Plastic Surgery

A better credit card is the solution to ever larger hack attacks

A. A thin magnetic strip (magstripe) is all that stands between your c redit-cardinformation and the bad guys. And they've been working hard t

o break in. That's why 2014 isshaping up as a major showdown: banks, la w enforcement and technology companies are alltrying to stop a networ k of hackers who are succeeding in stealing account numbers, names, ema il addresses and other crucial data used in identity theft. More than 100 m illion accountsat Target, Neiman Marcus and Michaels stores were affecte d in some way during the mostrecent attacks, starting last November.

B. Swipe (刷卡) is the operative word: cards are increasingly vulne rable to attacks whenyou make purchases in a store. In several recent inci dents, hackers have been able to obtainmassive information of credit-, de bit- (借记) or prepaid-card numbers using malware, i.e.malicious softwar e, inserted secretly into the retailers' point-of-sale system--the Checkoutregisters. Hackers then sold the data to a second group of crimin als operating in shadowycorners of the web. Not long after, the stolen dat a was showing up on fake cards and beingused for online purchases.

C. The solution could cost as little as $2 extra for every piece of plas tic issued. The fix is asecurity technology used heavily outside the US. W hile American credit cards use the 40-year-old magstripe technology to pr ocess transactions, much of the rest of the world uses smartercards wit h a technology called EMV (short for Europay, MasterCard, VisA. that e mploys a chipembedded in the card plus a customer PIN (personal identif ication number~ to authenticate(验证) every transaction on the spot. I f a purchaser fails to punch in the correct PIN at thecheckout, the transacti

on gets rejected. (Online purchases can be made by setting up aseparate t ransaction code. )

D. Why haven't big banks adopted the more secure technology? Whe n it comes to mailingout new credit cards, it's all about relative costs, say s David Robertson, who runs the NilsonReport, an industry newsletter. " The cost of the card, putting the sticker on it, coding theaccount number a nd expiration date, embossing (凸印) it, the small envelope--all put togeth er,you're in the dollar range." A chip- and.PrN card currently costs close r to$3,saysRobertson,because of the price of chips.(Once large issuer s convert together, the chipcosts should drop.)

E. Multiply S3 by the more than 5 billion magstripe credit and prepa id cards in circulationin the US. Then consider that there?s an estimated $12.4 billion in card fraud on a globalbasis, says Robertson. With 44e o of that in the US,American credit.card fraud amounts toabout$5.5 b illion annually.Card issuers have so far calculated that absorbing the liab ility foreven big hacks like the Target one is still cheaper than replacing al l that plastic.

F. That leaves American retailers pretty much alone the world over i n relying on magstripetechnology to charge purchases--and leaves consu mers vulnerable. Each magstripe has threetracks of information, explai ns payments security expert Jeremy Gumbley, the chieftechnology office r of CreditCall,an electronic.payments company. The first and third a

re usedby the bank or card issuer.Your vital account information lives o n the second track, whichhackers try to capture.“Malware is scanning t hrough the memory in real time and looking fordata.”he says.“It creat es a text file that gets stolen.??

G. Chip-and—PIN cards,by contrast, make fake cards or skimmin g impossible becausethe information that gets scanned is encrypted(加密).The historical reason the US has stuckwith magstripe, ironically e nough.is once superior technology. Our cheap, ultra·reliablewired net works made credit- card authentication over the phone frictionless. In Fr ance, cardcompanies created EMV in part because the telephone monopo ly was so maddeninglyinefficient and expensive. The EMV solution allo wed transactions to be verified locally andsecurely.

H. Some big banks, like Wells Far90,are now offering to convert y our magstripe card to achip—and-PIN model.(It?s actually a hybrid(混合体)that will still have a magstripe, since mostUS merchants don?t have E MV terminals.)Should you take them up on it?If you travelinternationally, the answer is yes.

I. Keep in mind,t00,that credit cards typically have better liability p rotection than debitcards. If someone uses your credit card fraudulently (欺诈性地),it's the issuer ormerchant, not you, that takes the hit.Debit c ards have different liability limits depending onthe bank and the events su rrounding any fraud.“If it?s available。the logical thing is to get achip·a

nd-PIN card from your bank.”says Eric Adamowsky。a c0.founder of CreditCardlnsider.eom.“l would use credit cards over debit cards beca use of liabilityissues.”Cash still works pretty well t00.

J. Retailers and banks stand to benefit from the lower fraud levels o f chip-and-PIN cardsbut have been reluctant for years to invest in the ne w infrastructure(基础设施)needed for thetechnology, especially if cons umers don?t have access to it.It?s a chicken-and-eggproblem..no one w ants to spend the money on upgraded point.of.sale systems that

Canread the chip cards if shoppers are 7t carrying them——vet there?s lit tle point inconsumers?carrying the fancy plastic if stores aren?t equipped t o use them.(An earlier effortby Target to move to chip and PIN never ga ined progress.)According to Gumbley.there?sa“you.first mentality.T he logjam(僵局)has to be broken.”

K. JPMorgan Chase CEO Jamie Dimon recently expressed his willin gness to do so,notingthat banks and merchants have spent the past decad e suing each other over interchangefees--the percentage of the transactio n price they keep—rather than deal with the growinghacking problem.C hase offers a chip- enabled card under its own brand and several others fo rtravel.related companies such as British Airways and Ritz—Carlton.L. The Target and Neiman hacks have also changed the cost calculati on:although retailershave been reluctant to spend the$6.75 billion that C apgemini consultants estimate it will taketo convert all their registers to b

e chip-and.PIN.compatible,the potential liability theynow face is dra matically greater. Target has been hit with class actions from Hackedconsumers.“It?s the ultimate nightmare,??a retail executive fro m a well.known chainadmitted to TIME.

M)111e card.payment companies MasterCard and Visa are pushing har d for change. The twofirms have warned all parties in the transaction cha in--merchant,network,bank that if theydon?t become EMV—compliant b y October 2015,the party that is least compliant will bear thefraud risk.N. In the meantime,app-equipped smartphones and digital wallets--all of which can useEMV technology—are beginning to make inroads(侵袭)on cards and cash.PayPal,forinstance,is testing an app that lets yo u use your mobile phone to pay on the fly at localmerchants--without surr endering any card information to them. And further down the road isbio metric authentication, which could be encrypted with, say,a fingerp rint.

O. Credit and debit cards, though, are going to be with us for the f oreseeablefuture, and so are hackers, if we stick with magstripe technol ogy.“It seems crazy tome,”says Gumbley, who is English,“that a cu ttin9。edge…technology country is depending ona 40·year-old technolog y.”That?s why it may be up to consumers to move the needle on

Chipand PIN.Says Robertson:“When you get the consumer into a posi tion of worry andinconvenience, that?s where the rubber hits the road.”

46.It is best to use an EMV card for international travel.47.Personal information on credit and debit cards is increasingly vulnera ble to hackin9.

48.The French card companies adopted EMV technology partly becaus e of inefficienttelephone service.

49.While many countries use the smarter EMV cards, the US still cling s to its old magstripetechnologv.

50.Attempts are being made to prevent hackers from carrying out identit y theft.

51.Credit cards are much safer to use than debit cards.

52.Big banks have been reluctant to switch to more secure technology b ecause of thehigher costs involved.

53.The potential liability for retailers using magstripe is far more costly th an upgrading theirregisters.

54.The use of magstripe cards by American retailers leaves consumers e xposed to the risksof losing account information.

55.Consumers will be a driving force behind the conversion from magst ripe to F_.MVtechnology.

Section C

Directions:There are 2 passages in this section. Each passag e is followed by some questions or unfinished statements. For each

of them there are four choices marked A.,B.,C.and D..You sho uld decide on the best choice and mark the corresponding letter on Answer Sheet 2 with a single line through the center.Passage One

Questions 56 t0 60 are based on the following passage.

The report from the Bureau of Labor Statistics was just as glo omy as anticipated.Unemployment in January jumped to a l6一ye ar high of 7.6 percent,as 598 000 jobs were slashed from US pa yrolls in the worst single-month decline since December,1974.Wit h l.8 million iobs lost in the last three months.there is urgent d esire to boost the economy as quickly as possible. But Washington would do well to take a deep breath before reacting to the grim nu mbers.

Collectively,we rely on the unemployment figures and other st atistics to frame our sense of reality. They are a vital part of an array of data that we use to assess if we?re doing well or doing b adly, and that in turn shapes government policies and corporate bud gets and personal spending decisions. The problem is that the statis tics aren?t an objective measure of reality;they are simply a best a pproximation.Directionally, they capture the trends, but the idea that we know precisely how many are unemployed is a myth. That makes finding a solution all the more difficult.

First, there is the way the data is assembled. The official une mployment rate is the product of a telephone survey of about 60 0 00 homes. There is another survey, sometimes referred to as the“p ayroll survey,”that assesses 400 000 businesses based on their repo rted payrolls. Both surveys have problems. The payroll survey can easily double-count someone:if you are one person with two jobs, you show up as two workers. The payroll survey also doesn?t capt ure the number of self.employed, and so says little about how ma ny people are generating an independent income.

The household survey has a larger problem. When asked straig htforwardly, people tend to lie orshade the truth when the subject i s sex, money or employment. If you get a call and are asked if y ou?re employed.and you say yes, you?re employed. If you say n0,however,it may surprise you to learn that. You are only unemploy ed if you?ve been actively looking for work in the past four week s;otherwise, you are。marginally attached to the labor force”and n ot actually unemployed.

11le urge to quantify is embedded in our society. But the idea that statisticians can then capture an objective realin-im?t just impos sible. It also leads to serious misjudgments.Democrats and Republ icans can and、“U take sides on a number of issues, but a more c rucial concern is that both are basing major poticy decisions on gu

esstimates rather than looking at the vast wealth of raw data with a critical eye and an open mind.

56.What d0 we learn from the first paragraph?

A.1me US economic situation is going from bad to worse.

B.Washington is taking drastic measures to provide more jobs.

C.111e US government is slashing more jobs from its payrolls.

D.The recent economic crisis has taken the US by surprise.57.、Ⅳhat does the author think of the unemployment figures and other statistics?

A.They form a solid basis for policy makin9.

B.The.y represent the current situation.

C.They signal future economic trend.

D.They do not fully reflect the reality.

58.One problem with the payroll survey is that________.

A.it does not include all the businesses

B.it fails to count in the self—employed

C.it magnifies the number of the jobless

D.it does not treat all companies equally

59.111e household survey can be faulty in that_________.

A)people tend to lie when talking on the phone

B.not everybody is willing or ready to respond

C.some people won?t provide truthful information

D.the definition of unemployment is too broad

60.At the end of the passage, the author suggests that_______.

A.statisticians improve their data assembling methods

B.decision makers view the statistics with a critical eye

C.politicians listen more before making policy decisions

D.Democrats and Republicans cooperate on crucial issues

Passage Two

Questions 61 t0 65 are based on the following passage.

At some point in 2008,someone,probably in either Asia or Africa, made the decision to move from the countryside to the cit y.This nameless person pushed the human race over a historic thre shold, for it was in that year that mankind became, for the first ti me in its history,a predominantly urban species.

It is a trend that shows no sign of slowin9.Demographers(人口统计学家)reckon that three—quarters of humanity could be city-dwe lling by 2050,with most of the increase coming in the fast-growin g towns of Asia and Africa.Migrants to cities are attracted by ple ntiful jobs, access to hospitals and education, and the ability to esc ape the boredom of a farmer?s agricultural life. Those factors are m ore than enough to make up for the squalor(肮脏),disease and spe ctacular poverty that those same migrants must often at first endure when they become urban dwellers.

Part Ⅲ Reading Comprehension (40 minutes) For investors who desire low risk and guaranteed income, US government bonds are a secure investment because these bonds have the financial backing and full faith and credit of the federal government. Municipal bonds, also secure, are offered by local governments and often have___ 36___such as tax-free interest. Some may even be___37___. Corporate bonds are a bit more risky. Two questions often___38___first-time corporate bond investors. The first is “If I purchase a corporate bond, do I have to hold it until the maturity date?” The answer is no. Bonds are bought and sold daily on___39___securities exchanges. However, if you decide to sell your bond before its maturity date, you’re not guaranteed to get the face value of the bond. For example, if your bond does not have___40___ that make it attractive to other investors, you may be forced to sell your bond at a___ 41___, i.e., a price less than the bond's face value. But if your bond is highly valued by other investors, you may be able to sell it at a premium, i. e ., a price above its face value. Bond prices generally___42___inversely (相反地) with current market interest rates. As interest rates go up, bond prices fall, and vice versa (反之亦然). Thus, like all investments, bonds have a degree of risk. The second question is “ How can I___43___the investment risk of a particular bond issue?” Standard & Poor's and Moody’s Investors Service rate the level of risk of many corporate and government bonds.
