Global wages, profits, prices and interest rates are increasingly being influenced by events in China

2 China, along with the other emerging giants, India, Brazil and the former Soviet Union, has effectively doubled the global labour force, hugely boosting the world's potential output and hence its future prosperity. China's growth rate is not exceptional compared with previous or current emerging economies in Asia, but China is having a more dramatic effect on the world economy because of two factors: not only does it have a huge, cheap workforce, but its economy is also unusually open to trade. As a result, China's development is not just a powerful driver of global growth; its impact on other economies is also far more pervasive

3 Beijing's new influence was clear from the shockwaves in global currency, bond and commodity markets last week after it announced that the yuan will no longer be

pegged to the dollar. Until a couple of years ago nobody cared much that the Chinese yuan was pegged to the dollar. Recently, though, this link has become one of the hottest issues in international politics, widely blamed in America for its huge trade deficit.

4 Last week's 2.1% revaluation of the yuan is trivial and unlikely to dent America's trade deficit.More important is the breaking of the yuan's formal link to the dollar and the shift to a so-called “managed float” against a basket of currencies. In theory, this allows considerable scope for a further rise in the yuan against the dollar, though it is unclear by how much the Chinese authorities will allow the yuan to climb.

5 Even if last week's adjustment was timid, it could mark an important turning point. It is certainly a step in the right direction for China itself, as greater currency flexibility will give it more room to use monetary policy to steer the economy. More interesting are the implications for the world economy. This might be the beginning of the end of what has been dubbed a revived Bretton Woods system of fixed exchange rates between China (and other Asian economies) and America.

6 Under this arrangement, China has provided cheap finance to America's consumers

and its government by buying Treasury bonds. If the switch to a currency basket causes China to reduce its new purchases of dollar assets, then American bond yields could rise. America's China bashers, who demand a further revaluation of 25% or more, should therefore be careful. Such a large-scale revaluation would surely push bond yields higher and badly hurt America's economy. Indeed, if the yuan's adjustment has any real impact on America's trade deficit, it will not be through the revaluation itself, but because higher bond yields squeeze domestic demand.

7 America's trade deficit is due mainly to excessive spending and inadequate saving, not to unfair Chinese competition. If China has contributed to America's deficit it is not through its undervalued exchange rate, but by holding down bond yields and so fuelling excessive household borrowing and spending. From this point of view, global monetary policy is now made in Beijing, not Washington.

8 The popular focus on the yuan, America's trade deficit and jobs as China's main impact on the rest of the world misses the point. China's growing influence stretches much deeper than its exports of cheap goods: it is revolutionising the relative prices of labour, capital, goods and assets in a way that has never happened so quickly before.

A recognition of China's profound and widespread impact on the world economy explains various current economic puzzles.

9 Take, for instance, the oil price. Since the beginning of last year, oil prices have doubled, yet in contrast to previous oil shocks, inflation rates remain low and global growth robust. The answer to this riddle is China. To the extent that oil prices are driven up by strong Chinese demand rather than, as in the past, an interruption of supply, they are less likely to hurt global growth. And the impact of higher oil prices on inflation has been offset by falling prices of all sorts of goods from cameras and computers to microwaves and bicycles—thanks to China. In addition, competition from China and the threat that firms in developed countries might shift offshore also helps to keep a lid on wages and hence inflation.

10 Another oddity is that, while the prices of most goods are falling, house prices are soaring in many countries. Again, enter the dragon. Cheaper goods from China have made it easier for central banks to achieve their inflation goals without needing to push real interest rates sharply higher. This has encouraged a borrowing binge. The resulting excess liquidity has flowed into the prices of assets, such as homes, rather

than into traditional inflation. And, last but not least, there is the conundrum which has puzzled Alan Greenspan, head of America's central bank: why are American bond yields so low despite robust growth and hefty government borrowing? Part of the answer lies, once again, with China, which has bought large quantities of Treasury bonds to hold down its currency.

11 Over the coming years, developed countries' inflation and interest rates, wages, profits, oil and even house prices could increasingly be “made in China”. How should the world's policymakers respond to China's growing economic clout? Trying to halt China's growth through protectionist measures, as many American congressmen would like to do, would be a disaster, for it would close off a powerful source of future global prosperity.

12 A better way to deal with China's growing power would be to give the country a bigger stake in global economic stability. China should be a full member of international economic policy forums, such as the G7 and the OECD. Western policymakers would be wise to remember another Chinese proverb: “What you cannot avoid, welcome.”

【Lesson 1 Good News about Racial Progress The remaining divisions in American society should not blind us to a half-century of dramatic change By Abigail and Stephan Thernstrom In the Perrywood community of Upper Marlboro, Md.1, near Washington, D.C., homes cost between $160,000 and $400,000. The lawns are green and the amenities appealing—including a basketball court. Low-income teen-agers from Washington started coming there. The teens were black, and they were not welcomed. The homeowners? association hired off-duty police as security, and they would ask the ballplayers whether they “belonged” in the area. The association? s newsletter noted the “eyesore” at the basketball court. But the story has a surprising twist: many of the homeowners were black t oo. “We started having problems with the young men, and unfortunately they are our people,” one resident told a re porter from the Washington Post. “But what can you do?” The homeowners didn?t care about the race of the basketball players. They were outsiders—in truders. As another resident remarked, “People who don?t live here might not care about things the way we do. Seeing all the new houses going up, someone might be tempted.” It?s a t elling story. Lots of Americans think that almost all blacks live in inner cities. Not true. Today many blacks own homes in suburban neighborhoods—not just around Washington, but outside Atlanta, Denver and other cities as well. That?s not the only common misconception Americans have ab out race. For some of the misinformation, the media are to blame. A reporter in The Wall Street Journal, for instance, writes that the economic gap between whites and blacks has widened. He offers no evidence. The picture drawn of racial relations is even bleaker. In one poll, for instance, 85 percent of blacks, but only 34 percent of whites, agreed with the verdict in the O.J. Simpson murder trial. That racially divided response made headline news. Blacks and whites, media accounts would have us believe, are still separate and hostile. Division is a constant theme, racism another. To be sure, racism has not disappeared, and race relations could —and probably will —improve. But the serious inequality that remains is less a function of racism than of the racial gap in levels of educational attainment, single parenthood and crime. The bad news has been exaggerated, and the good news neglected. Consider these three trends: A black middle class has arrived. Andrew Young recalls the day he was mistaken for a valet at the Waldorf-Astoria Hotel in New York City. 06级英语专业《最新英美报刊选读》课程提纲 [日期:2008-02-28] 来源:作者:王法昌[字体:大中小] 一、课程目标: 根据教育部最新颁布的《大学英语课程教学要求(试行)》对高等学校非英语专 业本科毕业生的阅读能力所提出的三个层次的要求,本课程目标为:经过本课程的学 习,使学生符合其中的较高要求和更能高要求,即学生在阅读理解能力上要能基本读 懂英语国家大众性报纸杂志的一般性题材的文章,阅读速度为每分钟70个词。 二、教学内容: 本课程使用的教材是由中国人民大学出版社出版的《最新英美报刊选读》。根据高职的学制,学生在第三个学期内学完本册,主要教学内容如下: 1、课堂教学内容:本教材按文章内容分为12个单元,共计48篇,文章字数大都在600-900字以内。各单元内容分别为:焦点透视、社会人生、文教医疗、财政经济、政治体制、科技军事、世界报道、观念信仰、家庭生活、艺术青春、环境保护、体育运动。每篇文章包括导读、正文、生词、难点注释、背景知识、新闻知识、阅读理解及热点思考八部分。导读部分言简意赅,易于引起读者的兴趣和共鸣;生词表列出了文中四级后的词汇(即《大学英语课程教学要求(试行)》中较高要求和更高要求的词汇),同时注有词性和音标,并有双语解释,便于学生自学;难点注释内容翔实丰富,既能提高语言能力,又能拓宽阅读视野;背景知识用汉语介绍了文章相关历史事件和社会热点问题,便于理解和掌握文章的内容;新闻知识介绍了英美报刊的语言特点和新闻常识;阅读理解题和热点讨论题有利于帮助读者提高理解能力和思辨能力。 在授课过程中,教师可适当增加中国报刊、英美文学、西方风俗文化、日常交际用语等的知识,以扩大学习者知识面、开阔其视野,加深其对外部世界的了解,从而借鉴和吸收外国文化精华,提高其文化素养。 2、实践内容:定期收听英语发射台广播的英语节目,并于每学期举行一次阅读测试、两次听力测试,同时筛选、指导学生参加口语演讲竞赛、英语戏剧俱乐部、英语戏剧表演等。 3、教学重点:前期侧重听力训练、英语会话、语法、词汇等;后期重点 在修辞、翻译、写作、练习题等方面;听、说、读、写、译贯穿始终。 三、课程教材:

Lesson Nine. Iraq: Who won the war? Not the 90,000 Iraqi civilians or the 4,200 US and UK troops killed since 2003. The big winners are the money men who have made billions. Raymond Whitaker and Stephen Foley report 1.Five years ago today, Britain stood on the brink of war. On 16 March 2003, United Nations weapons inspec-tors were advised to leave Iraq within 48 hours, and the "shock and awe" bombing campaign began less than 100 hours later, on 20 March. The moment the neocons around President George Bush had worked so long for, aided by the moral fervour of Tony Blair, was about to arrive. 2."I believe demolishing Hussein's military power and liberating Iraq would be a cakewalk," Kenneth Adelman, a leading neocon, had said a few weeks before, and so it proved. Within barely a month, Saddam's bronze statue in Baghdad's Firdaus Square was scrap metal. But every other prediction by the Bush administration's hawks proved wrong. 3.No weapons of mass destruction –Britain's key justification for war –have been found. The Pentagon acknowledged last week that a review of more than 600,000 captured Iraqi documents showed "no evidence that Saddam Hussein's regime had any operational links with Osama bin Laden's al-Qa'ida terrorist network". 4.In 2008, there are still more American troops in Iraq than during the invasion, with no exit yet in sight. Britain's Ministry of Defence has just admitted that it has been unable to withdraw as many British troops as it planned – there are 4,000 still based just outside Basra, instead of the projected 2,500. So far 3,987 American soldiers and 197 British troops have died in Iraq. 5.So, five years on, who can be said to have won the war? Certainly not Iraqi civilians, at least 90,000 of whom have died violently since 2003, at the most conservative estimate. Other studies have multiplied that figure by five or six. Two million Iraqis have fled the country, and at least as many again are internally displaced. Baghdad households suffered power cuts of up to eight hours a day in Saddam's time; now they can expect less than eight hours of electricity a day on average. The US troop "surge" has cut the number of murders, but there are still 26 a day in the capital. The list goes on. 6.Nor have the eager promotors of the war, such as Mr Adelman, fared well. (By October 2006 he was admitting: "We're losing in Iraq.") The most arrogant of them all, Donald Rumsfeld, the ex-secretary of defence, was reluctantly dropped by Mr Bush in his second term. His former deputy, Paul Wolfowitz, who famously said that WMD had been used as the excuse for war because it was the only topic Washington's bureaucracy could agree on, was forced to resign as president of the World Bank after arranging a pay rise for his girlfriend. By Joan Smith A friend who happens to be both American and a superb cook-his poulet de Bresse en deuil is one of the most memorable dishes I have tasted--called me a couple of days ago,enthusing about a lecture he had just at ended.The thesis,he said,was that the human body has changed irrevocably over the last quarter of a century and that the physical environment—chairs,beds, airline seats-will gradually adapt to accommodate the new shape.It is,of course,in the US, where my friend no longer lives,that this evolutionary experiment is most advanced;for years now, millions of people have been gorging themselves on vast helpings of fast food, with the consequence that about 60 percent of the population is overweight. According to Greg Critser, author of Fat Land:How Americans Became the Fattest People in the Word, none of this has happened by accident. Critser argues that the challenge to the US food industry in the 1970s was that the population was growing more slowly than the food supply, so people had to be persuaded to change their eating habits. Fast food, invented after the Second World War as an affordable way of getting families to eat together, became a means of selling surplus fat and sugar to the far-from-unwilling masses. This is a social revolution on a grand scale as scarcity, with which most human beings have had to struggle throughout history, has given way to an apparently permanent state of plenty. It may also help to explain why the magician David Blaine, suspended without food in a Perspex box beside Tower Bridge,has such a grip on people's imaginations.In an astonishingly short period of time, starvation has metamorphosed from a threat to a spectacle, and families are turning out en mass eat weekends to see how his hunger strike is going. For the fifth of the British population who are obese, and unused to doing without food for more than a few hours, the notion of someone giving it up for 44 days is unthinkable, some normal-size people have turned up to mock, throwing egg, cooking food and even trying to cut off the water supply to the hung American. Perhaps this is the point, that there are so few starving Americans in the world, which makes his self-imposed ordeal appear ludicrously self-indulgent. Yet it is possible to take Critser’s argument a stage further and suggest that millions of Americans are trapped between two industries, fast food and slimming, which enjoy a cosily symbiotic relationship. Research by a fast-food chain showed that what customers cared about was neither taster nor quality but portion size; what they have come to expect from food, and what their neighbours are beginning to want as well-obesity has increased by 158 per cent in Mexico in a decade, since fast food outlets began to replace the traditional diet-is a feeling of being stuffed to the gills. Cooking has become a spectator sport, something to watch famous people do on telly, as the populations of affluent countries rely increasingly on supermarket meals and takeaways. For many people, eating has become an addiction rather than a pleasure, and going on a diet merely replaces on morbid habit with another.
