Stephen Glenn is a famous research scientist. When he was interviewed by a newspaperreporter who asked him why he was so much more creative than the average person, he respondedthat it all came from an experience with his mother that occurred when he was about two yearsold.He had been trying to remove a bottle of milk from the refrigerator when he lost his hold onthe bottle and it fell, spilling milk all over the kitchen floor. When his mother came into the kitchen, instead of shouting at him, giving him a lecture or punishing

him, she said, “What awonderful mess you have made! Well, the damage has already been done. You know, Stephen,whenever you make a mess like this, eventually you have to clean it up and bring everything to its

proper order.”So together they cleaned up the spilled milk. His mother then said, “What we havehere is a failed experiment in how to effectively carry a big milk bottle with two tiny hands. 现场现场记录仪设备使用管理制度(试行) 第一章总则 第一条为维护用电客户和用电检查人员的合法权益,加强执法监督,规现场现场记录仪设备使用和管理,XX供电公司营销部根据《电力法》、《电力供应与使用条例》、《供电营业规则》,以及《《省电力设施建设保护和供用电秩序维护条例》等规定,制定本制度。 第二条本规定所称现场记录仪设备,是指具有录像、照相、录音等功能,用于记录用电检查人员、装表接电、抄、催、收人员在工作过程中的便携式设备。 第三条用电检查人员、装表接电、抄、催、收人员日常工作中的标准装备进行配备。 第四条为用电检查人员、装表接电、抄、催、收人员配备的现场记录仪设备应当符合(GA/T947-2011)等行业标准,满足实际工作需要。 第五条营销部应加强对用电检查人员、装表接电、抄、催、收人员使用记录仪的培训和监督检查,严格声像资料管理,充分发挥记录仪固定证据的作用。 第六条现场记录仪设备规使用管理工作实行主要领导负责、各部门协作的工作制度。 各级营销业务主要分管领导作为现场记录仪设备管理使用第一责任人,负责本单位现场记录仪设备的使用、管理及监督工作。 营销部负责制定规使用管理现场记录仪设备的管理规定、考核办法、考评工作。 营销部负责现场记录仪设备的采购、配发、维修等,定期对各单位现场记录仪设备保管、使用情况进行检查,并做好现场记录仪设备的维护、更新。

各单位事故、秩序、车管、驾管业务部门负责指导督促业务岗位民警规使用现场记录仪设备。 第二章使用规 第七条用电检查人员执行查电工作时必须开启使用现场记录仪设备,有以下情形之一的,应当开启高清摄录模式。 (一)现场查处违约用电、窃电行为; (二)调查客户设备事故引起大围停电事件; (三)调查客户投诉关键过程; (四)需使用高清摄录模式进行现场记录的其它情形。 开工前开启现场记录仪设备,停工后关闭现场记录仪。 第八条以下工作、活动应当按照有关规定以其它方式进行录音录像。 (一)对视频记录有特殊要求的,在非紧急情形下进行的搜查、现场勘查、检查、辨认等工作、活动; (二)处置群体性事(案)件、非正常上访闹事事件。 第九条使用人员应当根据执工作、活动时间需要,及时检查现场记录仪设备的电池容量、存空间,校准日期和时间,保证设备正常使用。 第十条现场记录仪设备应当佩戴在使用人员左肩部或者左胸部等有利于取得最佳声像效果的位置;对需要重点摄录的容可以手持现场记录仪设备进行摄录。 第十一条现场取证重点应摄录以下容: (一)现场易灭失或事后难以调取的证据; (二)当事人、嫌疑人、证人的言行及面貌特征; (三)现场与当事人、证人的谈话容; (四)违约用电或窃电特征; —2 —

一种音视频记录回放系统设计

随着新时期作战形式的发展,海军对抗演习训练实战化的程度越来越高。为了检验对抗演习训练的效果及进一步优化对抗训练的方案,需要事后对战术战法研究、操作使用方法复查、干扰反干扰训练和战术性能跟踪验证进行分析。战后推演需要将战时所有的过程实时记录并逐次回放,音视频记录回放设备能够满足显示终端显示画面信号和音频信号的记录、存储、传输和回放问题,如实记录操作屏幕显示的所有内容,包括操作员的实时操作过程的画面,为改善对抗演习方案提供手段。传统的作战系统视频记录只是简单记录一下系统的报文数据,数据量较小,利用主板就可以完成报文的记录回放。随着系统对记录的要求越来越高,传统的报文记录方式不能满足目前的音视频记录需求,一些新的系统项目上开始对音视频记录提出需求。本文提出了一种通用音视频记录回放技术设计。1总体方案设计 系统总体结构如图1所示,视频解码模块负责将外部输入的16路电视视频、2路DVI 视频、2路VGA 视频进行解码,解码后视频送给FPGA 芯片进行预处理,将处理后的数据直接送给DSP 芯片的VP 口,进行数据压缩,压缩后数据通过SATA 控制器存储在板载的硬盘中,或者通过网络将压缩的数据发送出去;音视频回放时,通过SATA 控制器将硬盘中的数据读出,利用芯片的解压缩IP 核对音视频进行解码,解码后的数据恢复为2路DVI 视频信号和2路音频信号;外部主机可通过网络或者串口对音视频记录回放模块进行控制,也可以通过USB 接口或 者网口将板载的硬盘的数据导出,利用通用的音视频播放器进行播放。 2硬件设计 2.1硬件总体设计 音视频记录回放模块在硬件设计上采用“核心处理板+输入输出接口板”方式实现,核心处理板实现所有的视频处理功能,主要包括SoC 、NandFlash 、DDR 、PHY 以及电源等硬件资源,输入输出接口板实现音视频的输入、输出接口电路,并实现音视频输入输出通路的切换选择。 核心芯片采用TI 公司的DM8168芯片。TI Davinci SoC 内部集成一个1.2GHz Cortex -A8ARM 核与一个1GHz C674X DSP 内核,此外SoC 还集成有3个时钟高达600MHz 的视频协处理器硬核,能够完全满足高达4路的1080P@30fps 的高清视频编解码要求,同时提供充分的其它数据处理能力,能够完全满足同时实现2路音视频编码+2路音视频解码的任务的需要。 2.2DSP 处理模块设计 采用DM8168实现接入终端所有运算、控制及图像编解码功能;采用1GB@800MHz 的DDR3作为内部存储器,实现数据的缓存,并支持2GB 的内存扩展;采用1GB 16bits 的Nand?Flash 作为程序及数据存储器,用于存储系统程序、应用程序、配置数据;采用64G SATA 硬盘提供存储视频文件;提供1个100/1000MB 网络接口,用于实现控制或数据传输;通过Samtec 高速数据板级接口,实现2路数字视频输入,2路数字视频输以及相应数据或控制接口McBSP 、McASP 、I 2C 、SPI 、UART 、GPIO 、MDIO 、GMII 、USB 、GPMC 等与输入输出接口板连接;为了满足系统后期可能存在扩展的使用,Davinci SoC 提供的PCIe 、SATA 接口、USB 接口均引出备用;核心处理板还提供以太网口、RS232接口及JTAG 接口,以用于程序的烧录和软件调试。2.3接口设计2.3.1音频接口 模拟音视频接口电路选择TI 公司的TLV320AIC3104芯片实现,该芯片是一款集成模数转换(A /D )和数模转换(D /A )的 一种音视频记录回放系统设计 唐辉(江苏自动化研究所,江苏连云港222006) 窦 强(海军驻连云港七一六所军事代表室,江苏连云港222006) One Audio and Video Recording and Playback Technology 摘要:提出了一种基于光纤传输的通用音视频记录回放技术,详述了设计思想、工作原理、硬件架构、软件架构。并对达芬奇ARM 、DSP 、压缩核协同控制技术、多路音视频同步记录设计技术、均衡图像增强处理技术以及高速信号光纤传输等关键技术进行了研究,对于远距离的通用音视频记录回放提供了一种可以借鉴的方法。 关键词:协同控制;记录回放;同步记录 Abstract 押This paper shows a method of audio and video recording and playback technology熏and introduces the design ideas熏hardware architecture熏software architecture熏and detailed working principles.The key technologies such as Vinici ARM熏DSP熏compressed kernel cooperative control technology熏multi-channel audio and video synchronous recording technology熏im?age enhancement processing technology and high-speed signal optical transmission are studied in this paper. Well, that's what critics accuse the U.S. Department of Energy of: making the same mistakes over and over in a project that has already squandered billions of dollars in taxpayers' money. But the risk here is far greater than financial, since it involves highly toxic nuclear waste. At stake are millions of gallons of radioactive liquid waste left over from the making of nuclear bombs, including the one that was dropped on Nagasaki. This waste has been sitting in underground tanks in Hanford, Wash., ever since, while the government tries to figure out how to clean it up. As correspondent Lesley Stahl reports, the waste is so lethal that a small cup of it would kill everyone in a crowded restaurant, in minutes. 60 Minutes recently visited Hanford, where the witches' brew is being stored. Hanford, located along the Columbia River, is home to the most contaminated piece of real estate in the world outside of Russia. It is contaminated by waste left over from the production of nuclear weapons. There are 53 million gallons of highly radioactive liquid waste stored in underground tanks that are now so old they have leaked one million gallons of the stuff.
