The physical sensation(感觉) of warmth encourages emotional warmth, while a cold drink in hand prevents you from making unwise decisions—those are the practical lesson being drawn from recent research by psychologist John A. Bargh.Psychologists have known that one person’s perception(感知)of another’s “warmth” is a powerful determiner in social relationships. Judging someone to be either “warm” or“cold” is a primary consideration, even trumping evidence that a “cold” person may be more capable. 11.1 项目概况为解决四平市棚户区居民的住房困难问题,打造优美的城市面貌,四平市宏信房地产开发有限公司投资110000万元,建设莱茵河畔小区建设项目。

项目拟建在四平市铁西区,北新华大街东侧,北河北侧,规划总用地面积为214200m2,总建筑面积486467.12 m2。

11.2 建设项目所在地环境质量现状评价结论11.2.1 地表水环境质量现状评价结论条子河是四平市区污水最终受纳水体,根据四平市环境监测站2008年12月以及2009年1月对条子河的例行监测结果,由监测结果可以看出:条子河水质已明显受到污染,不能达到Ⅲ类水质标准。

11.2.2 环境空气质量现状评价结论为了解项目所在地的环境空气质量现状,本环评引用四平市环境监测站2009年1月13~19日对四平地区环境空气质量的监测结果。

项目拟建址周围环境空气质量较好,SO2、NO2、TSP均值能达到GB3095—1996《环境空气质量标准》的二级标准。

11.2.3 声环境质量现状评价结论根据四平市环境保护监测站于2011年4月26日对声环境现状监测结果表明,项目区各方向噪声值均能满足相应标准要求,声环境质量较好。

11.3 污染源分析结论11.3.1施工期施工期主要污染源主要包括施工过程造成的环境影响,和施工人员生活排放污染两个方面。

工程污染源主要包括噪声、扬尘、建筑垃圾、汽车尾气等,其中以噪声和扬尘影响较为明显;施工人员生活污染源主要为生活污水和生活垃圾,由于项目所在地公用设施完善,工期不长,各污染物均能得到合理的处置,对周围环境影响不大。

11.3.2营运期该项目为非生产性项目,污染物主要来自小区住户生活污染源和配套设施产生的污染,包括生活污水、生活垃圾、汽车尾气、噪声等,具体排放情况如下:⑴污水:主要包括居民生活用水、工作人员用水商铺用水等,排放量为70.52万t/a。

水质类比一般城镇居民生活污水水质,即COD:300mg/L,211.56t/a;NH3-N:20mg/L,14.1t/a。

⑵废气:①居民燃气废气:小区住户天然气年用量2086万m3,废气中主要污染物排放量为:SO2 :0.019t/a、NO2:3.89t/a、烟尘,0.324t/a。

②本小区居民食用油消耗量为1159.2kg/d,423.1t/a。

烹饪过程中的挥发损失按8%计,则本项目油烟产生量为33.8t/a。

小区居民日常烹饪时产生的油烟废气经小区各住户自设的抽油烟机(油烟去除率约80%)净化后,由专用烟道引至屋顶排放,油烟排放量为6.77t/a。

③汽车尾气:本项目共有16个地下车库,总建筑面积47800m2,共有1425个车位。

汽车进出停车位怠速行驶时,产生的汽车尾气中的主要污染物为HC、CO和NOX,其排放源强分别为6.12kg/h、28.57kg/h和0.29kg/h。

⑶噪声:本项目建成后主要噪声有车辆行驶的交通噪声,居民使用的家用空调室外机噪声,小区变配电、水泵等公建运设施行时产生的噪声等。

噪声值约为56~85dB(A)。

⑷固体废弃物:一般固废主要为小区居民,公建、商铺等各类工作人员产生的生活垃圾。

根据计算,小区生活垃圾产生总量约为6750.3t/a。

危险废物主要为居民日常生活产生的废电子产品、废电池等,产生量为5.1t/a。

11.4 环境影响评价结论11.4.1水环境影响评价结论本项目生活污水满足GB8978-1996中的三级标准,经小区污水管网收集后,进入市政下水管网排入市污水处理厂处理,最终进入四平市污水处理厂处理达GB18918-2002《城镇污水处理厂污染物排放标准》二级标准后排入条子河,对受纳水体影响不大。

11.4.2 大气环境影响评价结论本项目为房地产项目,沿街商铺及小区内配套服务设施不设产生恶臭、噪声污染、振动污染的服务项目。

影响空气环境质量的主要污染因素为交通车辆尾气、居民厨房生活油烟废气。

⑴汽车尾气地下车库汽车尾气排放属于有组织排放,车库出入口逸出的汽车尾气和地面停车位汽车尾气排放属于无组织排放。

本项目地下车库汽车尾气经排气筒排放后,经预测分析,其CO和NOX最大落地浓度值较小,即使与本底值叠加,也完全能够达到GB3095-1996《环境空气质量标准》中的二级标准。

在车辆运行高峰时段,由车库出入口逸出的汽车尾气的CO氮氧化物最大落地浓度值较小,能够达到GB3095-1996《环境空气质量标准》中的二级标准。

经机械通风换气后,地下车库内空气中CO浓度不超过环境空气质量标准中的标准值,即CO≤10mg/m3限值,NOx浓度低于美国“车间空气中化学物质容许浓度”中规定的5ppm (9mg/m3)。

地上停车位因停车点分布较广,故产生的汽车尾气经大气稀释扩散后,对周围环境的影响较小。

⑵厨房油烟废气厨房燃料废气各污染物排放量很小;居民生活的油烟废气经各自的油烟净化装置处理后,由专用烟道引至屋顶高空排放,确保油烟达标排放。

故厨房燃料废气和油烟对周围环境影响不大。

11.4.3 声环境影响评价结论⑴交通噪声对住宅楼的影响小区周围主要交通干线为北新华大街和哈大铁路,均为既有公路/铁路,本环评对交通噪声影响采用现场实测的方法。

经现场实测,本项目临北新华大街一侧的第一排建筑控制线位置的噪声能够满足达到GB3096-2008《声环境质量标准》中4a类标准限值要求。

哈大铁路西侧150m范围内昼间噪声值超标,200m范围内夜间噪声值超标,对小区声环境影响较大。

经在铁路西侧设置隔声屏,在小区临近铁路150m范围内51#~69#住宅楼设置通风隔声窗,设置绿化隔离带等措施后,可以保证小区住宅声环境质量满足相应标准要求。

⑵地下车库出入口对住宅楼的影响经类比调查和预测,距地下车库出入口5m处的等效声级为58.2dB(A),10m处为55.8dB(A),15m处为54.7dB(A),30m处为50.2dB(A),可见,车库出入口噪声对周围环境产生一定影响。

⑶小区内其他噪声源的影响家用空调室外机和社会活动噪声的噪声值较低,在通过合理的措施治理后,故对周围环境的影响较小。

11.4.4 固体废弃物环境影响评价结论本项目建成投入使用后产生的一般固体废弃物主要是小区入住居民、商铺工作人员及公建工作人员产生的生活垃圾。

建议小区内实行垃圾分类收集,并经过袋装化后,由市政环卫部门进行清运。

在小区的日常固体废弃物收集管理工作中,应注意及时地将产生的生活垃圾清运,做到日产日清。

危险废物主要是居民日常生活产生的废电子产品、废电池等,小区物业管理部门应与有资质的危险废物处理单位签订协议委托处理。

在做好以上措施基础上,本项目产生的固体废弃物对于周边环境影响较小。

11.5 主要环保措施11.5.1施工期施工废水经沉淀池处理后用于洒水,生活污水经市政下水管网排入市污水处理场处理;加强对施工车辆的检修和维护,严禁各类型车辆超标排放污染物并对施工进度及进入场地的车流量进行合理规划;将物料堆场设置于远离场界,设立并加高防尘、滞尘网,严禁大风天施工。

勤洒水降尘,车辆的出入尽量设置在远离居民楼的一侧,做到净车出场。

通过这些措施有效的改善施工现场的扬尘污染;对于高噪声机械设备应安装消音减振设施,同时在二十二时至次日六时不得作业,昼间运行机械的时间也应避开人们的休息时间,以免造成噪声扰民影响。

垃圾及时清运处理,经常保持施工场地的卫生清洁,不会产生明显的环境影响。

11.5.2营运期⑴废水:小区在建设过程中须做好雨、污分流工作,完善雨水管及污水管的铺设。

小区居民的生活污水满足三级标准可直接接入四平市的市政污水管网;生活污水经市政污水管网,进入四平市污水处理厂处理后排入条子河,对受纳水体影响不大。

⑵废气:①对于在烹饪过程中产生的热力及油烟,则应根据GWPB18483-2001《饮食业油烟排放标准》中的规定,排放油烟的单位必须安装油烟净化设施。

油烟废气经净化后应由各自专用烟道进行排放。

项目开发规划设计中须预留为餐饮项目设置的独立烟道,小区内的餐饮类项目须经环境保护行政主管部门批准后方可建设。

②为保证地下车库内空气质量,小区内的地下车库应设机械供排风系统,建议换气次数不低于6次/h。

在地下车库出入口和地面停车场地周围应加强绿化,如在车库通道顶棚和墙体上种植攀援和藤本植物,使之成为“绿色出入口”。

同时应最大化地进行绿化,立体绿化种植,提高环境对空气的自净能力。

⑶噪声:加强车辆管理,完善警示和导向标志;车库出入口限速;车库出入口做吸声顶棚;要求本项目中设立的商铺及配套服务设施不得设置国家和当地法律法规明令禁止的高噪声、高污染项目;小区水泵房、换热站等动力设备设置于物业用房的地下,单独设置隔间,室内墙壁铺设吸声减振棉。

根据设计水泵房、换热站远离居民住宅楼的垂直位置,地上周围多是绿化带、道路、空地等。

选用节能型、低噪声设备,并在其基础下设减震器,振动设备的连接处采用软连接,同时,通风管道上设有消声器或消声静压箱,参照类比调查的监测结果,在建设单位严格执行本项目初步设计提出的措施,设备噪声对临近居民住宅的影响可以达到相应标准要求。

⑷固废:生活垃圾收集系统的规划、设计、建设应同住宅区的总体规划、设计、建设同步进行,收集体现“谁污染谁治理,谁排放谁负担”的公平原则,管理与处置应以无害化,减量化和资源化为基本原则。

危险废物主要是居民日常生活产生的废电子产品、废电池等,小区物业管理部门应与有资质的危险废物处理单位签订协议委托处理。

经及时有效处理后,不会对外环境产生影响。

⑸针对交通噪声对小区的影响,建设单位应明确告知其临哈大铁路200m范围内声环境超标情况,并采取设置通风隔声窗,加强绿化等措施进行治理,保证居民生活质量不受影响。

11.6 公众参与结论在接受调查的公众中,大多数公众认为项目的建设对其环境影响不大,并支持项目的建设。

但居民希望本项目落实“三同时”,加强污染治理,避免对环境造成污染。

11.7环境可行性及选址合理性分析莱茵河畔小区建设项目符合国家产业政策要求,符合四平市用地规划,符合小区建设要求及环境功能区划要求;小区建成后产生的废气、废水、噪声、固废物等污染,通过采取相应的环保治理措施,区域环境功能将保持在原有水平,不会因项目的建设引起区域环境的恶化;被调查公众均同意该项目的建设。

项目周围企业均未设置卫生防护距离要求,根据现场实测,其对小区影响较小;交通噪声在采取合理的防治措施后,能够保证小区声环境质量满足相应标准要求,可见,该项目选址合理可行。

11.8 环评总结论综合以上分析评价,本项目建成后能使四平地区部分棚户区居民在较好的环境中安居乐业,亦可推动城市化建设步伐。

本项目的开发符合产业政策,符合当地规划。

项目用地符合土地利用总体规划,功能布局较为合理,本项目具有较明显的社会效益、经济效益与环境效益。
