破除解放思想“无感症”
省委决定，从4月起到今年底，在全省开展解放思想大讨论。前不久，省委主要领导在接受中央媒体采访时明确表示，XX将坚持把解放思想作为新一轮改革开放的“当头炮”，通过新一轮改革开放把XX发展带入新的境界。做好XX今年各项工作，“解放思想”被放到重中之重的位置。
改革开放以来，我省经历了两次比较大的思想解放。一次是1978年，以真理标准大讨论为标志，通过思想解放，破除了“两个凡是”的禁锢，开启了“改革的大门”；一次是1992年，以邓小平同志南方谈话为标志，通过思想解放，破除了姓“社”姓“资”的禁锢，迎来了“改革的春天”。这两次思想解放，都有很强的必要性和紧迫性。相比之下，在中国特色社会主义新时代，经济社会稳步发展，国家祥和安定，百姓丰衣足食，一些干部群众因此看不到思想解放的重要性和必要性，对解放思想处于麻木和淡漠的“无感”状态，对此应予以足够重视。
党的十九大明确，中国特色社会主义进入新时代，我国社会主要矛盾已转化为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾，我国经济已由高速增长阶段转向高质量发展阶段。这一重大判断，敏锐感知并及时回应了我国经济社会发展的重大变化，具有划时代意义，影响深远。顺应这种变化，最重要的就是要跳出传统观念、惯性
思维和路径依赖的束缚，主动转型，走高质量发展之路。否则，即便身处新时代，思想却停在过去，就很可能总在原来的套路上“打转转”。
进入新时代，践行新思想，顺应新形势，落实新要求，担当新使命，需要解放思想，自觉跳出思维定势和原有发展模式。改革开放以来，XX 连续多年保持高速增长，创造了区域快速发展的奇迹，但当经济发展到一定阶段后，一则体量大、基数大，二则资源环境等约束条件增加，若再一味追求高速增长，已经变得不太现实。理性的选择是走创新驱动之路，以科技创新和全要素生产率的提升实现高速增长向高质量发展的转变。然而，有的地方受“速度情结”影响，过度看重经济增速，片面追求高增长，甚至不惜为此牺牲环境和效率，其根本原因就在于思想解放不够、观念转变不到位，未能从“增速导向”转到“质量导向”。
