Because of this, scientists and government officials are working to use the latest technological advances to predict when and where disasters will happen. They are also studying how best to analyze and communicate this information once it is obtained. The goal is to put technology to effective use in saving lives and property when nature unleashes its power with devastating results. On September 29,1998, Hurricane Georges made landfall in Biloxi, Mississippi, after devastating Haiti, the Dominican Republic, Puerto Rico, and several islands of the Caribbean with torrential rains and winds up to 160 km/h (100 mph). Few people lost their lives along the Gulf Coast of the United States, although hundreds died in the Caribbean. This was a very different outcome from 1900,when a powerful Gulf Coast hurricane made an unexpected direct hit on Galveston, Texas, killing at least 6 000 people. Vastly improved hurricane warnings explain the different circumstances at either end of the 20th century—residents of Galveston had no advance warning that a storm was approaching, while residents of Biloxi had been warned days in advance of Georges’s approach, allowing for extensive safety precautions. At the same time that people in Biloxi were thankful for the advance warning, some residents of New Orleans, Louisiana, 120 km to the west, were less satisfied. A day before Georges made landfall, forecasters were predicting that the hurricane had a good chance of striking New Orleans. Because much of New Orleans lies below sea level, the city is at risk for flooding. In addition, because New Orleans has a large population in vulnerable locations, emergency management officials must begin evacuations well before a storm strikes. But evacuation costs money: Businesses close, tourists leave, and citizens take precautionary measures. The mayor of New Orleans estimated that his city’s preparations for Georges cost more than 50 million. After the full fury of Georges missed New Orleans, some residents questioned the value of the hurricane forecasts in the face of such high costs. The differing views on the early warnings for Hurricane Georges illustrate some of the complexities involved in predicting disasters. Disaster prediction is more than just forecasting the future with advanced technology—it is also a process of providing scientific information to the government officials and other decision makers who must respond to those predictions. In general, the process has three phases. First, there is the challenge of forecasting the event itself. In the case of Georges, scientists worked to predict the future direction and strength of the hurricane days in advance.A second important challenge is communicating the forecast to decision-makers. Because forecasts are always uncertain, a central factor in disaster predictions is communicating this uncertainty. Uncertainty is usually described in terms of odds or probabilities, much like daily weather forecasts. The media plays an important role in communicating predictions and their uncertainty to the public. The third part of the process is the use of predictive information by decision makers. Even the most accurate information is of little value if the decision maker does not use itappropriately, for example in deciding whether to order an evacuation. If there is a breakdown in any of these three phases of prediction, the result is increased danger and a higher risk of loss of life.1.The underlined word“calamity”refers to ______.A.natureB.thunderstormsC.disasterD.dangers2.According the passage, the purpose of disaster prediction is to______.A.demonstrate the power of advanced technologyB.bring out the truth between life and deathC.prevent such natural disasters from happeningD.reduce human casualties and loss of property3.Which of the following areas suffered the most severe damage?A.Biloxi, Mississippi.B.Gulf Coast of U. S.C.Galveston,Texas.D.New Orleans.4.The city residents of New Orleans were unsatisfied because______.A.they underwent a heavy hurricane attackB.the forecast hurricane did not hit the cityC.the hurricane warning arrived rather lateD.its precautionary measures were wasted5.Which of the following phases does not belong to the disaster predication process?A.Accurate predictions of forthcoming disasters.munication of forecasts and uncertainty.C.Evacuation from the disaster-stricken areas.D.Decision maker’s timely response to warnings.BIt is interesting that the arrival of snow has the effect on people in different countries. For some countries it is an important happening to celebrate each year, while for others a catastrophe(灾害)or even a wonder. But there are countries between these two kinds that normally expect snow some time over the winter months, but never receive snow regularly or in the same quantities every year. Britain is one of them, for which the arrival of snow quite simply creates problems. Within hours of the first snowfalls, however light roads are blocked, trains and buses have to stop in the middle of the way. Normal communications are affected as well: telephone calls become difficult and the post immediately takes more time than usual. And almost within hours there are also certain shortages—bread, vegetables and other things—not because all these things can no longer be produced or sent to shops, but mainly because people are frightened and go out and store up with food and so on—“just for fear that something bad should happen”.But why does snow have this effect? After all, the Swiss, the Australians and the Canadians don’t have such problems. It is simply because there is not enough planning and preparation. We need money to buy equipment to deal with snow and ice. To keep the roads clear, for example, requires snow-ploughs and machines to spread salt. The reason why a country like Britain does not buy snow-ploughs is that they are only used for a few days in any one year, and the money could be more useful in other things such as hospitals, education, helping the old and so on.6.According to the writer, Britain is a country .A.which has regular snowB.which is not well prepared for snowC.for which snow is a catastropheD.for which snow is a wonder7.After a few hours’ snow there is often some shortage of food because .A.shops have closed downB.people buy as much as they canC.farmers cannot produce any moreD.people eat more vegetables in winter8.The first reason why the British do not buy snow-ploughs is that .A.spreading salt is good enoughB.old people need more moneyC.snow-ploughs are not used oftenD.the hospital is more important9.The underlined words “two kinds”mean the countries .A.which have snow either as yearly happening to celebrate or as rare weatherB.which either have heavy snow or light snowC.to which snow either causes problems or no problemsD.which either have snow-ploughs or no snow-ploughsCThis girl is almost without shelter. She may not realize it, but she’s more exposed to the world than she’s ever likely to be again. And it isn’t because she’s a girl. It could be a boy. It could be you.But why is she shelterless? She’s got a place to live in quite a pleasant place by the look of it and if shelter doesn’t mean a house, then what does it mean? When we say someone “lives a sheltered life”,we don’t only mean that their house is comfortable. We mean that they’re protected from too many worries and troubles, that they live in a settled home, probably surrounded by friends and family, and that they don’t have to cope with the difficulties the world is full of alone.Certainly no one would say that this girl was leading a sheltered life; she’s leaving home to earn her living in a strange city and live by herself in a bed-sitter. She may be just as well protected physically as a “sheltered life”person, but she’s lost all the other shelters in her life—family, friends, the home she grew up in, school, the groups she belonged to. She’s on her own now and unless she’s very self-reliant, she’s likely to feel unhappy and insecure at times.A young person setting out on her own like this is between the two main kinds of shelter most of us spend our lives in. One is our parents’ home where we grow up, and the other is the home we make ourselves and where we bring up our own children. For most people the time they spend between or outside these two shelters is only a small part of their lives.10.It can be inferred from the passage that this girl .A.has nowhere to liveB.will have problems because she’s a girlC.is probably going to feel lonelyD.wants to lives in her home again11.When we say someone “lives a sheltered life”,we mean they .A.live in the countryB.have a comfortable houseC.don’t have any worriesD.have a secure home life and don’t have to face problems alone12.One could say that .A.this girl will be unhappy because she is aloneB.unless this girl is an independent type of person, she’ll probably be unhappyC.this girl will have difficulties because she has left schoolD.this girl will probably be unhappy because she is unreliable13.What would be the best title for the passage?A.Leaving HomesB.Finding a HomeC.Living with the FamilyD.Making a Better ShelterⅢ单词认识(共5小题;每小题2分,满分10分)1.In 1975, the f______ caused by five days of heavy rains in that area made 233 000 people homeless.2.People standing under a tree in a thunderstorm are likely to be struck by l______ .3.Many men were b______ underground when there was an accident at the mine.4.An unexpected storm o when we were enjoying the pleasant voyage at the Yellow Sea.5.One million five hundred thousand people died in natural d______ between 1980 and 2000.Ⅳ易混词语(共10小题;每小题2分,满分20分)1.occur/happen/take place(1)There ______ to be no money with me.(2)Great changes have ______ in my hometown.(3)New things are ______ all around us.(4)The meeting will _____ _next Friday.(5)It never______ to me that he might be in trouble.2.almost/nearly(1)This is______ more than we expected.(2)We very______ missed the train.(3)He complained ______ every time he met her.(4)Those are pretty______ all the secrets of her success.(5)To her great surprise, they are so alike that______ nobody can tell one from the other.
