More attention was paid to the 11 in France at the time of Rene Coty. Charles Deschanel was then the financial minister. He stressed that workmanship and quality were more important than quantity for industrial production. It would be necessary to produce quality goods for the 12 to compete with those produced in other countries. The French economy needed a larger share of the international market to balance its 13 .

French industrial and agricultural production was still inadequate to meet the immediate needs of the people, let alone 14 . Essential imports had stretched the 15 the breaking point. Rents were tightly controlled, but the 16 affected general population most severely through the cost of food. Food costs took as much as 80 percent of a worker's income. Wages, it is true, had risen. V arious sorts of essential family needs and benefits were paid by the state, and there was full-time and 17 . Taken together, these factors enabled the working class to exist but allowed them no sense of security. In this 18 , workmen were willing to work overseas for higher wages.

The government was unwilling to let workers leave the country. It was feared this 19 would empty the labor force. The lack of qualified workers might slow the improvement in the quality of industrial products produced.

20 employed abroad would only increase the quantity of quality goods produced in foreign countries. Also the quantity of quality goods produced in France would not be able to increase as part of its qualified labor force moved to other countries.

Reading Comprehension

Fingerprints, one of the great deciders of innocence or guilt in criminal charges, are now being placed in doubt. This is because of a growing number of claims from defendants that their "prints" have been "lifted" and planted at scenes of crimes. And these allegations are being taken

seriously by lawyers, judges, and policemen because it is possible to move a fingerprint from one spot and place it elsewhere. A committee of lawyers is making an investigation into fingerprinting. They are not aiming to establish if these allegations are true or not, but they are questioning current fingerprinting methods as part of a general inquiry into scientific evidence.

How can a fingerprint be transferred? A fingermark left on a greasy glass or some other smooth surface can be "lifted" with a strip of adhesive. It can then be deposited on another, perhaps incriminating, object. Before 1973, fingerprints at the scene of a crime used to be photographed for identification purposes and the objects carrying the prints were shown in court as well. However, this is no longer necessary. Since 1973, a new method of taking prints has been used. Police experts can now use a strip of adhesive tape to "lift" a print which is then produced in court as evidence. As a result, criminals are accusing the police of lifting their prints and planting them at the scene of a crime. And lawyers are worried about this increasing number of claims.

According to the ex-chief of Scotland Y ard's fingerprint department, Mr. Harold Squires, more than 55% of the cases he now gets are making these claims. But so far he has not seen any fingerprint evidence that proves the allegations to be true. Lifting a mark and putting it on another object requires great skill and trouble. It's almost impossible but it can be done. It can usually be easily detected by experts, but there is a chance that even experts may not be able to tell. So he would like the old method of photographing prints and producing them together with the objects to be generally used again.

I experienced a long roller-coaster ride in the stock market. So did a lot of my friends. In 1999, the bull dominated the stock markets in the States and stocks simply soared, Dow and Nasdaq reaching their historical heights respectively. In particular, the technology sector grew like crazy. Y ou did not have to be a technology guru to pick the right stock and get rich. Y ou just picked any technology stock, at sheer blind random, and you would gain after a short period of time. That was the time when most of us — I mean the circle of our friends — got into the stock market.

In Connell, I had taken a couple of finance courses and learnt some basic concepts about stocks, such as "Buy low, Sell high," "Diversify your portfolio" and "Invest for the long term." However, being a green hand in this market, I found it terribly hard to apply what I learnt. First of all, it was difficult to make a due judgment on when the price hit the bottom and was about to turn upward. I had a watch list. Some stocks just had the momentum from nowhere and kept on inching higher and higher; some just went headlong in the opposite direction. Secondly, it was easy to say "Diversify your portfolio." But with my little savings that I invested in the market, it did not seem to make sense to divide a couple of thousand dollars among several stocks. When I tried to apply the evaluation theories to the stocks, they were outrageously expensive, especially those internet stocks. On the other hand, the stocks of traditional industries were punished really hard. They were cheap buys to me and fit the theory of "Buying low," but they seemed to always stay in the red, with no hope of turning green.

Testing the water, I picked two stocks I believed had good fundamentals and were bargains. My husband, who understood nothing about the market, decided to go in an opposite direction. He picked only one technology stock simply by watching the news and following the hot sector. I was really dubious of how well he would fare.

After the day we picked the stocks, we would keep our eyes on how the market did every

day. However, we had different reactions to the market. The market soared one day and tanked another day; and to its rhythm, my spirit rose to the sky and then fell into the hell. Although I told myself I should not be so emotional since I invested for the long term, I could not help myself jumping at the small percentage of gain and stomping at the loss.

Several months ago, Bill Clinton and Tony Blair linked up to proclaim one of science's greatest achievements: decoding the human genome or "book of life." In February scientists get their first look at the evidence, with the official publication of the human genome sequence in the journals Nature and Science.

The two rival sequencing organizations — the Public Human Genome Project and Celera, the US biotechnology company — have produced scores of scientific papers. Their most striking conclusion is how few genes we have: around 30,000. That is about the same number as a mouse and only twice as many as a fruit fly or a worm. Most scientists had expected to find about 100,000 human genes and some estimates ran to 140,000 genes.

Eric Lander, director of the Whitehead Centre for Genome Research in the US, says: "It seems to be some kind of affront to human dignity."

Biologists will have to stop thinking of individual genes giving the body instructions to make individual proteins (proteins are the molecules such as hormones and enzymes that control biological processes). Instead, all our DNA—the genome —must be seen as one immensely complex system.

As Craig V enter, president of Celera, puts it, "There are no 'good' genes or 'bad' genes, merely networks that exist at various levels and various connectivities, and at different states of sensitivity to perturbation. The notion that one gene equals one disease, or that one gene produces one key protein, is flying out of the window."

No one knows how many proteins there are. The answer will be revealed over the next few years by the emerging field of proteomics, successor to genomics. But Dr. V enter estimates that we have 250,000 different proteins — about ten for every gene — to do the essential work in our bodies.

Some experts were saying that the unexpectedly low number of human genes would be good for medicine, since there are fewer genes to understand. But it could work equally well in the

opposite direction: the complex interactions between genes may make it harder to cure disease by changing one or two of them, for example through gene therapy. This may explain partly why gene therapy has given disappointing results in clinical trials over the past ten years. The emerging technology of stem cells replacing failing cells with potent new cells may produce better results because the patient is receiving the whole genetic system at once.

Books even in this age of cheap literature cost money? The shortage of paper, together with the high cost of living, has made book an expensive item in our list of requirements. This would mean that fewer people can afford to have them. Y et there are people who think nothing of spending money on a rich dinner, but would consider it a waste of money to spend the same sum on books. Therefore the time has come for an adventurous public library policy to be introduced, for the higher the price of books, the greater the need to give them the widest circulation possible.

The Government of the Hong Kong Special Administrative Region has set up Urban Council Libraries and study rooms in various districts. There is no doubt that Libraries are a great blessing, and when books are wisely selected, they have a great educational value, and have done much to encourage the habit of reading among the people.

For setting up libraries, some factors should be taken into consideration. In the first place, it is not enough to have just a building, equip it with shelves and fill them with books. The library building itself must be attractive in structure, conducive in atmosphere and unencumbered in administration. Then secondly, there is the choice of suitable books to look into. This presents difficulties: though most of the books are novels and most of the readers are novel readers, moreover, reading fiction is quite a source of amusement and pleasure, also, it is a means of broadening one's mind and learning more about life and human being, yet, there should always be a good selection of serious books - history, biography, travel, poetry and literature - which are appreciated by many readers. Y oung readers are naturally interested in books which cater to their personal preferences.

In those countries (for instance, Singapore) where several different races share equal weight, there are not only the above problems in hand when setting up libraries. There is a third issue - readers with different family and racial backgrounds have different preferences. The problem seems soluble if they can provide the readers with books written against familiar background and in their own language.

26.The writer's opinion in the first paragraph is that __________.

词组:be able to do能,能够做attach to贴,粘,依附 have···in common有···共同之处 Chapter2 历史上最重要的发明之一使用磁铁。 词组:combine with与···结合,兼具be used for用来做 pick up捡起,拿起;学会electric current电流 scrap metal废铜烂铁 Chapter4 目标 将普通的钉子变成磁铁。

Chapter 3 Following The Story【跟随着故事走】
