26 二、制度的写法 27 (一)标题 28 制度的标题主要有两种构成形式,一种是以适用对象和文种构成,如《保29 密制度》、《档案管理制度》;另一种是以单位名称、适用对象、文种构成,如《××30 大学校产管理制度》、《××市工业局廉政制度》。 31 (二)正文 32 制度的正文有多种写法,主要可以概括为三种情况:引言、条文、结语式; 33 通篇条文式;多层条文式。 34 1.引言、条文、结语式 35 先写一段引言,主要用来阐述制定制度的根据、目的、意义、适用范围等,36 然后将有关规定一一分条列出,最后再写一段结语,强调执行中的注意事项。 37 2.通篇条文式 38 将全部内容都列入条文,包括开头部分的根据、目的、意义,主体部分的39 种种规定,结尾部分的执行要求等,逐条表达,形式整齐。 40 3.多层条文式 41 这种写法适用于内容复杂、篇幅较长的制度,特点是将全文分为多层序码,42 篇下分项、项下分条、条下分款。如某省制定的《档案管理制度》,用“一、二、三……” 43 来表示大项,用“(一)、(二)、(三)……”来表示大项下的条,用“1、2、3、……” 44 来表示条下的款。 45 (三)制发单位和日期 46 如有必要,可在标题下方正中加括号注明制发单位名称和日期,其位置也47 可以在正文之下,相当于公文落款的地方。 48 制度写作及范文 49 【范文】 50
