美国中小学校的严格校规（主题班会参考资料）印象中美国的学校会很乱，美国的学生想干什么就干什么，享受自由，人权嘛。
在美国的中国人都知道美国的学校，教室很漂亮，很温馨，老师很温和，满面笑容。
我的第一印象亦如此，第一次送儿子去上学，我整个就是个刘姥姥进大观园，眼睛都来不及看，不奇怪呀，我可是从未见过这么漂亮的学校。
可正式上班工作一星期下来我告诉自己，哼，这美国学校简直就是个美丽的监狱：那么小的孩子，整天不许跑，不许高声说话，不许随便出教室，连吃饭也不许说话，走哪儿都得排着队慢慢走，不管老师说什么，必须回答：“Ye s，ma’am/sir.”或“No，ma’am/sir.”我脑子里那时还是满是中国学校的样子，我们中国的学生多自由啊：一下课就可以像箭似的冲出教室，或者在教室里喧哗搞闹说笑，多开心呀.我们对美国教育误会最深的就是认为美国学校对学生放任自流，美国学生在课堂上想干什么就干什么了。
其实仔细想一想：美国是个自由民主的社会，但更是个法律健全的社会，守法讲秩序是美国公民的特点，没有从小严格的家庭教育，学校行为规范的培养，怎么会有讲礼貌，守纪律的公民群体呢？在日常生活中很少看到在公共场所大声喧哗自顾自的美国人，他们也不会用苛刻的言辞尖刻地讽刺挖苦，以显示自己的聪明智慧，因为那被认作为粗鲁不礼貌行为。
我有时甚至觉得除了在运动场合，美国人都不会快跑，这可全是从小给训练成的。
美国学校对学生的严格管理首先源于他们认为保证学生的安全是学校的第一任务（First priority）的理念，老师必须始终跟学生在一起，学生始终在老师的监控保护之下。
小学生课间换班都有老师护送至教室门口，（尽管小学所有的教室都在同一个封闭的建筑物里）吃饭有老师护送至食堂，有专人“监视”学生领饭，吃饭，饭间不许说话，不许乱丢食物，吃完自己收拾盘子，扔进垃圾桶，吃饭只有半小时到四十五分钟，包括排队拿饭，到时不管是否吃完，必须收拾排队回教室。
老师除了吃饭时间和备课时间（一小时到一个半小时左右）都跟学生在一起，有时要去上厕所还得托隔壁教室老师关照一会儿。

新版守则语言平实，贴近时代，进步不小。
难能可贵的是，该守则的发布事先公示，征求公众意见，甚至有意见表。
能否采用优质意见我不敢说，至少在姿态上，这样的做法也颇值得赞赏。
在各方赞扬的同时，也有朋友问我美国的“中小学生守则”是什么情形？就我所知，美国并无国家统一的中小学生行为守则。
很多地方，学校对于学生的期望，写在学区或者学校的《学生手册》里。
一个城市可能有几个学区，也就是说，同一个城市的孩子可能会有不同的“行为守则”。
这些行为守则雷同处颇多，但是有一些也因地制宜，照顾到地方特色。
具体到“行为守则”，我拿出孩子的《学生手册》一看，发现很简短，半页不到，内容包括：对人礼貌，哪怕他人行为不礼貌（Demonstrate courtesy， even when others do not.）行为负责，严于律己（Behave in a responsible manner， always exercising selfdiscipline.）按规定参与所有的课程，上下课准时（Attend all classes， regularly and on time.）为每门课做好准备，上课时带好相关材料和作业（Prepare for each class； take appropriate materials and assignments to class.）遵守学区和学校的仪容和着装规定（Meet district and campus standards of grooming and dress.）遵守学校和班级所有规定（Obey all campus and classroom rules.）尊重其他同学、老师、其他学区工作人员和义工的权利与待遇（Respect the rights and privileges of students， teachers， and other district staff and volunteers.）尊重他人财物（包括学区财产和设施）（Respect the property of others， including district property and facilities.）配合、协助学校员工，维持安全、秩序、纪律（Cooperate with and assist the school staff in maintaining safety， order， and discipline.）遵守学生行为规定里的各项要求（Adhere to the requirements of the Student Code of Conduct.）我正准备把“attend all classes，regularly and on time”说成“准时上课，不许迟到早退”，但我发现，这些守则有一个共同特征，是没有任何“你不许”做什么的负面说法。

守则对中小学生而言，从某种意义上来说，可以说是“法规”，这是要求必须遵守的。
不管你是阿猫阿狗，阿龙阿蛇，阿猪阿羊，阿驴阿骡……最终能够制约人类行为、以便做到共存共荣的，只能靠对共同商讨认定的规则的信守，不然的话，结果只能是谁拳头大谁说了算，“枪杆子里面出政权”式的血腥冲突、搏杀、轮回了。如果这样子，世界永无宁日，人类永不安生。

即便是出台了的法律法规条文，内中也蕴藏着很大的伸缩性，这类似软件程序中的后门和漏洞，权力拥有者们随时可以悄然进入，利用程序的本身，为自己牟取利益和好处。
不具备操作性或者说操作性很差、很难的法规与守则，那不叫“法规”和“守则”，而是叫“羊头”或“幌子”。
