An American woman Anna Jarvis was the first person to decide the mothers should have a holiday in their honor each year. Miss Jarvis started her campaign in 1906 in her home city Philadelphia. Have you wondered about the amount of time we spend talking about food and been surprised We are always asking questions such as “Have you ever eaten？” and“Wh at did you have for lunch？”Yet, if you travel from one country to another, you might find that other nations think differently about food. In Hong Kong and the south of China, some people enjoy eating snakes but in the north of China, most people refuse to eat them. The French

think that horse meat is delicious but most English people are terrified at the thought of eating it. The New Zealanders eat a lot of lamb and mutton, but never goat. The Japanese say that they do not like eating lamb and mutton because of their smell, but that they really enjoy eating raw fish more than anything else.

So it seems that there is often very little common sense about what is nicest to eat or drink in different parts of the world although we may talk on the subject of food for hours. However, as people everywhere enjoy eating what they have always eaten, there seems very little point in trying to change traditional eating habits.

漯河职业技术学院贫困生认定工作交流材料贫困生认定是开展资助工作的第一步。做好认定工作，保证认定结果的公正性是开展各类资助工作的基础。因此，全面、详实、细致地做好认定工作，是保证资助这项民生工程的基础。国家教育部和省教育厅发布了相关的开展学生资助工作的各类文件，这是贫困生认定和开展各类资助工作的依据，是保证国家各项资助政策落到实处的前提和保障。我院依据河南省教育厅河南省财政厅2007（531）号《河南省高等学校家庭经济困难学生认定办法》，开展本校的贫困生认定工作。一、制度先行，为工作保驾护航。我院根据教育部、财政部、省教育厅、省财政厅关于下发《河南省高等学校家庭经济困难学生认定办法》文件的指导思想，结合本校的具体实际情况，制定出符合我院学生特色的资助工作制度。我们学校从2004年开展学生资助工作。按照上级要求和高校需要，先后制度了一系列的配套文件指导工作的开展。我校是高职院校，大部分学生来自于贫困地区。新生报到后90%的学生都会向学校提出贫困资助申请，根据这一实际情况，我们根据学生成分、层次特点的变化，及时按照国家和教育部门的要求，调整我院资助工作的实施细则，形成了目前行之有效的工作办法，一方面保证在准确落实国家的相关资助政策、公平公正的开展学生资助工作；另一方面积极研究学校学生的实际情况，兼顾院、系、专业、班级等各级层面的具体问题，制定出符合我院学生特点的资助工作制

度，把国家的惠民政策发挥到最大效果。二、我院贫困生认定的具体做法：以实际为依据，统筹兼顾。这里的实际指具体的院学生比例，教学安排，学生来源，实习就业去向等不同。我们从一下几个方面入手。 1.学校认定文件只在整体的原则上做指导，在具体操作上不作细化，从总体上把握贫困生认定的进程。学院对每年贫困生认定的范围、认定的原则、认定小组的组成和认定的程序做统一指导性规定。比如：每年贫困生认定的时候，学校成立院级认定小组，对整个认定流程进行监督和复核。同时要求系部、年级和班级，按照学校贫困生认定的制度要求，分系、分级、分班成立各自的认定小组。小组成员名单有不同层次的人员组成，学校不过多的干涉，只是对其成员比例，流程做全面的要求和监督。这样才能保证贫困生认定工作处在全院师生的层层监督之下，又能给各级评议小组充分的自由，能够公平公正地开展全院的贫困生认定工作。 2.系部根据国家、省、院三级文件，结合本系学生的特点制定细化的贫困生评定细则。国家、省、院三级文件只是在认定标准、认定原则、认定程序、后续管理方面给于贫困生认定工作指导性意见，指定了贫困生认定工作的方向，而并没有具体地实施细则。例如：省厅对困难档次的认定标准只有一般困难和特殊困难两个档次，用于证明学生家庭情况的书面材料，只有一份《高等学校学生及家庭情况调查表》，并没有对学生各项综合方面做更加细化考核规定。例如，家庭调查表中填写的家
