Q1.关于交保证金的问题。据说现在申请的国家被分为两类，一类是发达国家要交4万，另一类不发达国家要交2万，这个费用对于学生来说负担挺重，可否减免保证金。 A：缴纳4万元或2万元的保证金不是指接受的国家不同而缴纳的不同，而是指国内申请的不同地区缴纳的保证金不同，比如北京地区，西部地区。当然对于申请国别不一样缴纳的保证金也有不一样。对于学生申请，保证金是减半的。例如北京的学生去美国，本应缴纳4万元保证金，但对于在校学生，由于没有工作没有经济来源，则只用缴纳2万。同样，本应缴纳2万元保证金的，在校生只用缴纳1万元。对于收取在校生保证金的情况，国家留学基金委以人为本，是充分考虑到这种特殊情况，为在校生做出的特殊规定。 Q2.国家公派留学人员的补助是多少？国家留学基金委提供的生活费是否足够学生在国外的生活？ A：奖学金或生活费的发放是由使（领）馆按照国家公派留学标准按季度发放。公派留学人员必须在到达对方国家后10日内到使（领）馆报到，留下联系方式、银行帐号等。使（领）馆会按季度将奖学金或生活费打到学生提供的帐号上。但前提要求是一定要在国外认真学习，不能参与其他例如经商之类的活动，如果被发现有诸如此类的活动则奖学金或生活费将停止发放。国家留学基金委提供的生活费百分之百满足学生的基本生活需求。 Q3.国家基金委网站上说这次派出时间是9月份，但如果邀请函要求是7月入学，学生必须要等到9月份走吗？ A：这不是硬性规定，若办理7月份的签证来得及，则可以在被批准派出后按照对方学校要求入学。并且派出资格会保留到12月底。 Q4.现在国外有很多著名的研究机构，这些研究机构是否包含在这次的项目内？如果与这类研究机构联系成功，是否也可以申请这次的国家公派项目？ A：可以申请。只要是攻读学位，对方研究机构可以授予学位则可以申请本次的公派项目。 Q5.这次公派项目是否可以带配偶？若带配偶那资助的费用是不是要比一个人多？ A：可以带配偶，但是配偶的手续要按照国家因私出境的规定来办理。此次公派出国项目只资助国家公派留学人员，配偶费用自理。 Q6.办理护照、签证是国家留学基金委代办还是自己办理？是因公护照还是因私护照？ A：办理因私护照。国家留学基金委可以发放108表，这是基金委专门为国家单位公派出国准备的。但有的地方不需要提交这个表，只需要提交户口本。具体要按照公安部门的要求来办理。签证是看对方国家要求如何办理，例如美国是要求本人在驻华使馆登记面签，而英国等有些国家可以找机构来代办，只要提供本人的签证材料我们教育部留学服务中心就可以帮助同学代办英国签证，机票也可以帮助代买。 Q7. 现在是在读硕士，现已获得我校的硕博连读资格，在本校应该是今年9月入学读博士，但现在还不是博士，已经获得加拿大大学的邀请信，能否在9月份已经入学读博时派出进行联合培养？
