答:叙利亚化武危机是指2013年9、10月份爆出的在叙利亚内战中政府军使用化学武器而引发的危机。

叙利亚由于经济问题导致反对派发生暴乱,要求实现政治民主化,要求巴沙尔下台,危机一直持续并在2013年愈演愈烈,成为各大国关注的重大问题。

目前,叙利亚化武的交接及销毁正在进行,此举避免了危机的扩大化,用和平谈判的方式解决了叙利亚化学武器问题,为解决其他类似国际问题提供了良好的示范作用。

2.安倍“积极和平主义”

答:安倍“积极和平主义”是指日本首相安倍晋三于2013年再次上台后提出的日本要维护积极的和平的理论,其实质是为修改和平宪法。

安倍晋三自去年重任首相后将日本政治右倾化继续“发扬”,不断做出耸人听闻的事情。日本国内政治整体右倾趋势增强,官员参拜靖国神社、麻生太郎多次发表不当言论、钓鱼岛“国有化”愈演愈烈,这些都对中日关系以及周边局势造成很大影响。在此背景下,安倍又抛出所谓“侵略未定论”及“积极和平主义”等论调。

答:美欧“跨大西洋贸易与投资伙伴关系协定”(TTIP)是指2013年6月美欧双万商定的建立新的贸易体制的想法,计划在2014年前完成初期的谈判。

2008年经济危机之后,美欧等传统大国经济受到巨大影响,发展停滞,而欧洲则更因为债务危机使欧盟内部经济活力下降。美欧为了发展经济,走出困境,遂采取“抱团取暖”的方式建立新贸易体制,恢复经济;其次,由于新兴国家经济体的群体性崛起,美欧在世界的影响力和地位下降,双方均希望制定新的贸易规则,重夺全球经济主导权。

协定内容为:在美欧之间建立一个统一的大市场,减免关税,促进贸易往来,改善投资环境和贸易壁垒,若双方之间能成功建立新的贸易体制,将包含全球GDP的二分之一,大大拉动双方经济发展。

但由于具体的规则制定,评价标准的差异,加之“棱镜门”事件加深美欧互疑,这一协定的谈判曾一度停止。

TTIP的建立将有力促进美欧之间经贸往来,从而推动其经济发展,同时也会产生一系列“外溢效应”,对当前中国的贸易和当今贸易规则等形成冲击。

4.人类安全

答:人类安全是最早由联合国提出的概念,特征是不仅强调人类整体的安全,也强调个体人类作为国际社会的基本单位的安全。人类安全涉及内容十分广泛,包括粮食安全、生态安全等,还与人类可持续发展密切相关,强调生态可持续发展、经济可持续发展、社会可持续发展之间的相互结合。
