建筑设计完成后进行施工组织技术标的设计,该设计是根据建筑的特征,性质,和所处地理位置、环境、气候等综合而进行的该单位工程施工组织设计。
在施工组织设计中首先根据施工组织特点,阐述编制说明及编制依据、组织机构等进行施工组织的初步管理安排;接着从技术角度出发确定相关施工技术措施、安全技术措施;在重要而关键的施工措施需要制定更加完美的施工方案,阐述施工中的相应工序。
这是从施工技术层面去做好该建筑工程。
然后还需要从经济控制、进度控制、安全管理、质量管理进行施工组织设计,并根据该工程的相关特征分别对它们进行分析做出定性、定量的安排;最后根据所做的施工安排进行施工横道图,施工总平面图等的设计绘制。

宜宾市三中南迁工程,位于宜宾市南岸长江大道东段北侧。
由学生宿舍楼,教学楼工程组成,总建筑面积21500m2,由中国建筑设计研究院设计。
其中学生宿舍楼基三栋,结构为砖混,六层,建筑面积约10500 m2,每栋建筑长51.84m,宽14.18m,主要布置为宿舍,楼梯间,开水间、走道;层高均为3.3m,总高25m,室内外高差0.6 m。
教学楼共三栋,结构为框架,五层。
建筑面积约11000 m2,每栋长73.1m,宽9.6 m,主要布置为普通教室,教员休息室、楼梯间、卫生间及开水间,层高均为3.9 m,总高23.0 m。
合班教室,单层,呈椭园型,可容纳学生180人,布置为准备间、放映室,长轴19.25 m,短轴13.10 m。
合班教室与教学楼用连廊二相连,教学楼之间用连廊一相连。

二、质量要求高
根据招标文件,本工程质量必须优良,为此我公司郑重承诺:本工程质量必达优良,力夺“天府杯”。
针对上述工程特点,在制定施工措施时,必须分析问题关键之所在,作出优化的管理路线及正确、高效的决策,抓住主要矛盾,使各种制约生产的困难和障碍解决在各施工工序开始之前,以确保“优质、快速、高效”地建成该工程。
第三章施工组织机构
第1节:施工组织机构建立
一、管理机构和组织领导
根据本工程的特点,工期的要求及企业的实际情况采取矩阵制式的项目组织形式,建立宜宾市宜三中教学楼、学生宿舍项目施工经理部,设项目经理、项目工程师及各职能部门和职能人员。
项目经理部在公司领导下接受质监站、建设单位的监督。
项目施工经理部按直线职能制组织,由项目经理全面负责,组织领导实施从工程项目开工
到竣工交付使用全过程的施工承包经营管理。
二、组织形式
该项目实行项目施工承包经营管理经理负责制。
项目经理是受企业法人委托履行工程合同的乙方代理人,是公司经理领导下的对项目目标合同负责并处于中心地位的经营管理者。
项目经理全权代表项目施工管理班子向公司签订项目承包合同并按合同的要求向公司负责,公司向建设单位负责。
项目经理按有关规定及行为,科学的选择项目班子成员和申请选择人的自主权。
在公司范围内挑选业务能力强,管理水平高的管理人员形成高效、精干的项目管理层;选择技术全面,操作过硬的各专业能手,组成项目作业层的骨干队伍。
凡进入项目施工的土建、水电、安装、装饰等一切施工力量及供应后勤等保障体系,都必须接受项目经理的统一指挥和协调。
项目经理可根据考核分配的具体办法公正合理进行按劳分配,有权奖优罚劣,拉开分配档次。
项目经理部下设各专业职能管理组及专业施工队,在项目经理的组织领导下,实行分级负责的承包管理制。
整个施工管理人员各自尽职尽责地搞好本职工作,服从调度,听从指挥,急工程所急,群策群力,团结一致加强各项管理,项目经理集中精力,科学组织、合理安排,采用新技术、新工艺、新材料,使工程施工达到予期的目的。
第2节:本工程项目管理人员制度及其职责
1、施工班组设兼职质检员。
开展TQC活动,实施自检、互检、交接检,标准层工作面定人定位,发现不合格处及时返工,择优上岗,特殊工种持证上岗,对每人成品检测达到优良。
2、专业工长。
对专业班组进行质量、操作规程交底及装修装饰样板间评定,施工中坚持自检,做好隐蔽,及时通知质监站、甲方、设计单位代表进行隐蔽工程检查,参加分部分项工程检查评定,保证质量达到优良标准。
3、项目部质检员。
参加隐蔽工程检查,组织分部分项工程检测、评定,并经常下班组检测抽查,发现不合格及时返工,对造成损失者进行处罚,未经质检员签字不得发放班组工资,及时做好质量软、硬件资料,接受质监站基础、主体、竣工三阶段的检验评定。
4、实验员。
对原材料及砼、砂浆预配进行送检,对水泥、钢材、砼砂浆试块焊接试件抽样向质监站试验试验室送检。
严格计理检查,对试块强度进行评定。
5、项目经理:土建项目经理对工程质量全面负责,保证工程优良,向质检站申报三阶段检验评定,定期召开质量会议,参加分部分项工程的检测,对班组及管理人员实行质量奖罚。
6、公司质量科:每星期至少二次抽检,定期召开各专业队、项目部质量会议,根据抽检结果提出对项目部或专业队奖罚金额及交叉施工各专业队成品保护交底协调。

第4节:施工组织机构的启动与高效
一、根据本工程各方面情况及特点,有针对性的组建项目班子,并且人选一旦经过甲、乙双方确认,全班人选将处于启动状态,未进场之前可根据设计要求积极为本工程做好开工前的准备工作。
根据项目经理部的工作实际,具体明确每个项目管理人员的责、权、利,使全体管理人员有条不紊、忙而有绪地开展工作,从而较大幅度提高项目经理的工作效率,有效促进管理整体实力强化,使项目经理部管进管理整体实力的强化,使项目经理部管理体系有更多的精力和时间来分析运筹各种复杂的管理局面,做到项目整体下活一盘棋,充分发挥每个棋子的作用,并且决策有的放矢,成竹在胸,不打无把握之仗,无准备之仗。
三、以已制定的各项目管理制度来指导、督促、规范每个管理人员的工作质量、效率。
变”人管理人”“人盯人”为“制度管理人”,做到项目管理“有章可循,执法必严、违章必纠”,这样形成军令如山,赏罚分明的先进管理模式。
