英语课程目标首先指出：“通过英语学习使学生形成初步的综合语言运用能力，促进心智发展，提高综合人文素养”。对总目标核心的描述突出体现了素质教育的理念，展现了课程对学生发展的意义；同时也凸显了课程的工具性与人文性的高度统一。《英语课程标准（2011年版）》指出：“综合语言运用能力的形成建立在语言技能、语言知识、情感态度、学习策略和文化意识等方面整体发展基础之上。”
在教材难度阶梯中，对于一年级听、说、读、写、做的要求分别为：
听：听懂一个读出的单词或短句中的关键词（两册共12个活动）；说：完全模仿对话，仅替换姓名或称谓；读：认读字母与一些名词；写：描摹字母；做：唱儿歌、做游戏。
