1.不合法La w doesn’t prohibit .O ur Chinese law doesn’t stipulate

that college students can’t live of f campus . As college students

are adults now, they have obtained the fundamental right of

citizens: that is, personal freedom.

Living off campus is a personal affair; furthermore, it doesn’t

infringe others’rights or interests. If the place you rent can get

security guarantees, and you can afford it, you are free to choose

living off campus.

2.关于安全Surely that living off campus will not be very safe. But

college students have been adults already, and they need to know

how to deal with an emergency situation and how to protect

themselves. They should come into the society earlier, instead of

under the protection of the wings.This may be helpful to them

when they are looking for their second apartment, perhaps after

they graduate.

3.关于钱L iving off campus can enhance students’ abilities. It’s a

great step towards true independence. Off campus living, if you

miss a rent payment, you may get kicked out. Students can learn

how to manage their monthly bills, also as a way of adapting to

the society in advance. After all, we must enter into society in the

near future.

4.对于家长A good parent-children relationship should be set up on

the basic mutual understanding and respect . Parents can not

impose their ideas on their children. They should treat their

children as independent individual. It is advisable for the parents to learn to listen to children’s ideas and encourage them to think on their own rather than decide everything for the children .on the other hand, children should listen to their par ent’s advice for

they're more experienced. Parents should not be allowed to smack children.

5. 对于学校If universities are too strict with students, it will

weaken students’ social awareness and self-protection. In the long run, it will lead to their dependence on others, which is no good for their further development.

Nowadays in China, We're living in nanny universities; the universities watch over you for everything. A president of a well-known university once complained that: “Except for crematory […krem?t?ri], I have to be in charge of everything.” He stated that many universities in China are not merely a place for education. Thus it becomes a heavy burden for universities. Universities are not only responsible for students? education, but also supervise the cater, housing, transportation, entertainment, and other necessities of life.

Hence, universities have become a small scale of society; they find it difficult to concentrate all their energy, finance to do their research, personnel training.

6.对于学生College students are adults. They will come into the

society sooner or later. Instead of under the protection of others,

living off campus life is a preview of social life. This may be

helpful to them after they graduate. I believe it is better to have

the capacity to look after themselves during the school years than

in cruel society.

what is actual is rational.” The living-off campus now has formed

a large group of people, it has its reasonable existence. We can not

forbid it because of the problems caused by few people. When

problems arise, society, school and parents should join hands to

give a right guideness not simply kill the rights for their free

choice.

?Year-round housing– If your student is planning to take summer classes, work at school, or stay at college during breaks or over the summer, having an apartment will make that

easier. College residence halls often close over major college vacations, and summer

housing may or may not be available if your student is not enrolled in classes.

?Diversity– Students who live in apartments off campus often have non-student neighbors. Your student may find himself living near working professionals, young couples, families with children, or elderly retirees. This will give your student the opportunity to

interact with, and get to know better, many different types of people

?An apartment complex may not be as flexible to student needs (like when your loan check is late)

反方观点：

有越来越多的在校学生，为了不同的目的不约而同地选择校外租房，

逐渐形成一个特殊的群体。该群体的特点是社会经验少、经济能力有限，因此就出现了许多不法中介专门针对学生进行诈骗的现象。

大学生打着在外工作实习的幌子，实际上是在外偷情和同居，大学同居后来成功结婚的机率非常少，女人和别人同居后再毕业到社会同别的男人结婚，导致社会离婚率越来越大。强烈要求大学禁止在外租房，大家都是有儿女之人，应该都不希望自己儿女在大学同居后以后的婚姻家庭生活不幸福吧。。。。。。

高校作为教育管理部门整顿大学的风气，防止个别大学生校外男女同居、逃课，或者沉迷于电脑游戏应当说为家长和做了一件有益的事情。

1，对于校方：

湖北某高校主管学生工作的张处长认为，学生自主在外面租房居住既不利于学校的统一管理，同时又存在着巨大的安全隐患，并且会带来学校资源设施浪费，投入建设学生公寓的资金无法回收等一系列问题，因此学校一般是采取反对的态度。这种现象大量存在，并非学校默认了其可行性，只是校方没有采取相关有效措施来加强管理而已。

教育部出于多方面的考虑。一是考虑到校外居住的安全问题；二是要求学生集体住宿舍，有利于加强管理，加强学生之间的沟通交流。“

中国很多现实问题没有办法完全用法律来解释。比如，你说大学生是成年人了，学校不应管理学生的生活问题，但如果学生出了什么事儿，家长不还是来找学校？”

因为教育部目前已经不再限制大学生结婚，因此学校对于学生校外同居等行为在管理上“比较回避”，对于学生的个人生活，学校已经不好干涉，只能“依法办事”。

学校这样做的目的自然是有其考虑过的，分两个重要的原因来说，就是安全问

题和大学生的恋爱问题。

其一，大学生在外租房的安全问题是下达“禁租令”的关键所在。毕竟学生在学校里读书学做人，交了学费，校方就有义务要保护好每个大学生的安全问题，如果住在学校的宿舍里，那样当然是最好的，有便于学校的管理和照顾。反之，若是都选择在外住，那样安全问题就成了最大的困扰，这样倒不是说校方不愿意你们租房子住，更是因为安全问题没了保障，等出了问题，谁也不好说。

其二：大学生恋爱导致在校外住成了一大隐患。现在大学生，要说谁不恋爱只读书的，那就真的成了傻子。而现在的趋势就是大学生的叛逆心理，不愿住在学校，只为了和男女朋友一起在外租房，享受两个的甜蜜爱情。这样的后果往往就是未婚先孕，或者说其他的不良后果发生。因此，出于这样的考虑，出台

了“禁租令”。

2，对于家长

担心孩子在外安全。由于长期在校外住宿，与社会接触时间久了，有一些大学生的行为很不符合在校学生的身份，而且在外租房住宿既给家长增加经济负担，也不能保证自己有充足的学习时间。教育部禁止大学生在外租房的规定是规范学生行为的一种好的措施。

孩子社会经验少，担心不法中介专门对他们进行诈骗。

学生的自由度是提到了：可以在租界房里男女同居了；可以不受到大学校园里的作息制度约束了；可以日夜颠倒的沉迷于电脑的打杀游戏之中了；还可以更多的消费学子父母们辛苦挣来的血汗人民币了......当然也可以让那些“半工半读”的学子有更多的出入方便，但是这样的方便却又往往会让他们耽误学业，或者就是打工的钱还不够支付借房的租金的！

3，对于学生自己租房看法：

大学四年是短暂的，在宿舍中生活可以培养集体意识和于人协调相处的能力，很多人都说了大学毕业后联系的最多的还是以前住一个宿舍的室友，在校外租房将错过这一切，到最后只会变成遗憾

反方一定会提人权问题，大学生都是成年人了，应该有权决定自己租不租房，但正方可以强调大学生还不是一个完全的社会人，任何游戏都应该有一个规则否则就不能继续，而我们在学校就必须遵守学校的规则.

1、租房是一笔不小的开支，通常父母给的生活费很难维持租房的费用，所以一般都要做兼职才能应付，那

样的话势必影响学习。

2、集体生活的确可以培养自己的群体意识和提高自己与人相处、交往的能力。

4，对于社会：

校外租房“原则上不允许”

针对学生在外自行租房的安全问题，教育部在2004年、2005年连续两年都先后下达印发了《教育部关于切实加强高校学生住宿管理的通知》(教社政〔2004〕6号)和《教育部办公厅关于进一步加强高校学生住宿管理的通知》(教社政厅〔2005〕4号)，提出了明确的工作要求。

“我坚决反对教育部的这种‘禁租令’”。顾海兵认为，大学生是18岁的成年人，有完全的行为能力，有权决定自己的住宿方式。不能因为个别租房学生“出了事”，就发出一纸禁令限制所有学生。规定学生如何住宿，这完全是按照计划经济的方式去做，和目前的高校学生情况是不吻合的。教育部和高校应该分清，哪些是学校的权力，哪些是学生的权利。
