0--Applicable- working time less than 3 month, have little opportunity to observe the performance不适用-当年工作未满3个月,未有许多机会观察到绩效。
1-- shows no effective behavior on the defined level 未有达到标准的有效行为
2-- inconsistent behavior 不一致的行为
3-- is very close to meet the defined level 离达到标准较接近
4-- meets the defined level 达到标准
5-- behavior exceeds the defined level 行为超过标准水平
