美国地质调查局国际合作的演变历程及启示

摘 要：美国地质调查局是世界公认的顶级地质调查局，国际合作在推动其成为一流地质调查机构
方面发挥了重要作用。２０１６年底以来，中国地质调查局提出建设世界一流的新型地质调查局的战略目标，
国际合作是实现该目标的重要内容。本文尝试分析美国地质调查局国际合作的演变历程及特征，结合工
作实际，提出中国地质调查局加强国际合作的有关建议，对中国地质调查局国际合作的核心理念、基本出
发点、对外策略等进行了思考，进一步完善了地质调查国际合作理论研究，为建设世界一流的新型地质调
查局提供了理论支撑。

The historic evolution and inspiration of the international cooperation of the United States Geological Survey

Abstract ：The United States Geological Survey （USGS ）is the worldwide recognized top geological
survey ．International cooperation is playing an important role in building it into a world -class geological
survey ．In later ２０１６，China Geological Survey puts forward a new type of world -class geological survey as its strategic target ，and international cooperation is an important factor helping realizing this strategy ．This p aper attempts to make analysis on USGS ’s historical evolution and features of international cooperation and based on actual working experience ，come up with several suggestions to enhance international cooperation of
China Geological Survey ．The paper conducts research on core values ，basic starting point and overseas strategy of international cooperation of China Geological Survey ，improves the theory study and provides

性和活力的重要因素。国际合作是建设世界一流的
新型地质调查局这一系统工程不可或缺的重要内
容。纵观世界各国地质调查机构的发展历程与现
状，不难发现国际合作在其萌芽和发展壮大过程中
均发挥了重要作用。这一点可以从世界顶级地质调查机构———美国地质调查局国际合作的历史演变中得到印证，即美国地质调查局发展最为迅猛的时期，正是其国际合作工作最为突出，成效最显著的时期［１-４］。本文拟对标世界顶级地质调查机构———美
