Yes, I once had a problem during PSC inspection in a US port。The ARPA couldn’tbe activated since thepower supply wasout of work、TheUSCGonly allowed us a few hours to repair it、To their

satisfaction, the ARPAwas back to normalafteronly one hour。Luckily,we don’t have anyfine imposed onus。Iunderstandfromthis experience thatgoodpreparationsin advance are very important. Evenif thereis a problem, Iwill askmy crew to rectify it in the leastpossibletime.

18.Howshould the pre—departure seminar be conducted in thepo

rt?

According tomyexperience, a safety meeting shall be held prior to departure and some of the importantissues like the un-berthing operationaway check, cooperationwiththe pilot and otherengineering(technical)matters shouldbe discussedat the meeting。

19.Why should the Master always be aware of the actions being tak

enby thepilot?

Well,it’sbecausethepresence of the pilot onthebridge does notrelieve theMaster fromtaking any measures necessaryto assurethesafety ofthe ship and marine environment。If he fi ndsthatthe pilot's orders are doubtful,the Master has to clarify the orders immediately.
