“对外贸易便利化”专题讲座口译实践报告

摘要

随着中国经济实力在国际社会中地位不断彰显,国际贸易便利化问题愈加成为中央政府的高度重视项目。从2010年起,国务院连续推出了一系列促进贸易便利化的政策和措施,并于2015年向世贸组织递交了《贸易便利化协定》议定书的接受书,标志着我国贸易便利化进入了新阶段。在此背景下,中国的对外援助也蓬勃发展,促进了受援国经济社会发展的同时,更加深了双边友好关系,树立了“南南合作”的典范。

作者参加了由中华人民共和国商务部与联合国贸易与发展会议以及国际贸易中心联合主办的全球化、南南合作、贸易及纺织等领域的国际研修班,此次报告是基于作者为“对外贸易便利化”专题讲座所做的一次交替传译。本次研修班为中国-孟加拉双边班,该讲座为促进孟加拉官员对中国对外贸易便利化政策与实践提供了一次绝佳的机会。本次讲座涉及了大量的国际贸易、外贸政策等相关术语,讲者授课风格灵活多变,讲课口语化,问答环节浓重的孟加拉英语口音等都是本次口译的难点和重点。虽然挑战诸多,但作者最终顺利完成任务,得到了讲者和学员的一致好评。此报告基于释意理论,重点探讨了背景知识缺乏、专业术语处理、内容繁杂语段和译者精力受限等现象的处理技巧和策略,并结合实践进行分析。鉴于本次实践为译者独立承担的正式口译讲座项目,所出现的都为学生译员常见问题,因此希望对以后的口译实践提供一定的借鉴。

Abstract

As China’s economic status continues to rise in the international community, international trade facilitation has increasingly become a highly-valued issue of the Chinese government.The State Council has successively introduced related policies and measures to promote trade facilitation since the year of2010.On September4th2015, China handed the acceptance letter of the“Trade Facilitation Agreement”protocol to WTO,marking China’s entering a new era for trade facilitation.Against this background, China’s foreign aid continues to expand,which has greatly contributed to the economic development of other developing countries.China’s foreign aid has not only promoted the economic and social development of the recipient countries,but also deepened bilateral relations and established a model of“South-South Cooperation”for the global community.

The interpreter participated in an international seminar organized by the Ministry of Commerce of the People’s Republic of China,the United Nations Conference on Trade and Development and the International Trade Center in the fields of globalization, South-South cooperation,trade and textiles,etc..The report was based on the interpreter’s interpreting practice of the lecture“Foreign Trade Facilitation”.The workshop was a bilateral seminar between China and Bangladesh,providing an excellent opportunity for Bangladeshi officials to learn China’s successful foreign trade facilitation policy and promote the feasible and possible practice in their own country.The lecture involved a large number of related terms in the field of international trade and foreign trade policies. The difficulties and focuses of this interpretation included the speaker’s flexible teaching style,the colloquial speaking style of the lecturer,and the strong Bangladeshi English accent in the Q&A session.Despite these challenges,the interpreter successfully completed the task and received compliments from the speakers and participants.With the Interpretative Theory as the theoretical basis,this report focused on the interpreting skills

and strategies to tackle the problems of the lack of background knowledge,the processing of terminology,content-intensive paragraphs,as well as the interpreter’s concentration drop and memory lapses in the interpreting practice on the practical analysis of specific cases.In view of the fact that this practice is the official lecture project undertaken by the interpreter independently,all the problems emerged in the interpreting process prove common for the student interpreters.Therefore,this report may provide some guidance for future interpreting practice.
