The comparative analysis on the macro-tax-burden of regions in China Abstract:This paper introduces the Theil index which could measure the inequality properly. Through the comparative analysis on the tax-burden differences of the eastern, midland, western regions in China, the author finds that the disequilibrium between the growth of the economy and the level of macro-tax-burden, i.e. lower growth of the economy with higher tax-burden and higher growth of the economy with lower tax-burden. The disequilibrium of tax-burden in China has been controlled recently, but the tax-burden differences of these regions have increased year after year. 大一思修论文德才如何才能兼备当代大学生正处在时代的转折点上，承载着民族的希望，祖国的未来；肩负着人民的重托，历史的责任。可以说我们即将形成的世界观，人生观，价值观将在很大程度上推动社会的进程与走向。因此，时代要求科技的进步，时代要求人性的回归，时代更要求我们必须德才兼备！提到德才兼备，我们就不得不说到“德”。那么什么是“德”呢？“德”是社会主义荣辱观的认知，“德”是理想信念的坚持，“德”是爱国主义的拥护！可以说，“德”就是人材素质的基础。 “德”亦是道德，是一种特殊的社会意识形态，是人类社会的上层建筑。道德通过社会舆论，传统习俗和人们的内心信念来维系自身的存在规则。它是对人们的行为进行善恶评价的心理意识，原则规范和行为活动的总和。马克思主义认为，道德作为一种社会现象，其产生有多方面的条件，经历了一个漫长的历史进程。首先社会关系的形成是道德赖以产生的客观条件。其次人类自我意识的形成与发展是道德产生的主观条件。那么什么又是“才”呢?相较于“德”而言，“才”同样也包含着广泛的内容。而“才”的本质是“智”。“智”是人才素质的基础。“智”是当代大学生掌握的各种科技文化知识的程，“智”是解决实践问题的能力，“智”并不是简单的IQ指数，它在更大的程度上代表着心理成熟的表现程度。 “才”仍有许多的外延，当然，我们没必要一一陈述。但是我们必须明确的一点是“才”在本质上指出了个人对于知识的掌控与应用的技巧性。而所谓的才高八斗，我们完全可以重新给予诠释：形容某个人能更好的应用已掌握的知识对事物做出诠释。因此，作为当代大学生的我们必须要明确的认识到德才兼备，全面发展的重要性。作为当代大学生的我们，要努力学习掌握扎实的基础知识和前沿的科学文化知识，以造福国家和人民。同时要坚持以德为先，德才兼备。中国古代思想家司马光说过：“才者，德之资也；德者，才之帅也。”用“德”统“帅”才能保证“才”的正当发挥；以“才”支撑“德”，才能真正有益于国家和人民。目前社会上出现的学术腐败和高科技犯罪等现象，为人们敲响了正确把握德才关系的警钟。对我们大学生来说。“德”决不是可有可无的。德才兼备才是王道！综观历史，有才无德的人实在是太多了，可是他们全都没留下好的名声。秦珲不聪明吗？有才华，不然又怎么能权倾朝野？但是遗憾的是他没德行，结果遗臭万年，遭受到历史的唾弃。和申，又一个只注重“才”而无“德”的典范。即使当时可以讨得龙颜一悦，权倾一时，但最终仍是为后世所不耻。为什么？你能说他智商低吗？显然不能，其实，只是他不懂德才结合的道理。就拿我们当代说吧，马家绝就是一个好例子。所以说有才无德造成的社会危害更大！反之，有德无才也不成，因为那样只能成为一个老好人。毕竟这样的人对于社会的发展，人类的进步所能起到的价值太小了。那么我们又要如何做一个德在兼备的人呢？或者说怎么做才能让自己成为一个德才兼备的人呢？我以为首先我们要明白一点，即道德与法律是相辅相承，不相互矛盾冲突的。道德与法律同是调节人民思想行为，协调人际关系的两种基本社会规范。他们是人的基本素质体现。道德与法律不可分割抵触。其次，我们要学习各种科学文化知识。毕竟我们是学生，学业本是我们的主业。如果我们连学业本身都搞不好，那就说明我们还不具有一个合格大学生所要求的基本素质。我们要独立，而独立的前提就是可以很
