转:纸牌屋知识普及帖作者:汤明磊 1.为什么副总统就职可以在家里。 正常情况下,正副总统就职都是在国会山前进行,就像第一季第一集那样。时间是总统大选年的次年一月二十日。但是因为本剧里面,Underwood是接替辞职的前副总统,他没有和总统一起国会山宣誓的待遇,所以是可以选择的地点。当然,他选择自己家是可以的。当年LBJ在JFK遇刺当天宣誓就职,身旁还站着衣服上带血惊魂未定的肯尼迪夫人。你也不能指望非正常状态下的接任(替补副总统或者总统遇刺)会再有什么就职典礼。 2.党鞭 多数党在众议院里面有三个重要的职位。 众议院议长. speaker of the house 多数党领袖leader of the majority party 党鞭party whip. 当然少数党也有领袖和党鞭,但是参议院里的少数党的领袖和党鞭远远没有多数党的重要。这一点我会随后解释。在本剧中,白人老头Bob Birch是众议院议长,第一季里Un derwood支持的黑人Terry Womack 是多数党领袖。本季里面接替Underwood的Jackie Sharp是新的党鞭. 所谓党鞭,party whip一词来源于英语“whipper-in-the fellow”,是在英国猎狐狸的时候管好猎狗的一个角色。主要工作就是说服党员按照党派规矩(party line)投票 3. 国会委员会 国会里面有委员会,众议院和参议院都有。任何法案都需要先经过委员会起草讨论,给出委员会的同意之后,才能进入floor debate,就是所有议员都可以讨论,然后投票。 委员会的目的是使国会议员有分工,每个议员有自己专业了解的领域。比如第二季里面经常探讨到的comittee on foreign relations之类的。参议院里有16个常规委员会,众议院里面20个,有每个议员都会同时有几个委员会的工作安排。这里面当然有重要的和非重要的
