厦门市人民政府办公厅二O一二年一月十八日厦门市人民政府外事办公室主要职责内设机构和人员编制规定根据《中共福建省委办公厅、省人民政府办公厅关于印发〈厦门市人民政府机构改革方案〉的通知》（闽委办〔2010〕87号）和《中共厦门市委、厦门市人民政府关于厦门市人民政府机构改革的实施意见》（厦委〔2010〕40号）文件精神，设立厦门市人民政府外事办公室（加挂“厦门市人民政府港澳事务办公室”牌子），为市人民政府工作部门，副厅级。
一、职责调整（一）增加的职责1、统筹协调、指导处理我市在境外公民和机构安全保护的相关事务；负责处理领事保护的相关事务。
2、统筹协调、管理境外非政府组织在厦相关事务。
3、申办APEC商务旅行卡；为我市非公单位和个人邀请外国人审发《邀请确认函》；受理因公电子护照；承办海外高层次引进人才居留和出入境相关手续。
（二）加强涉外安全管理、港澳事务等工作。
二、主要职责（一）贯彻执行国家有关外事工作、港澳工作的方针政策、法律法规和省委、省政府以及市委、市政府关于外事工作的指示和决定；研究起草外事工作地方性法规、规章和制度，拟订全市外事工作的发展规划和年度计划并组织实施。
（二）负责组织接待来访国宾、党宾和其他重要外宾及来本市进行公务活动的各国外交人员；协助安排市委、市人大、市政府、市政协领导的重要外事活动。
