近日，联合国教科文组织保护非物质文化遗产政府间委员会在埃塞俄比亚首都亚的斯亚贝巴召开。
当地时间11月30日上午，委员会经过评审，正式将中国申报的“二十四节气——中国人通过观察太阳周年运动而形成的时间知识体系及其实践”列入联合国教科文组织人类非物质文化遗产代表作名录。
今天正值大雪节气，而昨天，马盛德、罗微、张玲、巴莫曲布嫫、王应德五位参加保护非遗政府间委员会第十一届常会中国政府代表团成员，讲述了此次申报的过程，并对此后的保护工作进行了说明。
而说到过程中最令人好奇的英文翻译问题时，巴莫曲布嫫告诉北京晨报记者“这也是我们很头疼的问题！”
过程：熬夜成为关键词
与以往申遗不同，二十四节气的内容显然比单一项目申遗要复杂得多，外联局国际处处长张玲概括起来是两个字——熬夜！
“二十四节气”是我国农耕文明的优秀代表，影响力覆盖全国，涉及多个学科，这在我国申报历史上是比较少见的。
“鉴于申报材料有明确的专业和技术要求，既要在规定字数、时长及数量（10张申报图片）范围内，全面体现二十四节气博大精深的文化内涵、价值及存续与保护的相关情况，又要符合《保护非物质文化遗产公约》的理念和表述习惯，
还要通俗明了，让事先不了解该遗产项目的人准确认知。
因此，看似简单的申报表格，往往需要花费大量的时间收集资料、精心构思、反复论证、逐字逐句逐画面精心打磨。
”张玲回忆，在这段时间里熬夜成为了代表团人员的一种常态，“为争取成功申报，2014年4月至2015年3月，评审工作团队先后开了13次会。
评审工作会议有时会延续到凌晨。
”最终，在今年3月20日，中英文版终审稿得以报送文化部。
据文化部非遗司巡视员马盛德介绍，2006年，二十四节气被列入国家级非物质文化遗产名录；2011年，九华立春祭、班春劝农、石阡说春被列入该遗产项目的扩展名录；2014年，三门祭冬、壮族霜降节、苗族赶秋、安仁赶分社被列入该遗产项目的扩展名录。
2013年，经过组织专家审慎地论证，以最具有中华文化典型性、代表性为标准，在14个备选项目中遴选出“二十四节气”作为2015年申报联合国教科文组织“人类非遗代表作名录”的首选项目。
翻译：是个很头疼的问题
相较于二十四节气的申报过程，更多人的好奇心集中在了翻译工作上，究竟如何将这些中国文字翻译给外国人看？代表团专家之一，中国民俗学会副会长巴莫曲布嫫称，“这也是我们很头疼的问题！”
巴莫曲布嫫称，申报过程中印象最深的就是辩论，项目论证组为确定怎么定义二十四节气，在网上查了很多资料，有的说法用到了黄道、公转，但最终都被否定了。
“联合国教科文组织建议避免使用过于技术性的语言，因为二十四节气如果从天文历法来讲，我们都听不懂。
我们需要用一种通俗易懂、深入浅出的语言来概括这个项目。
所以虽然只有这一句话，却是好难的。
”
但困难才刚刚开始，二十四个节气逐一翻译一样不容易，比如清明节，网上译为Tomb-sweeping Day（译为扫墓的日子），但很明显，这个翻译并不准确。
“扫墓只是清明节的一个活动，而且它是区域性的。
这次我们再三斟酌，从节气的划分、表述都经过了反复讨论。
节气名称真的是中国古人的智慧，就像五言诗一样，简短但意境开阔。
英文翻译也是这样的问题，每个节气只有两个字，但是很多外国人不知道中国的语境。
”
巴莫曲布嫫称，曾试图在网上找寻外国人的翻译版本或者原来传教士的翻译、民国文献，但是都没有找到，反而是看到很多网友翻译版本，“有很多网民虽然会传递一些不是那么准确的信息，但是你会看到网民在参与二十四节气的翻译工作，这说明他们很喜欢。
”
保护：让更多年轻人参与进来
对于非遗而言，申报成功不是结果，保护才是目的。
因此传承工作就显得尤为重要。
巴莫曲布嫫称，现在的青年人有更多的选择，但是像二十四节气这种把时间细分，每个时段都有关于时间的管理，有具体的活动，来提醒大家时间像流水一样，应该干什么，不能做什么。
这些就是祖先留下来的遗产。
“申报片里我们特意加入了两个年轻人点击名为节气的APP进行查看的内容。
我觉得应该用更多现在青年人接受的方式来传承遗产。
二十四节气本来就有很多传承方式，可以把很多传统文化都结合起来的。
这样的传统活动是可以把青年人找回来，重现开始关注传统文化。
”
此外，为确保二十四节气的存续力和代际传承，二十四节气保护工作将在文化部、农业部等部委领导下，在文化部非物质文化遗产司的直接指导下，中国农业博物馆作为牵头单位，协同河南省登封市文化馆、内乡县衙博物馆，湖南省安仁县文化馆（非遗保护中心）、花垣县非遗保护中心，浙江省杭州市拱墅区非遗保护中心等于2014年5月成立“二十四节气保护工作组”，联合制定了《二十四节气五年保护计划（2017-2021）》，各方根据《保护非物质文化遗产公约》的宗旨和《中华人民共和国非物质文化遗产法》的要求，共同约定了彼此的责任和义务。
抢注：其实不必太心急
其实除二十四节气外，还有很多文化活动是跨国界的，近几年也出现了一些国家在某些相似或相近的项目上积极进行申报的现象。
这让很多国人都在呼吁，要尽快申报此类项目，以免被“抢先”、“抢注”。
对此，巴莫曲布嫫认为，申遗并不是商标注册，应该区别看待，“并不是说一个国家申请了某项非物质文化遗产就等于拥有了该项目的所有权。
别国申报成功，自家的遗产就成了别人的，这种心态走入了误区。
按照《保护非物质文化遗产公约》相关规定，缔约国都有将其领土上的某项非遗申请列入联合国教科文组织非遗名录的权利。
对于两个遗产国家共同拥有的同源共享的非物质文化遗产项目，每一个国家均可以单独申报，如果列入代表作名录，也不妨碍其他国家再次单独申报。
同时，联合申报也是近年来提倡的做法。
”2005年，我国与蒙古国就联合申报了“蒙古族长调”，并成功列入“人类非遗代表作名录”，两国还建立了联合保护非物质文化遗产合作机制，在各自领土上延续遗产生命力，做出自己的贡献。
同时，张玲也补充说：“同源的非物质文化遗产，也可能在传承流变中形成新的不同的特质。
我们尊重遗产在适应各自环境中所呈现的特质，在地区间的交流和对话中增进了解、促进对遗产源流及发展方向的深入研究，是我们保护、弘扬遗产应秉持的正确态度。
”
