AT TOWN HALL MEETING WITH FUTURE CHINESE LEADERS

你好。诸位下午好。我感到很荣幸能够有机会到上海跟你们交谈,我要感谢复旦大学的杨校长,感谢他的款待和热情的欢迎。我还想感谢我们出色的大使洪博培,他是我们两国间深厚的纽带。我不知道他刚才说什么,但是希望他说得很好。

PRESIDENT OBAMA:Good afternoon.It is a great honor for me to be here in Shanghai,and to have this opportunity to speak with all of you.I'd like to thank Fudan University's President Yang for his hospitality and his gracious welcome.I'd also like to thank our outstanding Ambassador,Jon Huntsman, who exemplif ies the deep ties and respect between our nations.I don't know what he said,but I hope it was good.(Laughter.)

我今天准备这样,先做一个开场白,我真正希望做的是回答在座的问题,不但回答在座的学生问题,同时还可以从网上得到一些问题,由在座的一些学生和洪博培大使代为提问。很抱歉,我的中文远不如你们的英文,所以我期待和你们的对话。

What I'd like to do is to make some opening comments,and then what I'm really looking forward to doing is taking questions,not only from students who are in the audience,but also we've received questions online,which will be asked by some of the students who are here in the audience,as well as by Ambassador Huntsman.And I am very sorry that my Chinese is not as good as your English,but I am looking forward to this chance to have a dialogue.

This is my first time traveling to China,and I'm excited to see this majestic country.Here,in Shanghai,we see the growth that has caught the attention of the world--the soaring skyscrapers,the bustling streets and entrepreneurial activity.And just as I'm impressed by these signs of China's journey to the21st century,I'm eager to see those ancient places that speak to us from China's distant past.Tomorrow and the next day I hope to have a chance when I'm in Beijing to see the majesty of the Forbidden City and the wonder of the Great Wall.Truly,this is a nation that encompasses both a rich history and a belief in the promise of the future.

而我们两国的关系也是如此,上海在美中关系的历史中是个具有意义的重大城市,在30年前,《上海公报》打开了我们两国政府和两国人民接触交往的新的篇章。

The same can be said of the relationship between our two countries. Shanghai,of course,is a city that has great meaning in the history of the

relationship between the United States and China.It was here,37years ago, that the Shanghai Communique opened the door to a new chapter of engagement between our governments and among our people.

However,America's ties to this city--and to this country--stretch back further,to the earliest days of America's independence.In1784,our founding father,George Washington,commissioned the Empress of China,a ship that set sail for these shores so that it could pursue trade with the Qing Dynasty. Washington wanted to see the ship carry the flag around the globe,and to forge new ties with nations like China.This is a common American impulse--the desire to reach for new horizons,and to forge new partnerships that are mutually beneficial.

A different kind of connection was made nearly40years ago when the frost between our countries began to thaw through the simple game of table tennis. The very unlikely nature of this engagement contributed to its success--because for all our differences,both our common humanity and our shared curiosity were revealed.As one American player described his visit to China --"[The]people are just like us…The country is very similar to America,but still very different."

Of course this small opening was followed by the achievement of the Shanghai Communique,and the eventual establishment of formal relations between the United States and China in1979.And in three decades,just look at how far we have come.

In1979,trade between the United States and China stood at roughly$5 billion--today it tops over$400billion each year.The commerce affects our people's lives in so many ways.America imports from China many of the computer parts we use,the clothes we wear;and we export to China machinery that helps power your industry.This trade could create even more jobs on both sides of the Pacif ic,while allowing our people to enjoy a better quality of lif e.And as demand becomes more balanced,it can lead to even broader prosperity.

如今我们有着积极合作和全面的关系,为我们在当前重大的全球问题上建立伙伴关系打开了大门,这些问题包括经济复苏、洁净能源的开发、制止核武器扩散以及应对气候变化。还有在亚洲及全球各地促进和平和稳定,所有这些问题我明天与胡主席会谈时都会谈到。In1979,the political cooperation between the United States and China was rooted largely in our shared rivalry with the Soviet Union.Today,we have a positive,constructive and comprehensive relationship that opens the door to partnership on the key global issues of our time--economic recovery and the development of clean energy;stopping the spread of nuclear weapons and the scourge of climate change;the promotion of peace and security in Asia and around the globe.All of these issues will be on the agenda tomorrow when I meet with President Hu.

And in1979,the connections among our people were limited.Today,we see the curiosity of those ping-pong players manif ested in the ties that are being forged across many sectors.The second highest number of foreign students in the United States come from China,and we've seen a50percent increase in the study of Chinese among our own students.There are nearly200 "friendship cities"drawing our communities together.American and Chinese scientists cooperate on new research and discovery.And of course,Yao Ming is just one signal of our shared love of basketball--I'm only sorry that I won't be able to see a Shanghai Sharks game while I'm visiting.

那么我们两国之间的这种关系给我们带来了积极的变化,这并不是偶然的,中国使得亿万人民脱贫,而这种成就是人类历史上史无前例的。而中国在全球问题中也发挥更大的作用,美国也目睹了我们经济的成长。

It is no coincidence that the relationship between our countries has accompanied a period of positive change.China has lifted hundreds of millions of people out of poverty--an accomplishment unparalleled in human history--while playing a larger role in global events.And the United States has seen our economy grow along with the standard of living enjoyed by our people,while bringing the Cold War to a successful conclusion.

中国有句古言,温故而知新。当然,我们过去30年中也遇到了挫折和挑战,我们的关系并不是没有困难的,没有分歧的。但是我们必须一定是对手这种想法不应该是一成不变的。由于我们两国的合作,美中两国都变得更加繁荣、更加安全。我们基于相互的利益、相互的

尊重就能有成就。

There is a Chinese proverb:"Consider the past,and you shall know the future."Surely,we have known setbacks and challenges over the last30 years.Our relationship has not been without disagreement and difficulty. But the notion that we must be adversaries is not predestined--not when we consider the past.Indeed,because of our cooperation,both the United States and China are more prosperous and more secure.We have seen what is possible when we build upon our mutual interests,and engage on the basis of mutual respect.

不过,这种接触的成功要取决于我们要彼此了解,要能够进行开诚布公的对话,彼此进行了解。就像当年美国乒乓球运动员所说的,我们作为人有着共同的向往,但是我们两国又不同。

And yet the success of that engagement depends upon understanding--on sustaining an open dialogue,and learning about one another and from one another.For just as that American table tennis player pointed out--we share much in common as human beings,but our countries are different in certain ways.

我认为我们两国每个国家都应该勾画出自己要走的路,中国是一个文明古国,它有着博大精深的文化。相对而言,美国是一个年轻的国家,它的文化受到来自许多不同国家移民的影响,而指导我们民主制度文件的影响。

I believe that each country must chart its own course.China is an ancient nation,with a deeply rooted culture.The United States,by comparison,is a young nation,whose culture is determined by the many different immigrants who have come to our shores,and by the founding documents that guide our democracy.

我有一个非常简单的向往,代表了一些核心的原则,就是所有的人生来平等,都有着基本的权利,而政府应当反映人们的意志,贸易应该是开放的,信息流通应当是自由的,而法律要保证这个公平。

Those documents put forward a simple vision of human affairs,and they enshrine several core principles--that all men and women are created equal, and possess certain fundamental rights;that government should reflect the will of the people and respond to their wishes;that commerce should be open, information freely accessible;and that laws,and not simply men,should guarantee the administration of justice.

当然,我们的国家历史也不是没有过困难的地方,从很多方面来讲,很多年以来,我们是通过斗争来促进这些原则或者是所有的人民能够享受到,为了缔造一个更完美的联合,我们也打过一个很痛苦的内战,把一部分我们被奴役的人口释放出来,经过一段时间才能使妇女有投票权,劳工有组织权,包括来自各地的移民能够全部被接受。即使他们被解放以后,非洲裔美国人也和美国人经过一些分开的、不平等的条件,经过一段时间才争取到全面的平等权利,所有这些是不容易的。但是我们对这些核心原则的信念我们取得的进展,在最黑暗的风暴当中是作为我们的指南针。

Of course,the story of our nation is not without its difficult chapters.In many ways--over many years--we have struggled to advance the promise of these principles to all of our people,and to forge a more perfect union.

We fought a very painful civil war,and freed a portion of our population from slavery.It took time for women to be extended the right to vote,workers to win the right to organize,and for immigrants from different corners of the globe to be fully embraced.Even after they were freed,African Americans persevered through conditions that were separate and not equal,before winning full and equal rights.None of this was easy.But we made progress because of our belief in those core principles,which have served as our compass through the darkest of storms.

这是为什么林肯在内战期间站起来说过,任何一个国家以自由、以所有人类平等的原则能够长久的存在,也就是为什么金博士在林肯纪念馆的前台站起来,说我们国家要必须真正的实现我们的信念。也就是为什么来自中国或者肯尼亚的移民能够到我们的家,也是为什么一个不到50年前以前在某些地方连投票都遇到困难的人,现在就能够做到那个国家的总统。That is why Lincoln could stand up in the midst of civil war and declare it a struggle to see whether any nation,conceived in liberty,and"dedicated to the proposition that all men are created equal"could long endure.That is why Dr. Martin Luther King could stand on the steps of the Lincoln Memorial and ask that our nation live out the true meaning of its creed.That's why immigrants from China to Kenya could find a home on our shores;why opportunity is available to all who would work for it;and why someone like me,who less than50years ago would have had trouble voting in some parts of America,is now able to serve as its President.

And that is why America will always speak out for these core principles around the world.We do not seek to impose any system of government on any other nation,but we also don't believe that the principles that we stand for are unique to our nation.These freedoms of expression and worship--of access to information and political participation--we believe are universal rights.They should be available to all people,including ethnic and religious minorities--whether they are in the United States,China,or any nation. Indeed,it is that respect for universal rights that guides America's openness to other countries;our respect for different cultures;our commitment to international law;and our faith in the future.

These are all things that you should know about America.I also know that we have much to learn about China.Looking around at this magnificent city --and looking around this room--I do believe that our nations hold

something important in common,and that is a belief in the future.Neither the United States nor China is content to rest on our achievements.For while China is an ancient nation,you are also clearly looking ahead with confidence,ambition,and a commitment to see that tomorrow's generation can do better than today's.

China is now the world's largest Internet user--which is why we were so pleased to include the Internet as a part of today's event.This country now has the world's largest mobile phone network,and it is investing in the new forms of energy that can both sustain growth and combat climate change--and I'm looking forward to deepening the partnership between the United States and China in this critical area tomorrow.But above all,I see China's future in you--young people whose talent and dedication and dreams will do so much to help shape the21st century.

I've said many times that I believe that our world is now fundamentally interconnected.The jobs we do,the prosperity we build,the environment we protect,the security that we seek--all of these things are shared.And given that interconnection,power in the21st century is no longer a z ero-sum game;one country's success need not come at the expense of another.And that is why the United States insists we do not seek to contain China's rise. On the contrary,we welcome China as a strong and prosperous and successful member of the community of nations--a China that draws on the rights,strengths,and creativity of individual Chinese like you.

再回到刚才的谚语,我们应该考虑过去。在大的国家合作的时候,就比互相碰撞会取得更多得好处,这就是人类在历史上不断吸取的教训。我认为我们合作应该是超越政府间的合作,应该是以人民为基础,我们所研究的内容,我们所从事的生意,我们送获得的知识,我们所进行的体育比赛,所有这些桥梁必须是年轻人共同合作建立起来。

To return to the proverb--consider the past.We know that more is to be gained when great powers cooperate than when they collide.That is a lesson that human beings have learned time and again,and that is the example of the history between our nations.And I believe strongly that cooperation must go beyond our government.It must be rooted in our people--in the studies we share,the business that we do,the knowledge that we gain,and even in the sports that we play.And these bridges must be built by young men and women just like you and your counterparts in America.

That's why I'm pleased to announce that the United States will dramatically expand the number of our students who study in China to100,000.And these exchanges mark a clear commitment to build ties among our people,as surely as you will help determine the destiny of the21st century.And I'm absolutely confident that America has no better ambassadors to offer than our young people.For they,just like you,are filled with talent and energy and optimism about the history that is yet to be written.

要看到向我们展现中国古老的古迹,明天和后天我要到北京去看雄伟壮丽的故宫和令人叹为观止的长城,这个国度既有丰富的历史,又有对未来憧憬的信念。 而我们两国的关系也是如此,上海在美中关系的历史中是个具有意义的重大城市,在30年前,《上海公报》打开了我们两国政府和两国人民接触交往的新的篇章。 不过美国与这个国家的纽带可以追溯更久远的过去,追溯到美国独立的初期,乔治-华盛顿组织了皇后号的下水仪式,这个船成功前往大清王朝,华盛顿希望看到这艘船前往各地,与中国结成新的纽带。希望中国开辟新的地平线,建立新的伙伴关系。在其后的两个世纪中,历史洪流使我们两国关系向许多不同的方向发展,而即使在最动荡的方向中,我们的两国人民打造深的,甚至有戏剧性的纽带,比如美国人永远不会忘记,在二战期间,美国飞行员在中国上空被击落后,当地人民对他们的款待,中国公民冒着失去一切的危险罩着他们。

上海知青的“孽债” 知青孽债——深埋的爱东方卫视“幸福魔方”栏目一个上海知青的真实故事,爱有多深、情有多重!在当时大时代的背景下,无奈!无言!无限感慨!一个上海知青的“孽债”刺梅的博客云南因有西双版纳的亚热带风光,有绵延数千里的边境线,所以使很多人对这个地方充满了向往。尤其是那些婀娜多姿的傣族姑娘,身着凸现腰身的筒裙,头顶浓密别致的发鬏,摆动杨柳腰肢,轻挪细碎步履,时隐时现的穿梭在茂盛的雨林之中,将这片神奇的土地衬托得更加美丽迷人。 而当年上海知青随着下乡插队的滚滚洪流,有些身不由己的将自己的命运,和这里的人们紧紧的联系在了一起。在没有人烟的深山老林中,他们开垦荒地,种植橡胶,将青春的年华和充满激情的汗水肆意挥洒。 随着他们种植的橡胶树一天天的长大,他们和当地姑娘小伙的感情也在不断的演变升华,在茂密的原始森林里上演了一幕幕幸福甜蜜的爱情喜剧。 但突如其来的知青返城大潮,却将一对对沐浴在爱河之中的“鸳鸯”美梦惊醒,缠绵绯恻的情感成了某些知青实现理想的羁绊。 由于特定的历史背景,注定这些本该是喜剧里的男女主角,

必然成为悲剧中的人物。而当年轰动一时的电视剧《孽债》,正是把那个时期,下乡到云南的有些上海知青,为此而背上了一个个让他们一辈子都还不完的“孽债”的特殊经历,真实的演绎了出来。 酷爱养鸟的老宋,就是在68年下乡到云南的上海知青,现在和妻子在上海过着一般老百姓平淡而又安详的幸福生活。一天,这种平静的生活被老宋的突然离家出走打断了。在老宋妻子的求助下,江苏卫视的记者根据她提供的地址,到老宋曾下乡的地方云南去寻找他。因为他妻子说,老宋插队时曾有个当地的初恋情人,从种种迹象表明,老宋还和她有着来往,她怀疑老宋这次就是到云南他那个初恋情人那里去了。 当记者沿着崎岖的山路,辗转来到当年老宋下乡的寨子。经过打听,果然有这样一个叫香玉的女人,因病在医院住着。记者从村干部那里还得到了一个让他们很意外的情况,说香玉还有一个和上海知青生的儿子,已长大成人。 难道真像老宋妻子怀疑的那样,在老宋身上也有一笔像电视剧里一样的“孽债”?! 记者带着疑问进一步寻访,发现老宋果然是在这里,并且在医院精心照料着病床上的初恋情人香玉已经好几天了。 随着老宋的讲述,一段尘封已久的情感纠葛,渐渐浮出了水面:这是一个由两位上海知青,和一个傣族姑娘共同演绎得

上海知青和他们的“黑土情缘” 对于现在的年青人来说,“知青”是一个远去的传说,但对“知青”而言,那是一段无法抹去的真实记忆。回顾与憧憬、诉说与倾听知青故事,只是为了铭记历史。 6月3日,近百名上海知青回访黑龙江省黑河市逊克县,双河大队是他们当年下乡插队的地方。我有幸随行采访,开始了“黑土地?不了情――双河知青故乡之旅”。 从哈尔滨到北安、嫩江、黑河、逊克、伊春再返回哈尔滨。七天的时间里,我和他们一起畅叙知青情怀,铭记那段激情与困惑交织、理想与迷茫混合、艰辛与奋斗同在的青春岁月。 对于现在的年青人来说,“知青”是一个远去的传说,但对“知青”而言,那却是一段无法抹去的真实记忆。作为一个时代的集体印记,“知青”正渐渐远离人们的视野。回顾与憧憬、诉说与倾听知青故事,只是为了铭记历史。 当年,他们只有十七、八岁,告别父母,远离家乡,奔向“广阔天地”。如今,他们平均年龄已有62岁,但自从踏上这片黑土地,他们又回到了青年状态,还是像十七、八岁的孩子那样快乐,激情澎湃。 任何历史都有其独特的时代背景,了解知青,必须从知青的历史背景开始。

上世纪六十年代初,由于大跃进失败,上海的就业途径变得空前狭窄,众多青年中学毕业后无法升学,就业遇到前所未有的困难。正是在这种背景下,政府从1962年起在全国范围内有组织有计划地动员知识青年上山下乡,要“一颗红心,两种准备”,号召城市中不能升学或失业的中小学毕业生学习苏联青年在西伯利亚开展的垦荒运动。很快,知识青年上山下乡渐进式在大江南北延伸。 1966年,在文化大革命的影响下高考停止,许多中学毕业生既无法进入大学,又无法被安排工作,中央意识到他们需要寻找一个办法将这批年轻人安置下来,以免情况失去控制。 1968年12月22日,毛泽东授意《人民日报》发表了题为《我们也有两只手,不在城里吃闲饭》的文章,其中引用了毛泽东的指示:“知识青年到农村去,接受贫下中农再教育,很有必要。要说服城里的干部和其它人,把自己初中、高中、大学毕业的子女,送到乡下去,来一个动员。各地农村的同志应当欢迎他们去。” 毛主席的“最新指示”发表后,全国各大城市立即沸腾起来,掀起了知识青年上山下乡高潮,共有1770万知识青年从城市涌向农村。而上海作为最早发动上山下乡的运动的城市,从1963年开始,已经有计划、有指标的组织10万名知识青年前往新疆戍边。

美国东部时间1月20日中午12时左右,美国第44任总统贝拉克-奥巴马发表就职演说,全文如下:各位同胞: 今天我站在这里,为眼前的重责大任感到谦卑,对各位的信任心怀感激,对先贤的牺牲铭记在心。我要谢谢布什总统为这个国家的服务,也感谢他在政权转移期间的宽厚和配合。 四十四位美国人发表过总统就职誓言,这些誓词或是在繁荣富强及和平宁静之际发表,或是在乌云密布,时局动荡之时。在艰困的时候,美国能箕裘相继,不仅因为居高位者有能力或愿景,也因为人民持续对先人的抱负有信心,也忠於创建我国的法统。 因此,美国才能承继下来。因此,这一代美国人也必须承继下去。 现在大家都知道我们正置身危机核心,我国正在与四处蔓延的暴力和憎恨作战。我们的经济元气大伤——这既是某些人贪婪且不负责任的後果,也是大众未能做出艰难的选择,对国家进入新时代做准备不足所致。许多人失去房子,丢了工作,生意萧条。我们的医疗太昂贵,学校教育让人失望。每天都有更多证据显示,我们利用能源的方式壮大我们的对敌,威胁我们的星球。 这些都是得自资料和统计数据的危机指标。比较无法测量但同样深沉的,是举国信心尽失——持续担心美国将无可避免地衰退,也害怕下一代一定会眼界变低。 今天我要告诉各位,我们面临的挑战是真的,挑战非常严重,且不在少数。它们不是可以轻易,或在短时间内解决。但是,美国要了解,这些挑战会被解决。 在这一天,我们聚在一起,因为我们选择希望而非恐惧,有意义的团结而非纷争和不合。

为公、执政为民的宗旨,取得了抗非无一例疑似病例、抗洪无人员伤亡、无溃堤、无大疫的重大胜利。二是县域经济实力明显增强。?年,全县完成国内生产总值亿元(现价),比上年增长%。工业经济快速攀升。完成地方财政收入1.53 亿元,增长1.4%。全年实现社会消费品零售总额17.97 亿元,增长7.1%。固定资产投资总额亿元,增长%;金融机构各项存款余额亿元,比去年初增加3.99 亿元。三是工业企业改革成效突出。一年来,我县积极稳妥地对现有国有、集体企业进行民营化改革。全县共实施破产企业10 家,整体出售企业11 家,对职工进行身份置换企业39 家,承包租赁企业6 家,实行股份制企业45 家,部分解除劳动合同企业57 家,全县企业实现职工身份置换5060 人。通过改革,我县企业生产形势明显好转。四是农村经济继续稳步发展。针对严重的自然灾害,我县确立了以晚补早、以养补种、以经补粮、以劳补收、以外补内、以工补农的生产自救工作思路。?年,全县共落实优质小麦订单65 万亩,其中高质量地完成了25 万亩国家优质小麦基地项目,其它农产品订单15 万亩。畜牧养殖得到继续发展,至年底,全县肉类总产万吨,同比增长%。畜牧业为农民人均纯收入贡献800 元以上。林业生产共争取国家投资640 万元,全年完成造林面积11 万亩。全县共转移剩余劳动力22 万人,实现劳务收入约亿元。今年共实现农业总产值亿元。五是招商引资成果丰硕。全年共完成招商引资额2 亿元。主要引资项目有:投资8000 万元的牛群商贸城二期工程,投资3000 万元的南二环路中段改造工程,投资1000 万元的庄梦苑小区工程,投资1000 万元的漆园宾馆改造工程等,储备了日新公司牛肉休闲系列食品项目、印刷工业园区建设项目等20 余个项目。同时,经济发展环境进一步优化,加大了整治“三乱”的工作力度,组织了政风评议员对人事、司法、地税、环保、城建等56 个单位和部门开展了政风评议。六是民营和个私经济不断壮大。出现了五洲、东升、振华、华洋、万洁、振富等一批生机勃勃的民营企业。至去年年底,全县共有私营企业402 户,产值亿元。个体工商户24620 户,产值亿元。个私企业从业人员万人。个私经济成为财政收入的重要增长点。七是社会各项事业全面发展。?年全县高考本科达线1377人,同比增长21 %。城市文明创建进入“全省文明创建先进县”行列。农村三级卫生和防疫网络进一步健全,成为“全国亿万农民健康促进行动示范县”。综合治理和严打整治斗争深入推进,社会稳定。 同时,科技、文化、体育、交通等各项社会事业全面推进,人民安居乐业。

I'd like to thank Fudan University's President Yang for his hospitality and his gracious welcome. I'd also like to thank our outstanding Ambassador, Jon Huntsman, who exemplifies the deep ties and respect between our nations. I don't know what he said, but I hope it was good. (Laughter.) 侬好(上海话)!诸位下午好。我感到很荣幸能够有机会到上海跟你们交谈,我要感谢复旦大学的杨校长,感谢他的款待和热情的欢迎。我还想感谢我们出色的大使洪博培,他是我们两国间深厚的纽带。我不知道他刚才说什么,但是希望他说得很好。 What I'd like to do is to make some opening remarks, and then what I'm really looking forward to doing is taking questions, not only from students who are in the audience, but also we've received questions online, which will be asked by some of the students who are here in the audience, as well as by Ambassador Huntsman. Here, in Shanghai, we see the growth that has caught the attention of the world -- the soaring skyscrapers, the bustling streets and entrepreneurial activity. And just as I'm impressed by these signs of China's journey to the 21st century, I'm eager to see those ancient places that speak to us from China's distant past. Tomorrow and the next day I hope to have a chance when I'm in Beijing to see the majesty of the Forbidden City and the wonder of the Great Wall. Truly, this is a nation that encompasses both a rich history and a belief in the promise of the future. 这是我首次访问中国,我看到你们博大的国家,感到很兴奋。在上海这里,我们看到了瞩目的增长,高耸的塔楼,繁忙的街道,还有企业家的精神。这些都是中国步入21世纪的迹象,让我感到赞叹。同时我也急切的要看到向我们展现中国古老的古迹,明天和后天我要到北京去看雄伟壮丽的故宫和令人叹为观止的长城,这个国度既有丰富的历史,又有对未来憧憬的信念。
