为保证机关工作的正常运行，确保政令畅通及各项工作决策 的贯彻落实，不断完善机关工作秩序，改进工作作风，特制定 本制度。 一、督办工作的原则 坚持实事求是、分工合作、适时督办的原则。通过督 办，使机关各项工作责任到人，做到事事有人承办、有人负 责，提高工作效率。 二、督办的职责范围 （一）做好对上级的工作部署、重要指示、交办事项及 来文、来电落实情况的督促办理工作 （二）做好本局各项工作目标、决策、决定和确定的各 项工作任务及领导交办事项的督促办理工作； （三）做好同级机关来文、来函、来电商办事项的督促 办理工作； （四）做好外地单位来文、来函、来电协商事项的督促 办理工作。 三、督促工作程序 （一）建立科学的登记制度 1、对上级的工作部署、重要指示及来文、来电交办事项 和同级机关、外地单位来文、来函、来电商办事项要逐个进行 分类登记，并根据领导批示情况及时转交承办部门办理； 2、对本局各项工作目标、决策、决定和确定的各项工作 任务及领导交办事项要进行认真登记，并根据本局各部门工作 情况及领导批示及时转交有关部门办理。 （二）完善督办手续 1、对各项工作在交付承办部门承办时应完善登记、签收 手续，文件转到何部门、应当何时上报结果，应有明确记录； 2、对转交各部门承办的事项要分轻重缓急进行及时催办，历次 催办的过程及情况，应有所记录；3、注意反馈信息，在督办中 善于发现新经验、新情况、新问题，并及时向上级反映，对办 事不力，推诿扯皮的个别现象，在查清情况时要及时向上级汇 报；4、对办结事项，要及时将办结情况向上级汇报，并将办结 事项资料（文稿）及时移交档案室归档；

四、督办工作要求 （一）督办工作要严格执行保密工作规定，不得随意泄 露机密事项的承办过程和办复结果； （二）建立督办工作 通报制度。对贯彻落实工作做得好的，要及时进行总结，并对 典型的经验通报推广；对贯彻落实工作做得差的，要查明原 因，通报批评；对造成严重后果的，要追究有关人员的责任。 （三）各处室要服从督办人员对各项工作的检查和督 促，不得顶住不办。 五、督办工作的实施 班子各成员及各股室的负责人均为督办事项的责任人， 办公室是督办工作的全面实施者，带头遵守督办制度。
