城市社区居民参与的问题和原因

不开具有参与意识、参与能力的高素质居民。居民参与是衡
量社区建设问题成功与否的一个极其关键的标志，是我们
社区建设中的一个不竭的动力和源泉，更是推动我们社区
建设的根本保证。
现在，参与社区建设的领域越来越广，渠道有所拓宽，
制度有所完善，形式有所拓展，内容逐步扩大，社区居民发
展很大，参与的积极性也是越来越高，因此我们的社会效益

摘 要 本文主要着重对城市的社区建设中居民参与存在 的问题和产生原因进行了综合分析。 城市社区居民是城市 社区建设的主导力量之一， 但是我们的居民参与的状况不 佳的这种现象已经成为社区建设的一个严重的问题。 社区 建设有赖于政府的主导，更有赖于社区居民参与。 社区居民 参与是指社区居民依照法律法规， 自己个人或通过一定的 组织，参与社区政治、经济、文化等各方面的活动，影响社区 决策，推动社区发展，从而维护自身合法权益的过程。 只有 居民广泛、直接地参与，才能有效地发挥社区自身的各种资 源，才能推动社区建设健康持续发展。 社区建设离不开具有 参与意识、参与能力的高素质居民。 关键词 居民 参与 问题和原因 An Analysis of the Problems in City Community Citizens’ Participation and Its Causes // Peng Ling Abstract This paper focuses on community -building in the city's residents to participate in the problems and causes a comprehensive analysis. The urban community is one of the leading force in the urban community building, but the poor condition of our residents to participate in this phenomenon has become a serious issue of community building. Community building depends on the guidance of the government, but also depends on the participation of community residents. Community residents to participate in the community in accordance with the laws and regulations, individual or organization involved in community political, economic, cultural and other activities to influence community decisionmaking, and promote community development, thus safeguarding their legitimate rights and interests of the process. Only residents of a wide range of direct participation, in order to effectively play the various resources of the communities themselves, in order to promote community building healthy and sustainable development. 总体参与率偏低。婚姻：已婚居民比未婚居民更加关注社区
公共事务和活动，除此以外，居民的性别特征、文化、收入、
健康等社会特征也对居民的参与产生影响， 非政治性参与，多于政治性参与
从参与的内容等方面来看，非政治性参与主要是城市
也就越来越显著。所以居民的参与存在的问题也是客观的，
不容忽视的。具体表现在以下几个方面。
1.1 参与率较低，参与不平衡
从参与主体看，参与不平衡表现在年龄和职业，以及婚
姻等基本特征上。年龄：老人、青少年多，中青年少。职业：不
在职居民参与多，无论是老年、青少年，还是不工作的人，占
社区居民一部分的“单位人”工作繁忙无暇参与，造成居民
