基于灰色综合评价法的需求响应项目规划评估

摘要：需求响应作为一种动态资源在电力市场中的作用越来越受到重视。本文针对需求响应项目规划评估问题，提出了基于灰色综合评价法的需求响应项目规划评估方法，建立了基于价格弹性矩阵的用户响应特性改进模型，构建了计及效果指标及经济指标的需求响应规划评估指标。应用熵权法和灰色综合评价法的评估技术，在多个需求响应方案中选出与规划评估目标最匹配的需求响应项目。通过典型案例对多场景不同规划目标下的需求响应项目的效果效益进行综合评估，并结合项目规则和规划评估目标，对评估结果进行了深层解释，证明了评估模型的有效性和适用性。该评估方法为需求响应规划决策和项目的推广提供了技术支撑。

Evaluation on the Planning of Demand Response Projects Based on

Gray Comprehensive Evaluation Method

Abstract:The role of demand response as a dynamic resource in the electricity market has been paid more and more at?tention.Considering the problem of evaluation on the demand response projects，an evaluation method for demand re?sponse projects is proposed in this paper based on gray comprehensive evaluation method.An improved model of users’demand response is established based on price elasticity matrix，and the demand response evaluation indexes are con?structed considering both the performance and economic indexes.An evaluation technique based on entropy method and gray comprehensive evaluation method is used to select the project that matches with the evaluation objectives most from many demand response projects.Typical cases are provided to show the evaluation process of demand response in differ?ent scenarios and with different objectives，and the evaluation results are explained in depth from the perspectives of both the program rules and the evaluation objectives，which proves the effectiveness and practicality of this model.The proposed evaluation method can provide technical support for the decisions on demand response planning and the pro?motion of projects.

随着电力市场竞争的发展，需求响应电力市场化已逐渐成为必然趋势，但由于缺少科学的需求响应基础理论体系与方法的支撑，项目实践过程中仍存在着需求响应效果评价体系尚不完善、效果效益评估缺失、规划目标偏离实际情况等诸多问题。因此，亟需开展需求响应基础理论以及需求响应效果评估相关研究，建立需求响应规划评估方法。本文研究成果能够科学指导需求响应项目的开展与推广，为需求响应项目规划设计、运行实施与效果评估提供技术指导。

针对需求响应用户响应特性的研究，各国学者提出了基于消费者心理学、经济学等多种响应模型。目前，国内外针对需求响应的用户响应特性研究方法主要分为4类模型：需求弹性类响应模型、基于消费者心理学的负荷转移率类响应模型、经济学效用函数模型以及回归模拟类响应模型。需求
