公派访问学者申请流程详解，从准备到出境全方面规划
公派访问学者是指获得国家/单位/地区的资助，去往国外高等院校或领先科研机构，进行学术交流的高等人才。下文介绍的申请流程主要指申请国家留学基金委（CSC）公派项目的访问学者。
一、准备工作
咨询学校国际交流处或单位人事部，了解有哪些公派项目可以申请，如1月国家全额资助项目、青年骨干教师公派项目、地方合作项目等，详细了解以下内容：
（1）单位对申请者有无年龄、工作年限、职称的要求
（2）是否需要单位内部评选
部分单位需要先内部选拔，通过面试/邀请函/宣讲等形式，提前确定公派名额；
（3）向单位提交邀请函的时间
（4）是否对提供邀请函的院校、机构有排名要求
（5）提交正式申请材料的时间
二、联系邀请信（offer）
申请者通过个人、院校或其他途径联系海外导师，寻求合作，并获得符合要求的国外访问学者邀请函。
三、申报公派
根据单位要求，通过内部选拔（如需要），按照国家留学基金委要求，在CSC信息平台注册，提交材料。
四、通过审核，获得资助证明
确定公示名单，领取留学基金委资助证明文件。
五、后续流程
获得资助后，国内及国外的人事流程可以同步进行。
（一）国内公派人事流程
1、获得语言水平证明
根据公派要求，获得国家留学基金委认可的语言水平证明文件，如WSK成绩单/指定培训部语言培训班结业证书。
注意：
青年骨干教师公派项目需要申请前获得语言水平证明。
2、办理《同意办理派出手续的函》（如需要）
提交材料至CSC信息平台，联系国家留学基金委欧洲事务部/亚非事务部/美大事务部申请办理。
3、签约公证《资助出国留学协议书》
4、交存保证金
（二）国外人事流程
1、获得签证文件
通过导师联系国外院校人事部门，办理国外人事身份流程，获得签证文件，如美国DS2019表。
2、了解保险要求
部分学校/机构要求访问学者购买指定条件的保险，根据对方要求，选择合适的险种。
3、签证申请
各国签证要求不同，如美国签证需要预约面签，缴纳SEVIS费和签证费；加拿大需要体检。
六、通过CSC预定机票
七、领取机票、资助生活费和报道证
八、和导师沟通，确定接机住宿安排
九、出境、大使馆报道
根据规定，访问学者需要入境后十日内凭《报到证》及《国家留学基金资助出国留学资格证书》原件向我国驻留学所在国使（领）馆办理报到手续。
如果是单位或地方资助的公派项目，流程会相对简单。建议大家提前安排好自己的时间，避免因某些环节的延误造成无法按照派出时间及时出境，就此错失公派机会。
