3月3日，当时财政司司长曾荫权发表的财政预算案首次证实。
10月31日，双方达成合作协议，合夥成立香港国际主题公园有限公司，在大屿山竹篙湾发展包括香港迪士尼乐园第一期的香港迪士尼乐园度假区。
11月2日，前行政长官董建华与迪士尼公司高层於香港礼宾府正式宣布有关协议！2003年1月12日，香港迪士尼乐园正式动工，计划耗资141亿港元兴建，由华特迪士尼幻想工程师团队设计。
但截至2007年，光是香港政府对乐园的投入已经达230亿港元。
2004年9月23日，园内的地标建筑睡公主城堡举行平顶典礼，整体建筑于2005年年中完成。
