在市场调查研究的基础上,结合建设单位的具体条件,对建设项目产品的市场需求状况进行分析和预测、对建设规模和建设方案进行比较和论证、对资金筹措及经济效果等方面进行计算和分析,以全面研究建设项目实施的可行性。1.3项目背景和建设理由

1.3.1中国铜加工材及铜杆消耗持续增加,市场前景较好

近年来,由于中国国民经济迅速发展,对铜加工材的消耗持续增加,据有关资料统计,在2001-2007年间,中国铜加工材消耗量从2475kt增加到6329kt,年均增长率达到21.9%;其中,铜线杆消耗量2007年达到2800kt,近年来的年均增长率在11%左右。即便如此,目前我国人均铜加工材消耗量仍然很低,如2004年为美国为15.2k g,日本为11.2kg,而同期我国为4.5kg,不及发达国家的一半,国内消费市场潜力很大。

2005年,我国电工铜杆的产量约2600kt;铜线材净进口362kt。由于中国已成为世界电线电缆制造基地,预测到2010年,我国铜线杆消费量将达到3800kt,届时铜杆实际生产能力将不能满足要求,铜加工材整体市场及铜杆市场前景较好。

1.3.2中国铜资源贫乏,鼓励废杂铜再生利用

最近十年,中国原生铜产量不断提高,从1993年的455kt上升到2007年的3280kt;但国内矿产精铜比例却从83.5%下降到30%。据有关资料显示,中国目前已经探明的铜矿资源储量,仅能够保证15年的开采;中国在今后20年中,铜资源一直短缺,需要发展再生铜资源以弥补不足。

在2004年,随着我国循环经济建设进入实质性阶段,作为其中重要一环的有色金属再生和利用行业,受到了社会各界的普遍关注。我国首次将废金属的再生利用作为国家经济发展的独立产业对待,并开始着手制定行业发展规划和相关政策,鼓励废旧金属进口,建立和完善国内回收体系等。铜作为重要的有色金属品种,其废杂铜的再生利用将受到鼓励和支持。
