1.试述如何对领导权力进行科学合理的划分与配置?

领导权力的行使是以领导权力的合理划分与配置为前提的,因为领导权力的行使必须首先立足于有序的组织机构,即所谓的在其职,谋其政。

(1)宏观层面上领导权力的合理划分与配置。宏观层面上领导权力的合理划分与配置主要是从与社会大系统诸要素的互动中探索领导权力的合理划分与配置。①领导权力的合理划分与配置必须服从于国家的政治制度。②领导权力的合理划分与配置必须有利于公民权利的充分享有。③领导权力的合理划分与配置必须与社会经济结构相适应。④领导权力的合理划分与配置必须考虑民族传统文化的因素。

(2)微观层面上领导权力的合理划分与配置。微观层面上领导权力的合理划分与配置主要是从行政系统内部各要素的联系中寻求领导权力的合理划分与配置。在组织系统内部,所有的领导与管理活动,都是围绕着领导权力的合理划分与配置以及运用展开的。而领导权力的合理划分与配置又与组织系统内部的组织职能与组织人员等要素密切相关。

某县一位年富力强的青年县长工作不力。他对记者说“我没有安排时间的主动权,进了会议室有开不完的会议,进了办公室有看不完的文件,特别是有接待不完的来访者。上级领导来视察要接待,有关部门来了人要寒暄,下级汇报工作要决断,甚至基层单位的具体问题也会越级找到你面前。你不听,又怕骂你官僚主义。还有亲朋好友,同学老乡都不断来找你办事,你不理,就会挨骂。整天忙忙碌碌,感觉根本不能履行一县之长的职责。”

造成青年县长工作不力的一个最重要的原因是他作为领导者没有建立一个高效的组织机构和一套科学的规章制度,如会议制度、上访制度等。同时他也没有调动和发挥好职能部门的作用,以致越级汇报,自己事必躬亲而陷于琐事的缠绕之中,不能很好地履行领导者的职责。因此现代领导必须重视和搞好领导体制的组织建设和规范制度建设,并能使制度正常运转,充分发挥职能部门的作用,尽量减少自己的事务性工作,认真履行县长职责。
