中国世界文化遗产的保护与开发 摘要：世界文化遗产是指被联合国教科文组织和世界遗产委员会确认的人类罕见的、目前无法替代的财富，是全世界公认的具有突出意义和普遍价值的文物古迹和自然景观。中国作为文化古国，到目前中国已有48处文化古迹、历史名城和自然景区列入世界文化遗产名录。这些文化遗产体现了中华民族的思维方式和文化价值，是中国珍贵的文化财富。就目前来说，一些文化遗产是及其脆弱的，在城镇化和工业化的浪潮中，我国一些文化遗产遭到破坏。如何处理好文化遗产保护与开发的关系是当前我们必须重视的问题。 关键词：中国世界文化遗产现状及原因保护与开发开发转变 为了使物质文明的进步与环境保护相协调，为了全人类的可持续发展，联合国教科文组织成员国于1972年倡导并缔结了《保护世界文化与自然公约》。 中国于1985年成为该公约的缔约国并于1999年10月29日，当选为世界遗产委员会成员。。于1986年开始向联合国教科文组织申报世界遗产项目。中国虽然起步较晚，但却后来居上，自1987年至2015年国先后被批准列入《世界遗产名录》的世界遗产已达48。名列第二，仅在意大利之后。 文化遗产是我们的祖先智慧的结晶，它直观地反映了人类社会发展的这一重要过程，具体有历史的、社会的、科技的、经济的和审美的价值，是我们社会发展不可或缺的物证。纵观中国所有世界性的文化遗产，它们都蕴含着中华民族独特的特色，几千年深厚的文化底蕴和重要的历史意义。 世界文化遗产其价值如此丰富，如何对待中国世界文化遗产是一个值得探讨的问题。一方面，为了最大发挥文化遗产的价值，对文化遗产进行推广与开发是必不可少的。这不仅可以促使人民去了解我们身边不可多得的文化财富，也可以带来一定的经济

世界文化遗产保护 不断出现的问题，不断凸现的矛盾和不断涌现的挑战，将时间撕裂成一块块“碎片”，甚至一天之内要几次“脑筋急转弯”。如果不能针对闪过的想法及时停下来思考，面对发现的问题及时静下来反思，就会陷于疲于应付，不堪重负的境地。城乡建设大规模展开的时期，必然是文化遗产保护处于最紧迫，最关键的历史阶段，只有“把工作当学问做，把问题当课题解”，才能在复杂的情况下，夯实基础，居安思危，防患未然，在困难的情况下，深思熟虑，心中有数，底气充足，在紧急的情况下，头脑清醒，敢于直面，坚守底线。 “把工作当学问做，把问题当课题解”的工作方法，需要持之以恒，读书，思考，写作，归纳，早已成为每天的必修课。无论是在考察途中的汽车里，还是在往返的飞机上，特别是每天晚上静坐书桌前，以电脑为伴，将考察的感想，调研的体会，阅读的心得及时记录下来，这是一次次思绪的梳理，认识的深化。长期下来，居然积攒下上千万字的记录，包括论文，报告，访谈，提案，林林总总，其中既有“一吐为快”的真实感受，也有“深思熟虑”的肺腑之言，还有“临阵磨枪”的即席表达。将他们汇集起来，既是一个时期实践经验的点滴记载，也是一个时代文化遗产事业的综合记实，还是一个保护工作者不惜生命的心灵写作。 北京时间2014年6月22日15时19分，从卡塔尔首都多哈传来喜讯，在第38届世界遗产委员会会议上，“中国大运河”被列入《世界遗产名录》。30分钟后，跨国联合申报的“丝绸之路：长安——
天山廊道的路网”也顺利通过评审。作为大运河和丝绸之路保护与申报的参与者和见证者，我格外激动和自豪，2015年5月5日，从文化遗产保护现场又传来好消息，世界文化遗产---大足石刻千手观音造像抢救性保护修复工程竣工，看到“前方”传来修复后的美轮美奂的千手观音造像影像，我激动不已。 在保护世界遗产亚洲研讨会上的讲话P10 今天借这个机会，谈两点意见。一是加强人才培养。在世界遗产全球战略中，能力建设始终排在重要位置，特别是在当今社会中，运用先进的科学技术和科学管理手段对文化遗产进行研究，保护与管理具有极为重要的意义。我们需要大量既有远大抱负，又懂科学规律，还有奉献精神，能默默无闻，踏踏实实从小事做起，并能持之以恒为世界遗产事业奋斗终生的人才。国家文物局高度重视世界遗产人才培养工作，将同北京理工大学等各大高校、有关科研机构开展多种形式的密切合作，培养更多的高素质世界遗产保护管理人才，为我国世界遗产事业的可持续发展作出新的贡献。 二是积极参与世界遗产全球战略的研究和国际合作，中国世界遗产事业的发展离不开国际大环境。中国高速发展的综合国力，文明古国的重要地位以及现有人才条件和工作基础，都决定着中国应当以更积极的态度融入国际社会，我们期待理工大学文化遗产系在今后的教学和科研中，以达到国际先进水平为目标，深入开展世界遗产保护管理的研究工作，积极参与国际学术交流与合作。今天到会的不少外国朋友将在会上发表自己的观点，并到北京和山西的文化遗产所在地进

世界遗产名录(资料) 世界遗产名录( 资料) 世界遗产标志 为了保护世界文化和 自然遗产，联合国教科文组织于1972年11月16日在第十七次大会上正式通过了《保护世界文化和自然遗产公约》（以下简称《公约》）。1976年，世界遗产委员会成立，并建立了《世界遗产名录》。中国于1985年12月12日加入《公约》，1999年10月29日当选为世界遗产委员会成员。 基本信息 被世界遗产委员会列入《世界遗产名录》的地方，将成为世界级的名胜，可接受“世界遗产基金”提供的援助，还可由有关单位组织游客进行游览。由于被列入《世界遗产名录》的地方能够得到世界的关注与保护，提高知名度并能产生可观的经济效益和社会效益，各国都积极申报“世界遗产”。 由于申报“世界遗产”的国家和所报的项目越来越多，已有37项。2002年4月28日召开的世界遗产委员会第26 次会议决定，今后审批世界遗产的条件将更加严格，一个国家一次最多申报两处遗产（其中至少包括一项自然遗产提

关于我国世界文化遗产研究的文献综述 公共事业管理专业学生郑雪 指导教师陈瑞红 摘要：世界文化遗产是全人类文明的结晶，是世界不同地区、地域文化的典型代表，是世界 文明发展的见证。鉴于世界文化遗产的脆弱性、不可再生性和无价性，对文化遗产的保护和研究在世界各国均引起了高度重视.本文从文化遗产的基本内涵、现状和文化遗产保护过程中存在的问题这三个方面来对前人的研究进行了简要的概述和总结，针对研究的现状和存在的问题提出了自己的观点并进行了简要的分析。 关键词：文化遗产；基本概况；存在问题 A Summary of China’s Cultural Heritage Student majoring in the public institution administration Zhengxue Tutor Chenruihong Abstract: World cultural heritage, a crystallization of human being, tropical representation of culture in all sort of area and regions, witness of development of world’s civilization, has been destroyed in a larger and larger degree over years. 精品资料 谢谢主席，问候在场各位。 当今社会生活中，如何对待文化遗产已经成为了一个受人关注的议题。而商业化则为其中方式之一。商业化指以盈利为目的，将文化遗产与现代商品服务相结合的过程和结果。其初衷表现为趋利性，从而导致其为了逐利难能确定自我满足的平衡点。而我们所说的文化遗产则指具有历史、艺术、科学价值的文物和建筑群，以及同群众生活密切相关、世代相传的传统文化的表现形式。今天基于商业化对文化遗产保护及传承的影响这个标准，我方认为文化遗产商业化弊大于利。将从以下三个方面进行论述。 其一：从文化遗产的自身特点来看，商业化会导致文化遗产的发展重心产生偏移。宽窄巷子的清代韵味被盆栽冰淇淋、土耳其烤肉串所取代；丽江古城的民族特产、宋元特色被各具情调的酒吧以及千篇一律的义乌小商品市场占领。商业化出于其逐利性，将文化遗产打造成了休闲旅游产业链，文化特点被灯红酒绿所掩盖，精神内涵也淹没在喧嚷嬉闹之下，本来各具特色的文化遗产最终只能被迫趋同相似。 其二：从文化遗产实体来看，商业化的肆意干涉会损害其外观，挤占文化工艺的生存空间，造成不可逆转的结果。黄山西海景区海拔2100米处，建有21个宾馆和招待所，近万张床位，为了供水就地拦截山上溪流泉水，修筑水库，改变了黄山的生态环境，甚至造成了一些黄山松的死亡。黎族传统纺染织绣技艺商业化后，大机械工厂生产出的简单样式得到热卖，而传统的纺染织绣技艺却因成本较高而不得不淡出市场。无论是生态的人为损坏还是传统工艺被挤占发展空间，商业化打着保护的大旗，实则让文化遗产被迫的卑躬屈膝，看似是修缮改进，其实是让文化遗产像利益低头，变成一副迎合受众的模样，这样对于文化遗产本质的损害是无法挽回的。 其三：从文化遗产的呈现来看，企业会将商业噱头包装成文化精神内涵，导致大众关注点产生偏差。欧阳修钟爱的会峰阁在电视剧琅琊榜播出后，为博人眼球而毅然改名琅琊榜。商家将电视剧中的虚构故事包装为此处的传统精神内涵，抹杀了会峰阁原本的文化价值。如此，在商业化的宣传之下，浮夸的广告语被当作精神内涵，拍照留念被当作领悟文化。这样的引导偏差会导致文化遗产的原有价值被掩盖甚至被扭曲，一切的宣传推广只能让文化传承变了味道。 综上所述，我方坚持认为文化遗产商业化弊大于利。 仅供学习与交流，如有侵权请联系网站删除谢谢2

世界遗产分类评定标准 世界遗产的评定 世界遗产的评定标准主要依据《保护世界文化和自然遗产公约》第一、第二条规定(参看前例)。遗产项目要列入《世界遗产名录》，必须经过严格的考核和审批程序。 每年举行一次的世界遗产委员会会议将对申请列入名单的遗产项目进行审批，其主要依据是该委员会此前委托有关专家对各国提名的遗产遗址进行实地考察而提出的评价报告。 对各国提名的遗产遗址的考察，主要由该委员会会同国际古迹遗址理事会(ICOMOS)和世界保护联盟(IUCN)组织专家进行。前者总部设在巴黎，成立于1965年，是国际上唯一从事文化遗产保护理论、方法、科学技术的运用与推广的非政府国际机构，有80多个国家会员和4500多名个人会员；后者总部设在瑞士日内瓦，成立于1948年，原名国际自然及自然资源保护联盟，宗旨是促进和鼓励人类对自然资源的保护与永久利用，成员包括分布在120个国家的富方机构、民间团体、科研和保护机构。两者受世界遗产委员会委托，分别对提名列入《名录》的文化和自然遗产地进行考察并提交评价报告。 文化遗产 《保护世界文化和自然遗产公约》规定，属于下列各类内容之一者，可列为文化遗产： ①文物：从历史、艺术或科学角度看，具有突出、普遍价值的建筑物、雕刻和绘画，具有考古意义的成分或结构，铭文、洞穴、住区及各类文物的综合体； ②建筑群：从历史、艺术或科学角度看，因其建筑的形式、同一性及其在景观中的地位，具有突出、普遍价值的单独或相互联系的建筑群； ③遗址：从历史、美学、人种学或人类学角度看，具有突出、普遍价值的人造

中国的世界文化遗产 长城 The Great Wall 举世闻名的中国古建筑万里长城，东起渤海湾山海关，西至甘肃省 的嘉峪关。穿过崇山峻岭、山涧峡谷，绵延起伏1.2万余华里，横跨中 国北方七个省、市、自治区。早在春秋战国时期，各国为了御敌，便据 险修筑长城。秦统一中国后，把分段的防卫墙连接起来，建成规模宏伟 的万里长城，以后各朝又陆续加固增修。到了明代（1368年至1644年），在旧有的基础上逐渐改建成如今的面貌。万里长城气魄雄伟，是世界历史上伟大的工程之一。1987年被列入《世界文化遗产名录》。 故宫 Imperial Palace of the Ming and Qing Dynasties 位于北京市区中心。旧称紫禁城，是明清两代的皇 宫。我国现存规模最大最完整的古建筑群。始建于明永 乐四年至十八年（1406-1420年），后经多次重修与改建， 仍保持原有布局。占地72万多平方米，建筑面积约15 万平方米，屋宇9000余间，周围宫墙高10余米，长约3 公里，四脚矗立风格绮丽的角楼，墙外有宽52米的护城 河环绕。整个建筑群气势宏伟豪华，布局开阔对称，内外装饰壮丽辉煌，是我国古代建筑艺术的精华。1987年被列入《世界文化遗产名录》。2004年7月1日，沈阳故宫作为明清皇宫文化遗产扩展项目列入《世界遗产名录》。 莫高窟 Mogao Caves 位于甘肃省敦煌市鸣沙山东麓断崖上。俗称千佛洞，是 世界上现存规模最大的佛教艺术宝库。始凿于前秦建元二年 （366年），以后历代相继凿建。洞窟分上下五层，高低错
落，依次排列，南北长1600多米。其形制主要有禅窟、中心柱窟和覆斗顶窟。现存已编号洞窟492个，壁画4.5万多平方米，彩塑3000余尊，唐、宋木构建筑5座。1900年于藏经洞发现西晋至宋代经、史、子、集各类文书绘画作品5万余件。莫高窟集建筑、绘画、雕塑于一体，是我国内容最丰富的石窟艺术宝库。1987年被列入《世界文化遗产名录》。 秦始皇陵 Mausoleum of the First Qin Emperor 位于陕西省西安市临潼区骊山北麓。陵墓建于 公元前246年至公元前208年，现存墓封土高40米。 陵园布局仿秦都咸阳，分内外两城，内城周长约2.5公里，外城周长约6.3公里。兵马俑坑位于秦始皇陵东侧，是秦陵的大型陪葬坑，1974年被发现。现已挖掘四个坑，面积共2.5万余平方米。能内丛葬大量与真人真马等同大小的陶制彩绘兵马俑和当时实战使用的各种兵器。出土文物达万件之多。1987年被列入《世界文化遗产名录》。 周口店“北京人”遗址 Zhoukoudian Ruins of Peking Man 位于北京市房山区周口店龙骨山。是中国旧石器时代的重要遗址。 1927年开始发掘，洞内曾发现3个完整的头盖骨和一些残骨，是北京 猿人和山顶洞人化石的发现地。山顶洞人代表一万多年前新人的类型， 是研究人类进化的重要实物资料。建国以来，又陆续发现了北京猿人 化石，打制石器和用火遗迹等新材料，是研究人类发展史和中国原始 社会史极其珍贵的资料。1987年被列入《世界文化遗产名录》。 承德避暑山庄与周围寺庙 The Mountain Resort and its Outlying Temples in Chengde 位于河北省承德市。又称“承德离宫”、“热 河行宫”。建于清康熙四十二年至乾隆五十五年 （1703-1790年）。占地560余万平方米，建筑物达 110余处，为清代帝王夏日避暑和处理政务的场所。

谢谢主席，问候在场各位。 当今社会生活中，如何对待文化遗产已经成为了一个受人关注的议题。而商业化则为其中方式之一。商业化指以盈利为目的，将文化遗产与现代商品服务相结合的过程和结果。其初衷表现为趋利性，从而导致其为了逐利难能确定自我满足的平衡点。而我们所说的文化遗产则指具有历史、艺术、科学价值的文物和建筑群，以及同群众生活密切相关、世代相传的传统文化的表现形式。今天基于商业化对文化遗产保护及传承的影响这个标准，我方认为文化遗产商业化弊大于利。将从以下三个方面进行论述。 其一：从文化遗产的自身特点来看，商业化会导致文化遗产的发展重心产生偏移。宽窄巷子的清代韵味被盆栽冰淇淋、土耳其烤肉串所取代；丽江古城的民族特产、宋元特色被各具情调的酒吧以及千篇一律的义乌小商品市场占领。商业化出于其逐利性，将文化遗产打造成了休闲旅游产业链，文化特点被灯红酒绿所掩盖，精神内涵也淹没在喧嚷嬉闹之下，本来各具特色的文化遗产最终只能被迫趋同相似。 其二：从文化遗产实体来看，商业化的肆意干涉会损害其外观，挤占文化工艺的生存空间，造成不可逆转的结果。黄山西海景区海拔2100米处，建有21个宾馆和招待所，近万张床位，为了供水就地拦截山上溪流泉水，修筑水库，改变了黄山的生态环境，甚至造成了一些黄山松的死亡。黎族传统纺染织绣技艺商业化后，大机械工厂生产出的简单样式得到热卖，而传统的纺染织绣技艺却因成本较高而不得不淡出市场。无论是生态的人为损坏还是传统工艺被挤占发展空间，商业化打着保护的大旗，实则让文化遗产被迫的卑躬屈膝，看似是修缮改进，其实是让文化遗产像利益低头，变成一副迎合受众的模样，这样对于文化遗产本质的损害是无法挽回的。 其三：从文化遗产的呈现来看，企业会将商业噱头包装成文化精神内涵，导致大众关注点产生偏差。欧阳修钟爱的会峰阁在电视剧琅琊榜播出后，为博人眼球而毅然改名琅琊榜。商家将电视剧中的虚构故事包装为此处的传统精神内涵，抹杀了会峰阁原本的文化价值。如此，在商业化的宣传之下，浮夸的广告语被当作精神内涵，拍照留念被当作领悟文化。这样的引导偏差会导致文化遗产的原有价值被掩盖甚至被扭曲，一切的宣传推广只能让文化传承变了味道。 综上所述，我方坚持认为文化遗产商业化弊大于利。

中国的世界文化遗产 《保护世界文化和自然遗产公约》规定，属于下列 各类内容之一者，可列为文化遗产：①文物：从历史、艺术 或科学角度看，具有突出、普遍价值的建筑物、雕刻和绘画， 具有考古意义的成分或结构，铭文、洞穴、住区及各类文物 的综合体；②建筑群：从历史、艺术或科学角度看，因其建 筑的形式、同一性及其在景观中的地位，具有突出、普遍价 值的单独或相互联系的建筑群；③遗址：从历史、美学、人种学或人类学角度看，具有突出、普遍价值的人造工程或人与自然的共同杰作以及考古遗址地带。 凡提名列入《世界遗产名录》的文化遗产项目，必须符合下列一项或几项标准方可获得批准。①代表一种独特的艺术成就，一种创造性的天才杰作；②能在一定时期内或世界某一文化区域内，对建筑艺术、纪念物艺术、城镇规划或景观设计方面的发展产生过大影响；③能为一种已消逝的文明或文化传统提供一种独特的至少是特殊的见证；④可作为一种建筑或建筑群或景观的杰出范例，展示出入类历史上一个(或几个)重要阶段；⑤可作为传统的人类居住地或使用地的杰出范例，代表一种(或几种)文化，尤其在不可逆转之变化的影响下变得易于损坏，⑥与具特殊普遍意义的事件或现行传统或思想或信仰或文学艺术作品有直接或实质的联系。(只有在某些特 殊情况下或该项标准与其它标准一起作用时，此款才能成为列人《世界遗产名 录》的理由。) 长城 The Great Wall 举世闻名的中国古建筑万里长城，东起渤海湾山海关，西至甘 肃省的嘉峪关。穿过崇山峻岭、山涧峡谷，绵延起伏1.2万余华里， 横跨中国北方七个省、市、自治区。早在春秋战国时期，各国为了御敌，便据险修筑长城。秦统一中国后，把分段的防卫墙连接起来，建成规模宏伟的万里长城，以后各朝又陆续加固增修。到了明代（1368年至1644年），在旧有的基础上逐渐改建成如今的面貌。万里长城气魄雄伟，是世界历史上伟大的工程之一。1987年被列入《世界文化遗产名录》。更多>> 故宫 Imperial Palace of the Ming and Qing Dynasties 位于北京市区中心。旧称紫禁城，是明清两代的皇宫。我国现存规模最大最完整的古建筑群。始建于明永乐四年至十八年（1406-1420年），后经多次重修与改建，仍保持原有布局。占地72万多平方米，建筑面积约15万平方米，屋宇9000余间，周围宫墙高10余米，长约3公里，四脚矗立风格绮丽的角楼，墙外有宽52米的护城河环绕。整个建筑群气势宏伟豪华，布局开阔对称，内外装饰壮丽辉煌，是我国古代建筑艺术的精华。1987年被列入《世界文化遗产名录》。2004年7月1日，沈阳故宫作为明清皇宫文化遗产扩展项目列入《世界遗产名录》。更多>>
