摘要：首先，针对国内尚无新型智慧城市统一的分级分类标准问题，阐述了新型智慧城市概念和 分级分类必要性；其次，提出了基于城市规模的分级方法和基于城市特色的分类方法，将城市人口 和国内生产总值（GDP)作为衡量城市规模的依据，将物质性特色和非物质性特色作为城市分类依 据；然后，指出了该方法对建设新型智慧城市的指导意义，可作为新型智慧城市的评价指标体系和 体系架构构建的依据；最后，以旅游生态城市为例，分析了以该方法为基础的新型智慧城市体系架 构建设内容和重点。

Grading and Classification Method and Architecture
for New Smart City

(T he 28th Research Institute of China Electronics Technology G roup C orporation, Nanjing 210007, China) Abstract：F irstly, aimed at the problem of none unified dom estic grading and classification stand-ards for the new sm art cities interiorly, the concept and the necessity of grading and classification are expounded for the new sm art cities. Secondly, the m ethod for grading on the urban scale and the classification on the urban characteristics is proposed. T he urban is scaled w ith the urban population and the gross dom estic product (GDP), and classified w ith m aterial and im m aterial characteristics. T h en, the guiding significance of the m ethod is presented for the new sm art city construction. T he m ethod can be used as the basis of the evaluation index and the architecture constructed for the new sm art city. Finally, w ith an exam ple of tourism and ecological city, the content and the em phasis of the new sm art city construction based on the m ethod are analyzed.

〇引言
智慧城市是运用信息和通信技术手段感测、分析 和整合城市运行核心系统的各项关键信息，从而对城 市内各种需求做出智能响应，为城市人创造更美好的 生活，促进城市和谐与可持续成长[>4]。目前，我国智 慧城市建设已进人全面推进阶段。“十二五”期间，85%以上的城市正在进行智慧城市建设，智慧城市应 用遍及城市运行的方方面面。

但是，随着社会经济和信息化发展，目前政府管 理模式已无法满足城市发展需要。在“互联网+”和全民创新的时代，企业和个人均参与到城市建设和 管理中，这就倒逼政府管理模式的改革和创新。在 此背景下，国家互联网信息办公室（网信办）提出了 新型智慧城市概念。习近平总书记在网络安全和信 息化工作座谈会上提出“分级分类推进新型智慧城 市建设”。
