公共经济学作业答案 必做题1 第一章公共经济学的基础 一、简答题 1 公共经济学原理的基本架构包括那些基本元素? 公共经济学的理论架构包括: 第一是“基本假设”。经济人与理性经济人假设、资源的稀缺性假设、人们对福利标准判断的主观性的假设、公平与效率关系的对立统一假设、政府职能随经济增量变化而变化的假设等等。 第二是一些概念,如:公共产品、私人产品、准公共产品、福利、效率等。 第三是“特定理论”。 第四是有效的“检验方法”。 2 试用边际效用递减规律分析货币的边际效用问题。 一般有两种解释:一是生理和心理的原因。对消费者来讲增加同一物品的消费,由于重复使用,生理上的满足和心理上的刺激效应就减弱了。再是说,假定一种商品有多种用途,这些用途的效用又是不同的,作为一个理性的消费者,肯定是将物品首先用于效用最大的地方,依此办理,这样物品被消费的边际效用也是递减的。 边际效用递减规律可以用来分析货币边际效用递减上,货币边际效用在穷人与富人间的不同,应该说在市场经济条件下对分析生产、分配等问题也有一定的启发作用。 我们认为穷人货币的边际效用区别于富人货币的边际效用,虽说现代社会消费品的种类繁多,富人的货币可以有多种用途,不会在某一商品上无穷使用,但不可忽视的是现代经济条件下,贫富分化非常严重,作为市场势力又在不断推动这种分化,一些人可以有上亿美元的货币财富积累,另一些人则食不裹腹。究其原因是(1)人的生活消费在一定阶段并不是象人们认识的那样是无限的,而是有终极的。(2)投资环境较差,资本利润率存在递减等。对于富人来说现金与其它财富最后成为“遗产”是常有的事,所以不能因此否定货币边际效用在不同社会成员之间的不同效用。 穷人货币的边际效用大是因为穷人拥有的可支配收入少,每增加一个货币单位的支出对自己的需求而言,满足的效用大。富人货币的边际效用小是因为富人拥有的可支配收入多,每增加一个货币单位的支出对自己的需求而言满足的效用在不断下降,其最后的边际效用就小。 3 帕累托原理有哪三方面内容? 帕累托原理三个方面的内容为:(1)交换的帕累托最佳条件;(2)生产的帕累托最佳条件;(3)产品替代的帕累托最佳条件。 二、论述题 请论述如何处理好公平与效率的关系。 答:处理好公平与效率的关系是政府宏观调控的重要经济目标,抽象地讲公平与效率的关系究竟如何,存在着很多种不同的观点。我们这里只从政府宏观调控的角度来讲公平与效率的关系问题。 公平,它是指如何处理社会经济活动中各种利益关系,也就是所谓合理分配。效率,它是指人们工作所消耗的劳动量与所获得的劳动成果的比率。在处理公平与效率的关系时,我们必须坚持效率优先,兼顾公平。效率优先兼顾公平不能简单地理解为将公平从属于效率,只能表明提高效率是实现公平的物质保障,而公平是提高效率的社会环境。处理好公平与效率的关系往往与一个国家的发展阶段与发展方式相联系,要是一个国家的国有资本在生产活动中所占比率很高,政府资本大规模地介入生产过程,那么这个国家就一定会提出效率优先的原则。因为只有提高效率,鼓励先进,发展生产,才能为实现社会公平提供必要的物质基础,真真实现公平。另一方面提出效率优先的国家,在政策措施上为了实现公平也会对过高的个人收入采取有效的措施进行调节,完善社会保障制度,防止两极分化,实现社会财富的福利最大化和社会稳定,为进一步提高效率创造良好的社会环境。 公平与效率在同一时空上是存在矛盾的,这种矛盾与社会制度没有必然的联系。政府调控如果过多地向公平倾斜就会牺牲效率,过多向公平倾斜,就会使一部分生产要素的价值得不到实现,劳动者与资本在市场上的活力就会下降,从而降低效率。从组织行为学的角度看,劳动者积极性的发挥,劳动效率的提高,是受分配是否合理影响的。政府假如将劳动者或者资本在市场上获得的正常收入(可能差距很大),过多地通过税收集中起来,重新进行有利于低收入者的分配,意味着对一部分劳动者劳动收入的剥夺,久而久之这部分人的劳动效率就会下降。但如果过份向效率倾斜,任凭市场机制作用的调节,因种种原因,不同社会或员间的收入差距无限扩大,出现贫富过度分化,穷人生活水平不断恶化,那样不仅市场消费会出现萎缩,而且社会稳定也会受到威胁,更谈不上提高效率促进经济发展的问题。 假定我们将公平看作是收入差距不断缩小,效率是收入差距的不断扩大,那么一个发展中国家可以多考虑讲效率,而发达国家则更应该讲公平。假定一个社会的盈利性生产活动是由私人企业进行的,政府只是从事非盈利性活动,那么这个政府的首要出发点就是讲求公平而不是效率,效率由市场来决定,私人企业为了追求利润和在竞争中站稳脚跟,必然会提高效率,政府只要管住社会公平就行了,这类国家讲公平的同时才是去兼顾市场或企业的效率问题,比如不要有过高的税率,毕竟过重的税负也是要影响市场或企业的效率的。 判断公平与效率处理是否得当的一般标准可以是这样的,当向效率倾斜影响了公平最终使效率也不能提高时,就表明政府需及时调控原有政策而向公平倾斜了,因为这时很可能已是消费持续走低,货币的边际总效用下降,有效需求不足,企业生产的产品销售不出去,企业面临破产了。这时只有向公平倾斜,增加转移支付,提高社会公平程度才能提高效率。而当政府在向公平倾斜的时候,牺牲了效率最终社会公平也得不到实现时,这说明原来的政策已过多地向公平倾斜,应该考虑充分发挥市场机制的作用,调整各种生产要素的利用程度,允许不同劳动者、不同生产要素的所有者收入的不同,鼓励一部分人、一部分地区先富起来,为实现社会公平创造条件。 公平与效率作为一对矛盾需要不断地加以调整,不能认为这对矛盾在一定制度下可以一劳永逸地自我运作。 三、案例分析 案例一高考热线“热”了谁 请用公共选择理论对以上案例进行分析。 [参考解析] 公共选择理论的一个基本前提是将“经济人”假设引入到政治领域。“经济人”假设认为,政治市场中的行为主体——政治家官员和选民与经济市场的行为主体——生产者和消费者一样都是理性的效用最大化者,即政治家和官员也追求自身利益的最大化,公共利益并不是其主要的追求目标。以“经济人”假设为基础,就可以为上述案例中一些地方教育部门通过高考查分收取高额费用提供合理和有力的解释。 在案例中,正是因为地方教育部门具有牟利的冲动,才导致各级教育考试主管部门利用自己对高考成绩的垄断发布权来牟取暴利。而这种暴利是建立在对考生合法权益侵害的基础上的,是对国家机关非盈利性的违背。地方教育部门利用考生的成绩来牟取利益是不合理的。这主要因为: 首先,高考成绩是一种准公共物品,属于公共信息和社会资源。这是由于:(1)一种物品的生产——高考阅卷并不是只能由政府提供。只要有严格的判分标准和相应的制度配合,其他类型的组织——如社会中介组织也可以提供。只不过政府部门是这种物品的权威提供者而已,而且在中国目前社会中介组织还很不发达的情况下,政府部门应该是最适宜的提供者。(2)高考分数作为一种物品被生产出来以后,任何人都可以自由地消费而不影响他人对这种物品的消费,因而高考分数不具有排他性,是社会的公共资源。一般而言,政府的主要职责是免费提供公共物品,高考分数作为一种公共物品,理应由教育部门提供,但地方教育部门却以公布考生成绩的方式来牟取利益,这是对政府部门非盈利性原则的违背。 其次,从各级教育部门的职责来看,各级教育和考试部门属于政府机关,因此从理论上来讲是不能牟利的。教育部门只有履行职责,做好招生工作的义务,而没有将全体考生共同形成的公
