Study on Combined Emergency Response Plan System of

Coal Mine Fateful Accidents

Abstract: According to the study on existing problems of traditional coal mine emergency response plan, this paper puts forward the combined emergency response plan system. First, the definition and the framework-picture of coal mine fateful accident combined emergency response plan system were offered; Secondly, general control procedure, professional procedure, supportive procedure and their organizational structures, material contents were introduced in detail, combined emergency response plan system is a contrast to traditional emergency response plan system; Finally, It was summarized that coal mine fateful accident combined emergency response plan system has the characteristic of systemic,well-organized and pertinence, also the combined emergency response plan system can provide guidance to coal mine emergency response plan’s composing.

1 Introduction

Industrialized country's statistics indicated that effective accident emergency response plan system can reduce the casualty loss to 6% of which not has the emergency plan[1-2]. The establishment of domestic traditional coal mine emergency plan is based on calamity prevention handling plan, the main contents include compilation basis, application scope, composing principles, analysis of fatalness, the organization of emergency response, measures of emergency response, drill and amend of emergency response plan. Although essential content related to emergency response is contained basically, responsibilities of correlative people is not specific and pertinence of emergency measures is not strong, so maneuverability of emergency plan is not good and efficiency of emergency plan is not high, because it is lack of systematic and orderliness file systems[3-4]. Combined emergency response plan system is put forward aiming at this existent problem. The system include general control procedure, professional procedure and supportive procedure, each program contains some essential factors respectively and forms the frame structure in distinct orderliness. According to this structure the emergency plan which is compiled has many merits, such as: definite responsibilities of emergency organization, specific emergency measures and strong indemnificatory of emergency materials. Therefore, emergency work progresses smoothly.

2 Combined Emergency Response Plan System of Coal Mine Fateful Accident

2.1 Definition

General control procedure, professional procedure and supportive procedure are the structure of combined emergency response plan system. Basic factors are the content of combined emergency response plan system. General control procedure is the compendium of the system, it describes total things. Professional procedure is constituted to deal with the serious accidents, it is the core of the system. Supportive procedure is strong support of the system.

2.2 Structure of Combined Emergency Plan

The structure of combined emergency response plan system of coal mine is showed in Table 1, it reflects major framework of combined emergency response plan system of coal mine. Every branch and its inclusive content make up a specific and overall emergency response plan of coal mine [5,6].

3 General Control Procedure

General control procedure is also called total preparatory scheme. The main contents include analysis of fatalness, organization

of emergency response, procedure of emergency response program, general rules of emergency action and management of emergency plan. It is the foundation of emergency rescue work, it has instructional effect to the unexpected instances. Its structure is showed in Table 2.

In general control procedure, summary introduces the basic content of emergency response plan’s writing. Danger analysis is t he foundation of emergency response, fateful accidents and its influencing scope are made certain through distinguishing, detecting, evaluating, monitoring and controlling to major dangerous source, so emergency work is more effectual. Organization of emergency response takes extremely important role in entire emergency response work, in which emergency headquarters is constituted by chief commander, vice commander and headquarters members, emergency ambulance corps is constituted by commander group on-the-spot, relieving group, traffic transportation group, supportive group for emergency information, supportive group for emergency material and equipments, supportive group for emergency technology and supportive group for emergency service and safety. Emergency respond program is constituted by many detailed programs，they can guarantee emergency work goes on smoothly [7-8]. General rules of emergency action are the composition of operative norm and the basic principle during emergency action. Detailed content about emergency plan administration are narrated in management of emergency plan.

4 Professional Procedure

Professional procedure is compiled to fire, gas and smut explosion, roof-fall, flood, coal (rock) and gas extrusion accidents and other urgency. It is the most important procedure in entire emergency response plan [9]. Their main points are showed in Table 3.

5 Supportive Procedure

In order to guarantee the realization of general control procedure and professional procedure and make emergency response work efficiently, the supportive procedure consists of four parts: emergency information, emergency material and equipments, emergency technology, emergency service and safety, their main contents are showed in Table 4[10].

6 Comparison of Combined Emergency Plan and Traditional Emergency Plan

Combined emergency plan is effectual in comparison with traditional emergency plan from following aspects:

(1) From classificatory response programs of emergency start-up .Combined emergency plan has not only definite provisions but also starts classificatory response program according to serious degree of accident, so emergency work can go on orderly and

smoothly under the condition that accident occurs. Emergency work can not go on by order because traditional emergency plan has no detailed provisions.

(2)From the duty division of emergency response organization .Combined emergency plan has not only definite provisions to institution setting and personnel buildup of emergency response organization but also describes respective responsibility of emergency response organization definitely .Therefore each member of emergency response organization can undertake his duty actively when a accident occurs and the efficiency of emergency response are raised. Traditional emergency plan also has descriptions for emergency response organization, but the duty division of emergency response organization is not clear enough and responsibility of each member is not strong. So the efficiency of emergency response is not high in this instance.

(3)From pertinence and materiality of emergency plan. General control program of combined emergency plan describe the fundamental content of emergency response comprehensively and detailed, professional procedure narrates accident sources, measures of controlling accidents, methods of searching and withdrawing miners, action rules of succor and methods of resuming ventilation after various accidents occurring. So maneuverability and practicality of emergency plan are enhanced. Traditional

emergency plan describes related content only simply, the content is not enough abundant, so instruction and practicality are not strong.

7 Conclusions

(1)According to the study on existing problems of traditional coal mine emergency response plan, this paper puts forward the combined emergency response plan system of coal mine fatal accident, and drawn up this system's frame structure.

(2)This paper systematic expounds the main content of compile emergency response plan in three aspects, including general control procedure, professional procedure and Supportive procedure. The coal mine corporations can compile executable and operable emergency plan by the system according to its actual instance.

(3)This paper proposes the combined emergency plan system, has the important guidance for the coal mine emergency response plan’s establ ishment and enhances the coal mine emergency rescue efficiency.
