浅谈乌鲁木齐市城市综合交通规划

摘要：随着我国城市经济建设的腾飞，城市综合交通的规划与建设也就成为摆在城市政

府面前的一个新课题。乌鲁木齐市在自治区政府的引领下正在着手编制《乌鲁木齐市综合交通运输体系规划》。文中介绍了乌鲁木齐市综合交通规划的主要内容，如综合交通发展目标、发展战略、道路体系、公共交通体系等。通过该文章，可了解乌鲁木齐市综合交通规划的主要内容以及自治区、乌鲁木齐两级党委和政府对乌鲁木齐城市综合交通规划的指导要求。

Abstract： With the take-off of China's urban economic development， planning and construction of the city's comprehensive transportation will become a new topic placed in front of the city government. Urumqi under the guidance of autonomous region governments is preparing Urumqi Comprehensive Transportation System Planning. This paper describes the main contents of Urumqi Comprehensive Transportation System Planning， such as integrated transport development objectives， development strategy， the road system， public transportation system and so on. Through this article， we can learn the main content of Urumqi City Comprehensive Transportation Planning， the guidance requirements of autonomous regions， Urumqi two-tier Party committees and governments for Urumqi city comprehensive transportation planning.

0 引言

乌鲁木齐市位于天山中段北麓、准噶尔盆地南缘，它是新疆维吾尔自治区的首府，是全疆政治、经济、文化、交通、信息的中心，南北疆交通的枢纽，也是第二座亚欧大陆桥中国西部的枢纽，我国西部对外开放的重要门户。

由于受自然地形所限，市区三面环山，使得本市建成区呈现南北狭长、东西狭窄的“T”形分布，城市南北之间有明显的“蜂腰”；道路网络布局不规则，道路面积率较低，整体通行能力差，尤其是国道216线与312线，由于穿越城市中心区，城市过境交通与货运交通混杂，使得国道市区内段的通行效率大大降低。公交场站、客运枢纽基础设施建设严重滞后，难以适应快速增长的城市客运需求。
