It is not discriminative to evaluate either a child’s physical condition or his intellectual level.Unfortunately, intellectual level seems to be a sensitive subject, and what the law allows us to do varies from time to time. The same fluctuation (起伏) back and forth occurs in areas other than intelligence. Thirty years or so ago, for instance, white families were encouraged to adopt black children. It was considered discriminative not to do so.And then the style changed and this cross-racial adopting became generally unpopular, and social agencies felt that black children should go to black families only. Washington (CNN) -- An agreement to end the partial government shutdown and avoid a possible U.S. default easily passed the U.S. Senate and headed to the House
for a vote expected later Wednesday.

The Senate vote was 81-18, with more than half of the chamber's Republicans joining Democrats in support.
If approved by the Republican-led House, the legislation would go to President Barack Obama to be signed into law by the end of Thursday -- the deadline for increasing

The measure represented a victory for Obama and Democrats over conservative Republicans who tried to use the shutdown and debt ceiling deadline to wring concessions on spending cuts and dismantling the Obama's signature health care reforms.
It also extended the federal debt ceiling until February 7 and set up budget negotiations between the House and Senate intended to come up with a broader spending plan for the rest of fiscal year 2014, which ends on September 30.。
