少数民族大学生优惠政策实施效果分析及完善对策研究

摘要随着时代进展，高校内少数民族学生优惠政策实施和传播的环境都产生了变化，由此也引发了新的问题和讨论。本文试图从传播学视角来切入这一议题，以杭州三大高教园区的学校为例，探讨政策传播过程中难以预测的、与政策设计之初的意图有所偏差甚至完全相背离的反馈与结果，并依据现实中确实存在的不足和问题，对优惠政策的进一步完善提出一定的建设性意见。

Abstract With the development of the times， the environment for the implementation and dissemination of preferential policies for minority students in Colleges and universities has changed，which has led to new problems and discussion. This paper attempts to communication from the perspective of the issue， in Hangzhou， the three major Higher Education Park school， for example， explore the policy communication process is difficult to predict， design and policy at the beginning of the intention to some extent deviation even completely contrary to the feedback and results， and basis in reality does exist in the shortcomings and problems， puts forward some constructive suggestions for the further perfection of preferential policies.

1 高校少数民族优惠政策的实施现状

在宪法、民族区域自治法、义务教育法中，都明确规定支持和帮助少数民族发展教育；在中央和地方各级政府教育行政部门中专门设立民族教育行政管理机构，负责贯彻执行国家的民族教育方针政策，研究处理特殊问题。本文将侧重阐述与少数民族高校教育、少数民族高校生活相关的优惠政策。

1.1 高考加分

《民族区域自治法》第七十一条中规定：“高等学校和中等专业学校招收新生的时候，对少数民族考生适当放宽录取标准和条件，对人口特少的少数民族考生给予特殊照顾。各级人民政府和学校应当采取多种措施帮助家庭经济困难的少数民族学生完成学业。”
