State officials and general public have been for years pondering the pros and cons of relying solely on the government for the funding of medical care and education without reaching any definite conclusion. As far as I'm concerned, we should contrive to achieve an appropriate balance of government and personal funding for medical care and education.

First of all, funding of medical care solely by the government can lead to adverse consequences. The advent of the aging society has been accompanied by an increasing demand for medical care. Apparently the government alone can shoulder the onerous financial burden imposed by the medical care of the elderly. As a matter of fact, the balance of cost sharing will inevitably shift dramatically toward the young tax payers, as the government will definitely resort to tax revenue. The sole funding system of the government thus translates into more taxes paid to the government.

Second, the cost of education should be balanced between the individual and the government, as education drives out progress toward a better life both personally and collectively. One of the most important outcomes of education is learning how to learn continuously. Well-educated individuals are not only prepared for well-paying jobs, but they are also able to cope with changes. When a country undergoes change and growth, it relies on its people to adapt and prepare themselves for new opportunities. Every country thus counts on the existence of a pool of civilized citizens to lead the social and economic development. Without a large number of well-educated people in a country, the collective capacity to grow would be severely diminished.

To sum up, the cost of medical care and education should be distributed between the government and the citizens. What is of ultimate importance is that the government make this decision thoughtfully and ensure that the proportion is appropriate.

The discussion about whether English becoming a global language has brought us more benefits than risks is a very controversial one. People can hardly reach a consensus on this issue. Before presenting my view, I would like to explore both sides of the argument.

It is very clear that English as a global language has brought us enormous benefits in all aspects of society, which has greatly promoted our economic development. To begin with,as a tool of cross-cultural communication, English promotes mutual understanding and friendship,removing prejudice and h123lity. It is no exaggeration to say that English helps maintain the world peace. Moreover, English offers us a good opportunity to learn from developed countries. For instance, China, a developing country, is in great need of advanced knowledge and technology. English as a global language removes the language barriers for us, so that we can introduce foreign experts to our country more conveniently

However, it can not be denied that English also exerts a negative influence on our

human civilization. Since English becomes a dominant language, a large number of indigenous languages are on the verge of extinction, which poses potential risks to the cultural diversity. Just imagine, if everyone in the world looks the same, speaks the same, and thinks the same, our world will become a homogenous one. How terrible it is! It is widely accepted that language is the vehicle of culture, so killing language equals killing culture. Obviously, English like anything else, has more than one face. Its advantages should never keep us from their drawbacks. From my perspective, English and other languages can go side by side with each other, each shinning more brilliantly in the other’s company.

Putting criminals into prisons is not an effective way to deal with them. Instead, education and job training should be offered. To what extent do you agree or disagree?

How to handle criminals is a problem that all countries and societies face. Traditionally, the approach has been to punish them by placing them in prisons to pay for what they have done. Some, however, advocate for trying to make them better with training and education and it seems they may have a good point.

First of all, consider all the money that we have to spend to lock people up in jail. It doesn’t seem like a good use of public money if the people don’t actually get any better. Because most criminals eventually are let out of prison, our focus should be on making them better citizens.

In fact, the reason why many people end up in jail in the first place is because they didn’t have a good education or happy family. So if they can learn job skills they perhaps can find work and feel they can contribute in a positive way. If they do this, they won’t need crime. Surly everyone deserves a second chance.

Of course this does not mean that we should be too lenient on criminals. Those who commit crime should still be punished, but during their punishment they should also be treated. If we make an investment in them and show compassion, most will be able to make a new start.

To summarize, we must make more of an effort to go to the root of the problem. We need to treat criminals as patients and give them the medicine they need: education and training. By giving people the skills for a second chance we can make our society safer and healthier.

Some people think that the traffic and environmental problems in cities can be solved by moving the factories and businesses in cities to

the rural area. Do you agree or disagree with this thought?

Such operation will considerably close the gap between urban areas and regional areas and make the whole society more stable and harmonious. The more industries and businesses are encouraged to build in regional areas, the more job opportunities are available for local residents, and the much revenue local places will enjoy. Therefore, the economy of such places will be improved considerably and the distance between big cities and regional areas can be narrowed greatly. In this case, stability, harmony and peace of the whole society will be hopefully fostered.

This development may be a possible solution for some serious problems in large cities. For instance, since a considerable number of factories set up in regional areas, the traffic jam during rush hours in large cities may be improved enormously. Meanwhile, it also gives incentives to the development of transportation system in regional areas, because an increasing number of buses and cars will be used to distribute goods and people. Besides, it can release much free space to relieve the housing problem in cities. B3: despite all upsides brought by this operation, we should never afford to turn a blind eye to the downsides of it. For example, such industries and businesses may face the shortage of talents because many outstanding people may be unwilling to work in regional areas.
