浅析城市规划存在问题与改进方法

摘要：城市规划是城市建设和发展的蓝图，是建设和管理城市的基本依据。城市规划是一定时期内城市发展的目标和计划，是城市建设的综合部署，也是城市建设的管理依据。城市的规划、设计、建设是百年大计，直接关系到城市的发展与未来。而城市规划工作的好坏将直接关系城市总体功能能否有效发挥，关系经济、社会、人口、资源、环境能否协调发展。本文简述了城市规划中存在的问题，并提出了改进方法。只有努力地加强城市规划和管理，才能使城市规划对城市土地利用真正起到引导和控制作用。

Abstract: Urban planning is a blueprint for urban construction and development, is the fundamental basis of the construction and management of the city. 引言

一个城市在今后长时期的战略性发展方向中城市规划起着指导性作用，因为它不仅确定城市的发展方向与城市性质，还可以科学、合理地部署交通、工业、商业与城市居民生活设施等各组成部分的用地。城市规划是一项全局性、综合性、战略性的工作，涉及政治、经济、文化和社会生活等各个领域。不合理的规划设计既很费大量资金，又堵塞交通，妨碍居民生活甚至给后人留下极大的缺憾。如何使城市建设具备可靠的工程技术基础，如何使城市有健康、卫生的环境和美丽和谐的面貌等等。要解决这些问题必须对城市的各项建设进行全面规划。可见，城市规划的目的是在全面研究区域经济发展的基础上，根据城市的历史和自然条件，确定城市的性质和规模及各部分的组成，合理选择这些组成部分的用地，加以全面组织和合理安排，使之各得其所、互相配合，为生产生活创造良好环境。
