SIRE?program ? In 1993, OCIMF (The Oil Companies International Marine Forum) established vessel inspection report (SIRE / Ship Inspection?Report)?program ? An automated central computer system (“SIRE System”) was set up in OCIMF’s London offices to receive, store and distribute the Reports and any Operator Comments within?interested?parties,?mainly?charterers.

Case?1: Vessel?underwent?a?SIRE inspection and received 14 observations. As a result, the vessel was rejected by the Charterer for business. This resulted in a financial loss to the Company because of loss of Charter and payments of fuel costs to the amount of $3.5Mil. The Company also?lost?its?reputation?with?the?Charterer.

Case?2: Vessel?underwent?a?SIRE inspection and received 5 observations. As a result, the vessel was given a technical hold for 6 months. Technical hold prevents the vessel from being chartered, entering a terminal operated or carrying cargo of an Oil Major. The above case had a potential loss?to?the?company?of?$13.0Mil.
