Therefore, this sentence can be interpreted like this; this is a very cute kid. However, the most commonly-used meaning of "不过" can be identified in the last example(4). In Chinese, more often than not, we use this word to indicate the change or transition of meaning. It has the same meaning with the English conjunctions "however" , "but" , "nevertheless" , etc. Therefore, the sentence in the example can be paraphrased as "I have no good suggestions, either. However, this is very urgent; there is no way that we can make sure it is perfect". Through these four examples we can observe that the meaning of the specific words is context-dependent.
