PPP项目融资模式在我国的应用研究

摘要：针对PPP在我国发展中遇到的常见问题，结合相关案例中具体问题的研究，提出现阶段解决这些问题的对策。并做出适当的延伸，得出我国在应用PPP过程中所遇到问题的可行性措施。通过研究，不仅可以从理论上对PPP进行更加深入的探究，而且能够在实际应用中为促进我国PPP项目更好地发展提供参考。

Abstract： Aiming at the common problems of PPP encountered in the development of China，this paper puts forward the countermeasures to solve these problems in the light of the research on the specific problems in the related cases， and makes the appropriate extension， at last comes to the feasibility measures in application process of PPP in China. Through the study， it not only can make more in-depth study on PPP In theory， but also can provide a better reference for the better development of PPP project in China in practical applications.

0 引言

2014年国家财政部和发改委分别出台了《政府和社会资本合作模式操作指南（试行）》

和《关于开展政府和社会资本合作的指导意见》等相关政策性文件，鼓励社会资本加入公共项目建设的队伍。2015年成为“PPP元年”，各大领域对PPP研究的热度空前加大，PPP全国总投资已达3.4万亿。而2016年作为PPP发展的黄金期，则成为了“PPP签约年”。

但是，在PPP发展的同时，也应该注意到，我国在政治、经济、法律、管理等方面存在着诸多的问题。

1 我国发展PPP存在的问题

1.1 法律法规、政策的不完善

在法律法规不完善的情况下，参与PPP项目的社会资本得不到法律的有效约束，社会资本就容易在项目设计、融资、运营、管理和维护等各阶段产生问题，发生公共产权纠纷。同时，利润是社会资本在PPP项目中追求的根本目标，但在我国大力鼓励建设养老、医疗等社会公益
