摘要：发电企业在制定绩效指标过程中往往更多采用传统的财务指标，而对于驱动财务指标完成的过程因素以及财务指标与战略目标的结合性等方面没有给予更多关注。本文从绩效管理与企业战略目标相结合的角度，就平衡计分卡在发电企业绩效管理中的实际应用进行了分析研究。

Abstract： Power Plants give more attention to traditional financial index rather than such factors as driving financial ratio to reach its goal and combination of the financial index and strategic objectives among others， when they stipulate Performance index. This paper mainly focuses on analyzing the practical application of management method as to the balanced scorecard in management power plants performance.

1.发电企业在绩效管理方面存在的部分问题

绩效管理与公司战略目标脱节是众多发电企业在绩效管理中出现的问题，绩效指标往往集中关注传统的财务指标，公司绩效计划的制定没有与企业的战略相结合，对实现战略目标意义不大。绩效管理主要是奖惩、奖金分配，而且更多的是对于结果的一种奖惩，而对于驱动结果的一些过程指标却没有将其纳入绩效管理，根本原因还是缺乏科学有效的绩效管理方法的应用与指导。

对于发电公司绩效管理中存在的问题，笔者经过认真观察与思考，认为除了加强宣传教育、更新观念、提高员工对于绩效管理的认识外，还应运行科学的绩效管理方法，重新搭建公
