浅谈高速公路运营管理

摘要：随着我国经济快速的发展，政府对大型基础设施的投入力度加大，国内的高速公路事业得到了快速的发展，总体呈现了一个持续、良好、协调的发展态势。但是与国外交通发达国家相比，国内高速公路的建设成本普遍较高，投资收益周期长等种种原因为高速公路管理带来难度。结合国内高速公路运营管理模式，根据目前高等级公路的特点及规律加强管理也是高速公路发展迫在眉睫的课题。有效的加强高速公路运营管理，解决高速公路管理中存在的问题，可以加快地区经济的发展，促进GDP的增长，促使高速公路管理规范化、科学化，发挥高速公路经济和社会的最大效用，为高速公路管理改革提供有价值的参考。本文首先指出当前国内高速公路运营管理普遍存在的问题，并对其中造成的相关原因进行深入的分析。接着在前面的总结分析的基础上，对原有的高速公路运行管理体制进行调整，提出新的模式，通过一系列具体的措施来推动国内高速公路运营管理水平的提高。

Abstract: Along with our country economy fast development, the government enlarges to the large-scale infrastructure's investment dynamics, the domestic highway enterprise obtained the fast development, the overall has presented one continually, good, the coordinated development momentum. But compares with the overseas transportation developed country, the domestic highway's construction cost is generally high, the investment yield cycle long and so on all sorts of reasons bring the difficulty for the highway management. Unifies the domestic highway operation management pattern, strengthens the management according to the present first-class highway's characteristic and the rule is also the highway develops the imminent topic. Effective strengthens the highway operation management, the question which in the solution highway management exists, may speed up the local economy the development, promotes the GDP growth, urges the highway management standardization, the scientific style, the display highway economy and society's biggest effectiveness, provides the valuable reference for the highway management reform. This article first pointed out that current domestic highway operation management universal existence question, and to creates the related reason carries on the thorough analysis. Then in the front summary analysis's foundation, makes the adjustment to the original highway operational guidance system, proposed that the new pattern, impels the domestic highway operation management level through a series of concrete measures the enhancement.

一、绪论

1.1研究背景及意义

1.1.1论文研究的背景

上个世界30年代，西方国家首先开始建设高速公路主要是为了给汽车交通提供一个较为便捷的基础设施，经过近一个世纪的发展，目前世界许多国家都拥有高速公路，总长度已经超过了20万公里，特别是美国、日本、德国等老牌发达国家已经建立起来了为本国经济和社会发展服务的高速公路网。如今，高速公路不仅仅是一个国家现代化交通运输的标志，更是一个国家现代化的体现。高速公路的“快速、经济、安全、舒适”的特点从开始就深刻的影响着它服务的每一个人和每一寸土地，在当今的社会，已经与大家的日常生活有紧密的联系。

我国的高速公路从1988年开始起步，通过几十年的发展，现在国内高速公路的总里程已经达到了3.4万公里，已经基本形成了网络化，高速化的局面。但随高速公路的发展，相对应的管理却呈现复杂的局面，这主要有两方面的影响：旧的管理模式和思维方法在人的脑海里已经有深深的烙印，但是这已经不适合当前的实际情况；另一方面，社会经济快速发展，由于各地方不同的政策制度，各种融资方式的不同对高速公路的管理要采取不同的经营管理体制。目前随着经济快速的发展、社会不断的进步，就要求交通要进一步提升自己的基础作用，对提高交通业的综合能力有了更高、更全面的要求。面对如今科技的快速发展，国内外先进的管理经验，之前的高速公路管理做法也要随之时代的发展、社会的需求要不断的自我完善，自我调整。因此我们在分析我国国内高速公路存在问题后，运用科学管理，变革出一套更加适合高速公路运营管理的体制，使得管理机构可以更加的科学合理，高效经济，实现高速公路经济和社会的最大效用，为高速公路管理改革提供有价值的参考。

近些年来，我国高速公路等基础设施的建设已经得到了长足的发展。但是结合国外发达国家的案例，我们需要分析高速公路对社会、经济发展的适应性，全面的挖掘我国高速公路的价值和功能，提出一个适合的管理体制，使得高速公路更好的为国民经济发展服务。我国是个资源大国，但是国内资源分布严重不均，
